BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular session this the 4th day of February, 1986, with the following present: HONORABLE: William E. Neild Mayor Joseph D. Deshotel Councilman At Large G. Shelton Interim City Manager Lane Nichols City Attorney -000- The Invocation was given by the Reverend B. H. Clendenon, pastor of Victory Temple. The Pledge of Allegiance was led by Mayor Neild. -000- The following proclamations were issued: "Vocational Education Week in Beaumont" - February 9-15, 1986 and "Scouting Week in Beaumont" - February 2- 8, 1986 and a proclamation remembering "the astronauts of the Space Shuttle Challenger - Francis R. Scobee, .Judith Resnick, Ellison S. Onizuka, Ronald E. McNair, Gregory B. Jarvis, Michael J. Smith and Christa McAuliffe - "who .gave their lives to space exploration and scientific research for our country. " -000- Items of the Consent Agenda were considered: Approval of the Minutes of the regular City Council session held January 28, 1986; Resolution 86-40 authorizing the pledge of $1 ,000,000 in securities by Allied Bank, Beaumont; $1,500,000 in securities by Texas Commerce Bank - Beaumont, N.A. ; and $943,473.36 in securities by Fidelity Savings and the release of $1,000,000 in securities by Allied Bank, Beaumont and $1 ,022,956.04 in securities by Fidelity Savings used as collateral for City deposits; Resolution 86-41 authorizing purchase of a replacement hot water heater for the Animal Shelter from Coburn Supply of Beaumont in an amount of $1,048.00; -21- February 4, 1086 Resolution 86-42 authorizing an award of bid for repairs to a compactor used at the Sanitary Landfill by Hydraulic and Air Repair, Inc. , at an amount of $1,920.00; Resolution 86-43 authorizing the purchase of 20 lawnmowers for the Parks and Recreation Department from Jim's Lawnmower of Port Arthur at $3,619.50 and 1 riding mower for the Water Utilities from Sears of Beaumont at $1,799.00; and Resolution 86-44 accepting bids for concrete sloped pipe ends to be used on crossovers and driveways by the Drainage Division from National Concrete Products (15" @ $88.80 per pair, 18" @ $104.40 per pair, and 24" @ $200.00 per pair). The Consent Agenda was approved on a motion made by Councilman Moore and seconded by Councilman Brumley. Question: Ayes: All Nayes: None -000- Public comment was called on Agenda Item 1. No one wished to address Council. -000- Resolution 86-45 authorizing purchase of 8,000 tons of oyster shell at $13.75 per ton or approximately $110,000.00 from Dravo Basic Materials Company for use by the Street Department for routine road and shoulder repair was approved on a motion made by Councilman Moore and seconded by Councilman Deshotel. Question: Ayes: All Nayes: None -000- Students from Kelly High School presented a Balloon Bouquet with trays of pastries for City Council as part of "Catholic Schools Week". Citizens were again invited to attend the benefit sponsored by the Mission Club of Kelly High School for Sottheast Texas, Inc. to be held February 4th at the Julie Rogers Theatre with Robert LaFosse and others performing in the show. -000- COUNCILMAN_BRUMLEY: I would like to take this opportunity to commend all the City employees that participated in Saturday-s "Beaumont Day" at Parkdale Mall. I had the privilege of working for a couple of hours out there with a booth and I must say that the people that I spoke to, the citizens, were impressed with the efforts of the City employees for that particular event and I think the City employees themselves were impressed with each other. It was amazing the effort that they put into it. It goes on to say, as we have always said, how great a group of people we have working for the City and especially those that would go to the extent that they went to to take their day off and put together an informative educational program for all the people that went out there. They did a great job. -22- February 4, 1986 COUNCILMAN BRUMLEY: I'd like to ask the Council if they would join me in requesting that the Staff look into the City taking back over the school crossing program until September 1st, the first day of the fiscal year for the School Distsrict. We know the background, the Councilmembers do, as far as the indepth discussions that we had during the budget sessions. And, prior to that time in 1985, the City itself had a level of work and service and a level of providing this particular activity for the work and service and a level of providing this particular activity for the City. Subsequent to that time, we had meetings and the School District assumed the responsibility or took over the particular program. It apparently is such a strain that certain adjustments had to be made and, if it is a financial strain, then I think that strain can be addressed through the City and whatever it takes to bring it back to the level that it was prior to 1985 upon until September 1st when the School has an opportunity to put their budget together and provide the same level as we had and have had. It is something that has been important enough to the City for us to maintain this particular level for a long period of time and ifthe school is not able to do it, then I think that we ought to go back in and we ought to take it back over again until they can make it part of their regular program. COUNCILMAN SAMUEL: After evaluating the past program and talking with some of the School officials, it is very unfortunate that it took a death for us to come to the realization that this responsibility had to be taken care of; but in disscussing it, I agree that we should pick up the program until September. This is a part of our responsibility as a City, but, at the same time, it is part of the responsibility of the School District to provide safety for the children. So, I think after talking with some of the administrators, we should get with the District and look at the possibility ofthem handling the administrative portion of the program and we provide possibly the funding for the salaries that will be involved with that program. Again, this would be up until September until the School District adopts their new budget. A lengthy discussion was held by City Council and staff was instructed to meet with the School District representatives for recommendations to Council to bring the School Crossing Guard Program back to its former level. -000- Mrs. Joan Morrow, 7760 Chelsea, president of the Beaumont Metropolitan Area PTAs, addressed Council in appreciation for the action taken today concerning the School Crossing Guard program and asked that all crossings be investigated and that flashing lights and school zone signs be installed where needed in addition to crossing guards where possible. Mrs. Evalena Ross, 2345 Liberty, president of the Dick Dowling Elementary PTA, presented a petition containing approximately 1 ,000 signatures expressing concern for the School Crossing Guard Program. Mrs. Alice Marie Nettles, 3170 Prairie, representing Fehl School, addressed Council to request either a caution light or school csrossing guard for the intersection of Corley at 8th Street, saying that traffic is extremely heavy from 7:30 to 8:00 a.m. and 2:30 to 3:30 p.m. -23- February 4, 1986 Mrs. Marie Hubbard, 1990 Nora; Mrs. Jessie Cooper, 446 Yorktown; Mrs. Jacqueline Doyle, 2660 Burgundy, president of the Blanchette Elementary School PTA; Mrs. Delia Harrington, 815 Willow; Mrs. Mamie Ellis, 1638 Verone, president of the Dunbar Elementary School PTA; Mrs. Michelle Ray, 3315 Cherry; and Mr. Robert Leggington, 4290 Cartwright; addressed Council to express concerns for the School Crossing Guard Program. Mr. John Perez, union representative of the American Federation of State, County and Municipal Workers, addressed Council to express his concern for the reduction in the City's work force by 79 employees scheduled for February 14, 1986. Mr. James Bodin, 468 Garland, addressed Council to request additional time for the rehabilitation of the dilapidated structure located at 3390 Ector.
