CITY COUNCIL - CITY OF BEAUMONT
HELD APRIL 8, 1986 -- 10:00 A.M.
BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in
special session this the 8th day of April, 1986, with the following present:

The Invocation was given by Dr. Dudley Wilson, pastor of Calder Baptist
Church.
The Pledge of Allegiance was led by Mayor Neild.

Ordinance No. 86-36 canvassing returns of the election held April 5, 1986, for
the election of a Mayor and two (2) At-large Councilmembers was considered:
ORDINANCE NO. 86-36
ENTITLED AN ORDINANCE CANVASSING THE RETURNS
OF THE REGULAR CITY ELECTION WHICH WAS HELD
ON THE 5TH DAY OF APRIL, 1986, FOR THE PURPOSE
OF ELECTING A MAYOR AND TWO (2) COUNCILMEN
AT-LARGE; PROVIDING FOR SEVERABILITY AND
PROVIDING FOR REPEAL.
. . . the votes cast at said election for the several candidates for said offices
were as follows:
For Mayor: Maurice Meyers with 12,708 votes (85%), Joseph S. Mouton with 199
(1.3%), Earl Richards with 1,380 (9.2%) and Garfield Landry with 655 (4.4%).
For Councilman-At-Large: James B. Dabney with 1,379 (5.3%), Amos Landry, Jr.
with 3,293 (12.6%), Robert B. Lee, Jr. with 5,373 (20.6%), Andrew P. Cokinos
with 5,635 (21.6%), Joseph D. Deshotel with 5,239 (20.1%), Richard S. Helms
with 377 (1.4%), G. Wayne Turner with 3,646 (20.1%), Dolores J. Watts with 464
(1.8%), Danny W. Wilkerson with 419 (1.6%) and James C. Bailey, Jr. with 302
(1.2%) . . .

Ordinance No. 86-36 continued:

The ordinance was approved on a motion made by Councilman Deshotel and
seconded by Councilman Turner.

Ordinance No. 86-37 canvassing returns of the election held April 5, 1986, for
amendments to the Charter of the City of Beaumont, Texas was considered:
ORDINANCE NO. 86-37
ENTITLED AN ORDINANCE CANVASSING THE RETURNS
OF THE REGULAR CITY ELECTION HELD IN THE
CITY OF BEAUMONT ON THE 5TH DAY OF APRIL,
1986; PROVIDING FOR SEVERABILITY AND PROVID-
ING FOR REPEAL.
. . . that the votes cast at said election (for the 10 propositions for
amendments to the Charter) were:
Proposition No. 1 : Yes 10,622, No 2,118; No. 2: Yes 7,637, No 4,352; No. 3:
Yes 8,641, No 3,296; No. 4: Yes 7,338, No 2,769; No. 5: Yes 8,500, No 2,434;

The ordinance was approved on a motion made by Councilman Deshotel and
seconded by Councilman Moore.

The Honorable Richard LeBlanc, Jefferson County .Judge, administered the Oath
of Office to newly-elected City officials: Maurice Meyers as Mayor; Andrew P.
Cokinos as Councilman-At-Large and Bob Lee, Jr. , as Councilman-At-Large.

There being no further business, the meeting was recessed for a reception to
honor the new Mayor and Councilmembers. City Council Workshop Session will be
held at 4:00 p.m. in the City Council Chambers with the regular City Council
session to convene at 5:30 p.m.

The following Consent Agenda items were considered:
Approval of the Minutes of the regular City Council sessions held March 18 and
25, 1986;
Resolution 86-123 authorizing the pledge of $700,000 in securities and the
release of $700,000 in securities by Spindletop Savings used as collateral for
City deposits; and
Resolution 86-124 authorizing purchase of Parcels 72, 12,432 square feet of Lot
6, Block 28, Arlington Addition from John B. Farinella, et al at $16,797; #77,
4,630.4 square feet out of Block 6, Gentz Addition at $20,000; #73, 3,510.9
square feet out of Lot 7, O'Brien and Bordages Addition at $2,984.00 and #74,
5,854.5 square feet out of Lot 6, O'Brien and Bordages Addition at $4,976 from
Joe E. O'Fiel for the M. L. King, Jr. Parkway/Spur 380 Project; authorizing the
City Manager to grant easements out of two parcels to Kansas City Southern
Railway Company for relocation of their railroad facilities and to execute
deeds conveying the property to the State subject to the easements.
The Consent Agenda was approved on a motion made by Councilman Moore and
seconded by Councilman Weisbach.

The first reading of an ordinance annexing 85.8 acres abutting the western City
limits at Washington Boulevard was held:
AN ORDINANCE
ENTITLED AN ORDINANCE ANNEXING THE
HEREINAFTER DESCRIBED TERRITORY TO THE
CITY OF BEAUMONT, JEFFERSON COUNTY, TEXAS,
AND EXTENDING THE BOUNDARY LIMITS OF SAID
CITY SO AS TO INCLUDE THE SAID PROPERTY
WITHIN THE CITY LIMITS, AND GRANTING THE
SAID 'TERRITORY AND TO ALL FUTURE INHABI-
TANTS THEREOF ALL OF THE RIGHTS AND
PRIVILEGES OF OTHER CITIZENS; AND BINDING
SAID FUTURE INHABITANTS BY ALL OF THE ACTS
AND ORDINANCES OF SAID CITY.
The ordinance was passed to its second and final reading on a motion made by
Councilman Cokinos and seconded by Councilman Samuel.

Resolution 86-125 authorizing execution of an agreement with the Governor's
Office, Criminal Justice Division for a grant by adding two positions to the
Investigative Division of the Police Department (an investigator to handle
cases where a juvenile is the victim and assist with sexual assault cases and a
crime prevention officer to provide programs which will increase community's
ability to prevent crime - funding for 5 years with first year at 100% funding,
each additional year be reduced 20%) was approved on a motion made by
Councilman Brumley and seconded by Councilman Moore.

Resolution 86-126 authorizing execution of a contract with Watkins Construction
at $91,847 to be funded through Community Development Block Grant for the
rehabilitation of the Best Years Center (scope of work includes a new roof;
renovation of old restrooms, including one for handicapped; handrails in all
corridors in Best Years Center; installation of large mirrors in gameroom for
use by dancing and exercise classes; new floor the in Auditorium, hallways and
certain corridors; and carpeting for office area) was approved on a motion made
by Councilman Lee and seconded by Councilman Weisbach.

Resolution 86-127 authorizing execution of a contract with Rene Bates
Auctioneers of McKinney, Texas (commission at 7.45% of sales up to $100,000,
7.0% of sales over $100,000) was approved on a motion made by Councilman
Weisbach and seconded by Councilman Samuel.

Councilman Weisbach requested a financial report on the savings to the City
resulting from the closing of the City jail.
Councilman Samuel questioned the status of the requests for improvements to the
Pine Street Park.

A motion to name David W. Moore as Mayor Pro Tem was made by Councilman Cokinos
and seconded by Councilman Weisbach.

Mrs. Jessie Cooper, 446 Georgetown, addressed Council to complain about the
sound system in the Council Chambers.
The Reverend Amos Landry, Jr. , 2319 M. L. King, Jr. , Parkway, addressed Council
to congratulate the newly elected members of Council and to call for City-wide
unity.
Mr. .James Bailey, Jr. , 920 Church Street, addressed Council to congratulate the
newly elected members of Council and to offer his help for Beaumont.
