BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in
regular session this the 25th day of March, 1986, with the following present:

The Invocation was given by the Reverend Kirk Muller, pastor of the Beaumont
Bible Church.
The Pledge of Allegiance was led by Mayor Neild

Two proclamations were issued: "Professional Social Work Month" - March, 1986
and Sun Oil Company's "Suntennial Day in Beaumont" - March 27, 1986.

Mrs. Sherry Donald, Lumberton, Texas, breeder of ferrets, brought a 1-1/2 year
old ferret to Council and again requested that they not be considered wild
animals as defined under the Animal Ordinance of the City of Beaumont.

The following Consent Agenda items were considered:
Resolution 86-97 appointing Walter Mayer to the Historical Landmark Commission
replacing Bradley J. Viator for a term expiring on October 31, 1986;

Resolution 86-98 authorizing purchase of Parcels 68, 7,000 square feet of Lot
5, Block 28 of the Arlington Addition from Mary Shumaker at $5,250; #69, 6,020
square feet, part of Lot 6, Block 28 of the Arlington Addition from Mary
Shumaker at $4,515; #60, 9,182 square feet, part of Lot 5, Block 34 and Lot 1,
Block 29 of the Arlington Addition from Charles P. Rouse at $14,875; #67,
7,000 square feet, Lot 4, Block 28 of the Arlington Addition from Jessie Rena
Fermon, Trustee, at $5,250 and #71, 1,542 square feet out of Lot 3, Block 32
of the Arlington Addition from Melton and Helen Peters at $21,691 and the
purchase of advertising signs: Parcels 61, sign located on part of Lot 26,
Block 29 of the Arlington Addition at $3,242; #66, sign located on part of Lot
2, Block 29 of the Arlington Addition at $3,242 and #72, sign located on part
of Lot 6, Block 28 of the Arlington Addition at $7,510 from Holland
Advertising Company, Inc. needed for the M. L. King, Jr. Parkway/Spur 380
Project; and
Resolution 86-99 authorizing emergency repairs to a backhoe for the Water
Utilities Department by Equipment Headquarters at $2,664.46.
The Consent Agenda was approved on a motion made by Councilman Moore and
seconded by Councilman Weisbach.

Mr. A. T. Lewis, 1270 Norwood, addressed Council in opposition to any action
concerning expending City funds before the new City Manager has assumed his
duties.
Mr. W. L. Pate, Trailways Bus Company, addressed Council to express his
concerns for competition with private industry created by the charter service
provided by the City of Beaumont Transit System.

Ordinance No. 86-27 changing the zoning from GC-MD (General Commercial -
Multiple Dwelling) district and HI (Heavy Industrial) district to RCR
(Residential Conservation and Revitalization) district, RM-H (Residential
Multiple Dwelling-Highest Density) district and RS (Residential Single Family)
district for an area known as the Brickyard Rezoning Study Area was
considered:

NANCES OF BEAUMONT, TEXAS, AND IN PARTICULAR THE BOUNDARIES OF
'THE ZONING DISTRICTS AS INDICATED UPON THE ZONING MAP OF BEAU-
MONT, TEXAS, BY CHANGING THE ZONING FROM GC-MD (GENERAL COMMER-
CIAL-MULTIPLE DWELLING DISTRICT) AND HI (HEAVY INDUSTRIAL
DISTRICT) TO RCR (RESIDENTIAL CONSERVATION AND REVITALIZATION
DISTRICT) , RM-H (RESIDENTIAL MULTIPLE DWELLING-HIGH. DENSITY
DISTRICT) AND RS (RESIDENTIAL SINGLE FAMILY DISTRICT) FOR AN

Ordinance No. 86-28 granting a Specific Use Permit for an air conditioning and
sheet metal shop on property at 740 San Jacinto (requested by Guy R. Justice,
L & R Air Conditioning & Heating) was considered:

Ordinance No. 86-29 abandoning a portion of a 15-foot utility easement located
at 3075 Westmont Drive (requested by David Walston and John Sullivan to
correct an encroachment) was considered:

Ordinance No. 86-30 approving the amendments to the billboard regulations in
the Zoning Ordinance was considered:

ENTITLED AN ORDINANCE AMENDING CHAPTER
30, SECTION 28 OF THE CODE OF ORDINANCES
OF THE CITY OF BSEAUMONT CONCERNING SIGN
REGULATIONS; PROVIDING FOR SEVERABILITY;
PROVIDING FOR REPEAL AND PROVIDING A
PENALTY.
The ordinance was approved on a motion made by Councilman Samuel and seconded
by Councilman Deshotel.

Ordinance No. 806-31 amending Chapater 28, Section 23-5 of the Code of
Ordinances, relating to charter rates for Beaumont Municipal Transit (regular
Charter - 2 hour minimum at $64.00; each additional hour at $32.00) was
considered:

ENTITLED AN ORDINANCE AMENDING CHAPTER
28, SECTION 28-5 OF THE CODE OF ORDINANCES
OF THE CITY OF BEAUMONT PERTAINING TO
CHARTER FARES; PROVIDING FOR SEVERABILITY,
AND PROVIDING FOR REPEAL.
The ordinance was approved on a motion made by Councilman Brumley and seconded
by Councilman Moore.

Resolution 36-100 authorizing execution of an agreement between the Thomas
Park Homeowners Association and the City of Beaumont Eor drainage purposes to
replace the existing 24-inch reinforced concerete pipe with a 36-inch storm
sewer in the existing drainage easement on Lots 3 and 4, 13 and 14, Block 10,
Park on Thomas Road Addition with the Association paying $9,000 for materials
(City's cost for doing work will be approximately $13,500 including $2,100 for
materials and $11,400 for labor and equipment was approved on a motion made by
Councilman Brumley and seconded by Councilman Weisbach.

Resolution 36-101 authorizing the Legal Department to commence eminent domain
proceedings agaaInst Joshua W. Allen, Sr. , the owner of a 0.236 acre tract out
of Lot 21 of the Annie T. Warren Subdivision (owner refused appraised value of
$19,300) for the South Park Drainage Relief Project was approved on a motion
made by Councilman Brumley and seconded by Councilman Deshotel.

A resolution authorizing execution of a contract for the Highland Avenue
Transportation Improvement Program was deferred.

P,esolution 86-102 authorizing contract with Swain Company, Inc. for the Henry
Homberg Golf Course Improvement Project at $388,353.60 was approved on a
motion made by Councilman Moore and seconded by Councilman Samuel.
