BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in

The Invocation was given by Rev. James Wilson, pastor of First Baptist Church.
The Pledge of Allegiance was led by Councilman Cokinos.

Mayor Meyers presented Water Utilities Director Underwood Hill with a mantle
clock and barometer from City Council and a plaque in recognition of almost 34
years as an employee with the City of Beaumont and expressed deep gratitude for
Mr. Hill's dedication and commitment to his work.

The following Consent Agenda items were considered:
Approval of the Minutes of the regular City Council session held June 17, 1986;
Resolution 86-193 authorizing execution of an agreement with the State Dept. of
Highways and Public Transportation for the installation of a traffic signal at
U. S. 69 North Frontage Road and M. L. King, Jr. Parkway/Spur 380;
Resolution 86-194 authorizing Quitclaim Deeds to the State of Texas for the
Martin Luther King, Jr. Parkway/Spur 380 project for: Tract I, 0.3214 acres,
all of Lot 17 and the east 13.43 feet of Lot 18, Block 40 Arlington Addition;
Tract II, 0.4301 acres, all of Lots 15 and 16, Block 40, Arlington Addition;
Tract III, 0.0762 acres, all of Tract 7 of City Plat A-13, D. Brown Survey;

Resolution 86-195 authorizing purchase of Parcel 120: 2,766 sq. ft. out of the
David Brown League from Lena L. LaRocca at $41,000 and Parcel 108: 11,313 sq.
ft. out of the David Brown League from Dora Venza Santangelo, et al at $25,500
for the M. L. King, Jr. Parkway/Spur 380 Project; granting an easement to
Kansas City Southern Railroad for railroad relocation out of Parcel 108 and
execution of deeds conveying the property to the State, subject to the
easements.

a more restrictive district for property bound by Sabine Pass, Jackson, Irma,
and the M. L. King, Jr. Parkway, known as the Pennsylvania/Sabine Pass Rezoning
Study, Phase II was considered:

An ordinance requesting an abandonment of the south 1.5 feet of the 16-foot
utility easement at 2220 Monica and described as Lot 51, Block 5, Somerset
Village was withdrawn from the agenda at the request of petitioner, Kohler and
Kohler, for Sam C. Parigi, Jr.

Ordinance No. 86-67 approving an amendment to the Transportation Element of the
Comprehensive Plan was considered:

Resolution 86-196 authorizing execution of a contract with the law firms of
Heard, Goggan, Blair, Williams and Harrison and Benckenstein, Oxford, Radford
and Johnson for the collection of delinquent taxes for a period commencing
July 1, 1986 and ending June 30, 1991 was approved on a motion made by
Councilman Lee and seconded by Councilman Cokinos.

Ordinance 86-69 providing for a procedure for revocation of building contractor
bonds was considered:

6-21 OF THE CODE OF ORDINANCES OF THE
CITY OF BEAUMONT BY CREATING A NEW
SECION 106.2.1 TO THE BUILDING CODE

CONTRACTOR'S BOND; PROVIDING FOR
SEVERABILITY; PROVIDING FOR REPEAL AND
PROVIDING A PENALTY.

Resolution 86-197 authorizing the City Manager to execute all documents
necessary to settle pending litigation with Alexander Grant and Company
regarding a recovery settlement of $9.5 million for the City of Beaumont in
connection with the fraud of E. S. M. Government Securities was approved on a
motion made by Councilman Cokinos and seconded by Councilman Moore.

. A resolution awarding a contract for new roofing, roof repairs and sheet metal
work at the Julie Rogers Theatre to Price Roofing and Sheet Metal in the amount
of $68,040.00 was introduced and held at the request of Councilman Moore for
further investigation relative to Minority Business Enterprise participation.

Councilman Moore commented on the projected costs of utility rates for the
balance of the summer in relation to a shortfall and asked the status of a
requested speed study. Tom Warner, Traffic Engineer, reported the study has
been completed.

Mayor Meyers called an Executive Session immediately following Workshop
pursuant to Article II(e) of the Open Meetings Act to discuss pending
litigation between the City of Beaumont and Alexander Grant and Company, Touche
Ross and Company and Bradford Trust.

C. L. Sherman of 585 Belvedere Drive addressed Council to express appreciation
for the opportunity of citizen input in last week's meeting, to ask that the
City give consideration of supporting a County Health Facilty rather than
filling the position of a Health Officer, to remind Council that during last
year's budget meetings a decision was made to not provide holiday garbage
pickup to avoid high overtime expenses, and to state that the City's
creditability has been endangered by the sale of the $99,000 scanner at the
City Auction.

Delia Harrington of 815 Willow addressed Council regarding the contractors and
excessive sand spilled at the construction site at Willow, North, and McFaddin
Streets. Mayor Meyers stated than an inspector has been assigned to that site.

Susan Ramsdell of 745 Parsons addressed Council regarding vandalism in the
parks and suggested patrol of the parks, instruction seminars, and support of
park watch groups.

Vernon Hardcastle addressed Council to complain about receiving regular notices
from the Environmental Health Department for high grass and weeds.

Susan Stansel a representative of the Bid Resource Center, 4675 Washington
Blvd. , addressed Council to give a successful review of their services to the
community relative to assisting businesses in selling their products to the U.
S. Government.

There being no further business, the Council meeting was recessed before
continuing with the Workshop Session.
