CITY COUNCIL - CITY OF BEAUMONT
HELD SEPTEMBER 1, 1987 - 1:15 P.M.
BE IT REMEMBERED that the City Council of the City of Beaumont, Texas, met in regular
session this the 1st day of September, 1987, with the following present:

The Invocation was given by Rabbi Peter Hyman of Temple Emanuel.
The Pledge of Allegiance was led by Councilman Smith.

MAYOR MEYERS
. . .Recently the Department of Human Services, Texas Department of Human Services held a
Job Fair at the Beaumont Civic Center, and it was a tremendous success. I think that
it would have bean a success if one perscn would of found a job that day. But, I thiak
even more, 226 clients and 40 employers took part in that fair, and the amazing thing
is as of the date of the letter I had received being August 27th, and there may be
more, ' 16 clients found jabs as a result of that Job Fair. Eighteen clients have been
hired and many more have been scheduled, as a result of that Job Fair, for second
interviews by interested employers. In a note from June Klein, she stated that this is
a success by any standard, and I would have to agree., June, it is a success by any
standard. To say the least, competing that day with Oprah Winfrey! So it just shows
what you can do if you've got some jobs out there. But, I would like to take a moment
and, I know there are a lot of folks who worked that day because when I went by there,
it really was a beehive of activity. But, I would like to ask June Klein to stand, the
Regional Administrator, Fred Guarnere, Fred where are you? You can't sit in the back,
Fred, come on up here. You worked real hard to make that a success, and I know that
your ways suggest that you'll sit in the back and not take any bows, but we want you to
get some recognition for a good day, Bruce Foust, the Program Director of Family Self-
Support and Carlene Phillips the Staff Development Specialist. I'd like to thank all
of you on behalf of the community and those clients who are now working plus the many
others who probably have a great opportunity as a result of that day. I think this
economic development picture takes many different forms and many different roads and
what you did that day, I think, is yet another important piece. June, Fred, make any
comments, please, on the Job Fair, and on behalf of Council and the citizens of the
community we really commend you for an outstanding effort.

JUNE KLEIN
We have just a few other Staff who took an active part, even though I have a list here
about this long, of folks that had something to do with it. Ruby Nelson, Goldie
Walker, why don't you all stand up? Brenda Scott, Josephine Robinson is the Regional
for Family and Children Services, and I think you've met Bruce Foust already, really
had quite a lot, played a big role in getting this thing together. We have a hard row
to hoe when we try to place many of our clients who are undereducated for the most part
and who have many problems to overcome before they get to the point that they can find
full-time employment. One of the many areas that cause our staff to have problems
helping these people is the fact once folks get off of the Welfare System, so to speak,
they have a hard time with medical care, and you, as a Council, have played an
important part in trying to see, at least in Beaumont, that we have good medical
services available. I would encourage you to keep thinking about that because once
those folks are not recepients anymore, they have to give up Medicaid premiums being
paid for them and prescription drugs being carried for them. So, when they have to
think about their children who might get sick or when they have to go to the hospital,
it is a big problem for them. That's one reason many of them do not opt to become
employed. Many of the jobs that were offered were part-time jobs, and when people
employ part-time, they many times don't provide benefits, and that's one of the biggest
reasons that we find it difficult to place in employment. I just want to thank you for
giving the staff the recognition. We want to contribute to the economic development,
and we seek ways all the time to try to do that. Maybe this is one of them.
MAYOR MEYERS
Well, I think without question you have found a good way and a successful way, and I
would like you to keep us posted on bow many others. I know visiting with some of the
people that day the very interview that they were experiencing and the applications
filled out providing information for a job interview was a good experience. It's
something that will help them beyond that Job Fair. So, I'd have to say being involved
in a Job Fair that we tried, I guess about six years ago when jobs were plentiful, and
we didn't get one person hired, that I would look upon your Job Fair as a significant
success.

The following Consent Agenda Items were considered:
Approval of the Minutes of the regular City Council session held August 25, 1987; and
Resolution 87-177 pledging $710,000 in securities with Texas Commerce Bank - Houston,
effective August 24, 1987; and,
Resolution 87-178 appointing Travis Harrington to the Clean Community Commission for a
term expiring September 30, 1989; reappointing Collis Cannon, Rick Canady, Howard
Trahan and Gregory Boutte to the CDBG Advisory Commission with terms expiring May 31,
1989; reappointing Mike Hobbs to the Airport Advisory Commission for a term expiring
May 31, 1989; and reappointing Emma Kyles to the Planning Commission for a term
expiring July 31 , 1990; and,
Resolution 87-179 authorizing the City Manager to execute an agreement with Chevron
Pipe Line Company for a ten-foot wide easement in the Ashael Savery League, Abstract 42
for a sanitary sewer line.
The Consent Agenda was approved on a motion made by Councilman Brumley and seconded by
Councilman Lee.

Resolution 87-180 accepting the Highland Avenue TIP Project, authorizing the City
Engineer to issue a certificate of acceptance, authorizing Change Order No. 3 in the
amount of $156,300.79 which includes payment for overruns caused primarily by
unanticipated underground conditions and additional demolition work for clearing the
right-of-way increasing the contract amount to $1,166,928.44 and authorizing final
payment in the amount of $74,060.38 to Excavators and Constructors, Inc. was approved
on a motion made by Councilman Lee and seconded by Councilman Brumley.

Resolution 87-181 authorizing a six months- extension to the contract with Tri-Con,
Inc. for engine oil at $2.09 per gallon and hydraulic oil at $1.80 per gallon was
approved on a motion made by Councilman Lee and seconded by Councilman Smith.

Mayor Meyers called an Executive Session, pursuant to Section IIe of the Texas Open
Meetings Act, to discuss contemplative litigation.

Councilman Smith complimented Councilman Cokinos and the Art Studio for the magnificent
"Sunday in the Park" last week.
Councilman Samuel announced that the "Concert on the Move" scheduled for August 27th
has been rescheduled for September 3rd at Magnolia Park, 7.00 p.m. and requested
everyone help spread the work regarding the change.
Councilman Brumley restated as a follow-up to Councilman Samuel's announcement that
there are only two more "Concerts on the Move" for this season and encouraged everyone
to attend.
Councilman Lee invited everyone to "Sunday in the Park" next week which will be hosted
by the Mayor's Committee for Employment of the Disabled with the No. 1 Joke Teller of
Council present (Mayor Meyers).
Councilman Cokinos eressed - delight in all activities of last week's "Sunday in the
Park," but most enjoyed the happy children and happy parents.
Mayor Meyers encouraged everyone to attend "Sunday in the Park" September 6th,
primarily because it will offer an opportunity to witness and experience the work of
the handicapped as they entertain the children.

Delia Harrington, 815 Willow, addressed Council regarding Sesquicentennial tickets for
the "First Lady" contest and expressed pride in having Mr. Meyers as Mayor of Beaumont.
Henry Dannenbaum, 1567 Wall, addressed Council in support of the Police and
Firefighters who risk their lives for the citizens of our community.
Councilman Samuel asked Council and the audience to bow in a moment of silence for
James Ralph Allen, Sr. , a fireman who died in the line of duty, and for his family
during the memorial service held today.
Jesse J. Baker, 2950 West Lucas, addressed Council in opposition to the proposed
automated garbage system and the survey procedure of residents using the trial sytem.
Rick Warchol, 1155 iH 10 South, addressed Council regarding proposed increases in
sanitation and trash collection fees; he feels this collection can be contracted out
for $6.50 per pickup and expressed a desire as a citizen to bid on this contract if the
City is going to consider an increase in fees for this service.
Larry Gauthier; , 5926 Greenmoor, addressed Council to request consideration of erecting
a fence at Riverfront Park for added safety of children.

There being no further business, Council moved directly into the Workshop Session.
