CITY COUNCIL - CITY OF BEAUMONT
HELD FEBRUARY 18, 1992 - 1:30 P.M.
BE IT REMEMBERED that the City Council of the City of Beaumont, Texas,
met in regular session this the 18th day of February, 1992, with the
following present:

The Invocation was given by Lieutenant Kent Davis of the Salvation Army.
The Pledge of Allegiance was led by Beau Butler, president of the Future
Farmers of America at Westbrook High School and Melanie Yarberry,
president of the Future Farmers of America at Central High School.

Three Proclamations were issued: "National Engineers Week, " February 16-
22 , 1992 ; "National Future Farmers of America Week, " February 15-22 ,
1992 ; and United States Presidents Week, " February 16-22, 1992 .

Citizen comment was invited on the Consent and Main Agenda items. No
one wished to address these subjects.

The following Consent Agenda items were considered:
Approval of the Minutes of the regular City Council meeting held
February 11, 1992 ;
Resolution No. 92-49 authorizing acquisition of a runway avigation

easement, Parcel N-02 , described as 14,454 square feet out of the A.
Savery Survey, Abstract 46, to comply with Runway Protection Regulations
at the Municipal Airport from Billy J. Chanley for the appraised price
of $400. 00; and
Resolution No. 92-50 authorizing full and final settlement of the claim
of Darnell Pinell, II in the amount of $75, 000. 00, plus costs not to
exceed $2,500. 00.
The Consent Agenda was approved on a motion made by Councilman Cokinos
and seconded by Councilman Goodson.

Mayor Lord announced that an Executive Session will be conducted
following Workshop Session in accordance with Section 2 (e) of the Texas
Open Meetings Act to discuss pending or contemplated litigation: a
review of the claim of Municipal Administrative Services, Linda Robbins
VS. the City of Beaumont Et Al , Jeannie Cecile Prejean vs. the City of
Beaumont, et al, and Baytown Construction Company, Inc vs the City of
Beaumont and in accordance with Section 2 (g) for discussion of personnel
matters: evaluation of appointed officials.

Ordinance No. 92-17 approving the Official Statement and Notice of Sale
for $13.3 million in public improvement bonds ($11. 3 million for storm
and drainage improvements and $2 million in general improvements) on
March 3, 1992, was considered:

Ordinance No. 92-17 was approved on a motion made by Mayor Pro Tem Smith
and seconded by Councilman Cokinos.

Resolution No. 92-51 authorizing a contract with Cornerstone Computer,
Inc. for approximately twenty-five (25) personal computers (386 CPU,
with 80 Megabyte hard drive running at 20 Megahertz and VGA color
monitor at $1,295. 00 each, 386 CPU, with 124 Megabyte hard drive running
at 33 Megahertz and VGA color monitor at $1, 695. 00 each, and 486 CPU,
with 124 Megabyte hard drive running at 33 Megahertz and VGA color
monitor at $2,045. 00 each) for an estimated total cost of $40, 130. 00

including maintenance and guaranteed firm price for one year was
considered.
Councilman Moore questioned availability of parts and maintenance for
the computers after the one-year warranty period.
Resolution No. 92-51 was approved on a motion made by Councilman Goodson
and seconded by Councilman Cokinos.

Resolution No. 92-52 authorizing an annual contract with BFI Service
Group, Inc. of Houston to furnish street sweeping services for the
Central Business District (30.72 curb miles once a week at $18.50/curb
mile--$29, 552 . 64) and arterial streets (169 . 66 curb miles once a month
at $29. 15/curb mile--$59, 347. 07) for an estimated annual cost of
$88, 899.71, provide other scheduled sweeping, with advance notice, at
$90. 00 per hour and unscheduled sweeping at $109 . 00 per hour was
approved on a motion made by Councilman Cokinos and seconded by
Councilman Moore.

Councilman Cokinos questioned the flat grates used on the sewer inlets
and flooding in the area or North Circuit. Public Works Director Tom
Warner said if an exact location is given, Staff will investigate to see
if there are any improvements that can be made to the inlet.
Councilman Goodson expressed regrets that because of illness he was
unable to attend Councilman Moore's roast (for the L. L. Melton Family
YMCA minority achievers scholarship program to help minority youths with
their education and career goals) , but he enjoyed reading about the
event in the newspaper.
Councilman Moore thanked Council for their support and attendance at the
roast, said it was all for a good cause, and was an enjoyable evening at
his expense.
Mayor Pro Tem Smith added her regrets in not attending the roast for
Councilman Moore, but explained that unfortunately, she was skiing in
Aspen. However, she said she has been told it was a grand party.
Mayor Lord said she was pleased to receive Staff reports on a Police
patrol car take-home program, asked for statistics on number of officers
residing outside Beaumont, stated she supports the take-home program for
only those officers residing in Beaumont so that police presence is more
visible in Beaumont. She said she also supports the possibility of a
police bicycle patrol in the downtown area during shift change for an

added sense of security, questioned the status of consideration for a
mounted patrol and installation of cameras at directional lights to
monitor offenders who disregard the red light.
Councilman Cokinos said he supports a motorcycle patrol for high
visibility and quick response to emergencies.
Councilman Moore congratulated the success of the K-9 Unit recently in
assisting police in apprehending suspects of narcotic offenses and
uncovering a large sum of illegal drug money.

Dr. Jerry Reed, 2900 North Street, a Beaumont pediatrician addressed
Council with a concern for the growing number of children using
emergency room services instead of private physicians. Dr. Reed said
this creates an overload on the emergency rooms and submitted for
Council consideration other information that included possible solutions
and proposals and a suggestion for formation of a task force to study
the problem.
Mr. Henry Dannenbaum, 1567 Wall Street, addressed Council in support of
motorcycle and bicycle police patrol.

There being no other business, the Regular Session of City Council was
recessed to reconvene in Workshop Session.
