The City Council of the City of Beaumont, Texas, met in a regular session on November 12, 1996,
at the City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to consider the
following:

Mayor Moore called the meeting to order at 1:30 p.m. The Reverend Bruce E. A. Booher,
Bethlehem Lutheran Church, gave the invocation. Lamar University Student Aleesha Tristan,
niece of Barbara Otto, (Mayor Moore's secretary, led in the pledge of allegiance.
Present at the meeting were: Mayor Moore, Mayor Pro Tem Cokinos, Councilmen Ames, Davis
and Patterson. Councilmen Smith and Goodson were absent (attending the funeral services for
Mrs. Jeanne McNicholas, wife of Municipal Court Judge James McNicholas). Also, present were
Beverly Hodges, acting as City Manager, Lane Nichols, City Attorney, Patrice Fogarty, City Clerk,
and Barbara Liming, Deputy City Clerk. Ray A. Riley, City Manager, arrived during consideration
of main agenda item 1.
The Reverend Dwight Benoit announced that his church, Magnolia Missionary Baptist Church,
2830 Pine Street, will begin a new program to feed the homeless on Sundays from 1:00 p.m. to
2:15 p.m. starting November 17. The Reverend Benoit introduced Ms. Dorothy Snell and Ms. Liz
Eaglin who will work in this program. He said that no other provider in the community offers meals
for the homeless on Sunday and solicited Council assistance in advertising this program. Mayor
Moore expressed appreciation to the Reverend Benoit and his congregation for significantly
serving the community in this capacity.
Mr. Greg Shepherd introduce Mr. William Lee, recently appointed as the Customer Service
Manager for Entergy Corporation. Mr. Lee offered his assistance to the community and said he
can be reached at 654-3882.
Citizens were invited to comment on the Consent and Main Agendas . No one wished to address
these subjects.
CONSENT AGENDA
The following consent agenda items were considered:
Approval of minutes of the November 5, 1996, meeting;
a. Confirmation of committee appointments - Resolution No. 96-274;
b. Accept improvements constructed in Barrington Heights Subdivision for City maintenance -
Resolution No. 96-275;
C. Authorize the acquisition of property for the FM 364/Major Drive Project - Resolution No. 96-
276;
d. Approve the purchase of laptop computers for use in various City departments - Resolution
No. 96-277;
e. Adopt a schedule of permit fees relating to the installation of storage tanks - Resolution No.
96-278;
f. Authorize the release of outstanding weed liens for a nominal fee for property acquired by
the Mount Gilead Baptist Church.
Mayor Pro Tem Cokinos moved to approve the consent agenda.
Councilman Davis seconded the motion. MOTION PASSED.

GENERAL BUSINESS
1. Consider authorizing the issuance of$28,880,000 of Refunding Bonds, Series 1996A.
Mr. Frank Ildebrando, the City's Financial Advisor with Rauscher
Pierce Refsnes, Inc., presented results of the competitive bid process
held earlier as outlined in the attached exhibit and recommended
authorizing a contract with Payne Webber to serve as underwriter for
sale of the bonds.

Councilman Ames moved to adopt Ordinance No. 96-67, entitled an
ORDINANCE AUTHORIZING THE ISSUANCE OF THE CITY OF BEAUMONT,
TEXAS, REFUNDING BONDS, SERIES 1996A; AUTHORIZING THE ADVANCE
REFUNDING OF CERTAIN BONDS AND THE EXECUTION AND DELIVERY OF AN
ESCROW AGREEMENT AND THE SUBSCRIPTION FOR AND PURCHASE OF
CERTAIN ESCROWED SECURITIES; AND CONTAINING OTHER MATTERS
RELATED THERETO. Councilman Patterson seconded the motion.
MOTION PASSED.

Ames, Davis and Patterson
Noes: None
2. Consider authorizing the purchase of computerized signal equipment for installation at
thirteen intersections.
Mayor Pro Tem Cokinos moved to adopt Resolution No. 96-280,
approving purchase of additional coomputerized signal equipment from
Naztec, Inc. in the amount of$79,800. Councilman Ames seconded
the motion. MOTION PASSED.

Noes: None
OTHER BUSINESS
Councilmembers comment on various matters.
Councilman Patterson expressed appreciation for being able to return
to Council meetings after her accident and emphasized the importance
of voting in the run-off election on December 10.
Mayor Moore extended condolences to Judge McNicholas in the loss
of his wife, commented about Veteran's Day ceremonies at Veteran's
Park in Port Arthur and the presentation last evening by Four-Star
General Joseph Ashy that underscored preservation of our American
freedoms. Mayor Moore urged that we be mindful of the veterans who
gave their lives and blood for the freedoms that we enjoy and noted
that an active volunteer, Mr. John Naumczik, who has been very ill was
able to attend the ceremony at Veteran's Park.

Mr. Charles Johnson, 8080 Helbig, submitted information to the mayor
and city manager and requested to meet privately with them after
Council to discuss the matter.
Mr. Benny Mendosa, 5655 South Kenneth, extended an invitation to
Council to attend a festival expressly for children at Christo Rey
Catholic Church next Sunday at 1:00 p.m.
Ms. Dorothy Shotwell, 2250 West Virginia, addressed Council
regarding problems with the Beaumont Housing Authority. Mayor
Moore advised Ms. Shotwell to consider speaking with the Beaumont
Housing Board of Commissioners.
Mr. Ivory Pugh (no address given) addressed Council regarding his
son being stopped by police officers, complained about treatment to his
son, claimed racism among police personnel and spoke of warrants
and other problems regarding his son.
Mr. Philip Johnson, on behalf ofCommercial Metals located at 5250
College Street, presented a check in the amount of$500 to the City of
Beaumont for the Margaret Harmon Scholarship Fund to assist
individuals with disabilities. Mayor Moore thanked Mr. Johnson and his
company for their interest and generosity.
Mr. Lynn DeMary, 430 East Elgie, expressed appreciation for Veteran's
Day ceremonies and welcomed Councilman Patterson back to City
Council.
There being no further business, the meeting adjourned at 2:04 p.m.
