The City Council of the City of Beaumont, Texas, met in a regular session on November 5, 1996,
at the City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:40 p.m. to consider the
following:
OPENING

*Public Comments: Persons may speak on scheduled agenda items
*Consent Agenda
Mayor Moore called the meeting to order at 1:40 p.m. The Reverend Bruce E. A. Booher,
Bethlehem Lutheran Church gave the invocation. Mayor Moore led in the pledge of allegiance.
Present at the meeting were: Mayor Moore, Mayor Pro Tem Cokinos, Councilmen Ames (arrived
at 1:45 p.m.), Smith, Goodson, and Davis. Councilman Bobbie Patterson was absent. Also,
present were Ray A. Riley, City Manager; Lane Nichols, City Attorney; Patrice Fogarty, City Clerk;
and Barbara Liming, Deputy City Clerk.
One proclamation was issued: "Home Care Month," November, 1996.
Citizens were invited to comment on the Consent Agenda and Regular Agenda Items . No one
wished to address these subjects.
CONSENT AGENDA
The following consent agenda items were considered:
* Approval of minutes of the October 29, 1996, meeting;
Upon City Manager Ray Riley's request, Item b of the Consent Agenda was removed due to
improper addition posting.
a. Confirmation of committee appointments - Resolution No. 96-267;
b. Accept improvements constructed in Oakmont Addition for City maintenance - Pulled, not
considered; This item was removed from the Consent Agenda.
C. Authorize a payment to the South East Texas Regional Planning Commission for FY 1997
membership dues - Resolution No. 96-268;
d. Approve the purchase of an oil/water/solids separator for use at the Beaumont Fire
Department Training Grounds - Resolution No. 96-269;
e. Award a bid for the clearance of property related to the Charlton Pollard
Revitalization Project - Resolution No. 96-270;
Mayor Pro Tem Cokinos moved to approve the consent agenda.
Councilman Smith seconded the motion. MOTION PASSED.

Noes: None
GENERAL BUSINESS
1. Consider adopting the 1994 Standard Fire Prevention Code
Councilman Smith moved to adopt Ordinance No. 96-66, ENTITLED AN
ORDINANCE REPEALING CHAPTER 10 OF THE CODE OF ORDINANCES OF THE
CITY OF BEAUMONT AND ENACTING A NEW CHAPTER 10 ADOPTING THE 1994
STANDARD FIRE PREVENTION CODE WITH AMENDMENTS AND AUTHORIZING
THE SETTING OF FEES; PROVIDING FOR SEVERABILITY; PROVIDING FOR
REPEAL AND PROVIDING A PENALTY. Councilman Ames seconded the
motion. MOTION PASSED.

Smith, Goodson, Ames, and Davis
Noes: None
2. Consider approving a contract with Bo-Mac Contractors, Inc., for the 1996 Street
Rehabilitation Program
Mayor Pro Tem Cokinos moved to adopt Resolution No. 96-271,
approving a contract with Bo-Mac in the amount of$1,419,146.18 for
the 1996 Street Rehabilitation Program . Councilman Smith seconded
the motion. MOTION PASSED.

3. Consider approving contracts to assist rehabilitation of rental housing units
Councilman Ames moved to adopt Resolution No. 96-272, authorizing
contracts to assist rehabilitation of ten (10) rental housing units with
U. S. Department of Housing and Urban Development (HUD) Rental
Housing Rehabilitation Program funding. Councilman Smith seconded
the motion. MOTION PASSED.

4. Consider an agreement with the Comptroller of Public Accounts related to the Texas
Local Government Investment Pool
Mayor Pro Tem Cokinos moved to adopt Resolution No. 96-273,
approving a new participation agreement with the Comptroller of Public
Accounts, acting on behalf of the Texas Treasury Safekeeping Trust
Company, Trustee of the Texas Local Government Investment Pool
(Tex Pool). Councilman Goodson seconded the motion. MOTION
PASSED

OTHER BUSINESS
CounciImembers' comments on various matters.
Councilman Goodson reported another good Amelia Neighborhood
Association meeting with members of Council and City staff, the
Railroad Commission, and a Colonial representative present.
Mayor Moore congratulated the Red Cross for their volunteer
appreciation banquet held last night and the PAL basketball game with
Dallas Cowboy legends Saturday evening. Mayor Moore congratulated
the Reverend G. W. Daniels, pastor of Sunlight Missionary Baptist
Church, for his 50 years of ministry that was celebrated Saturday and
Sunday, and congratulated Mr. and Mrs. Paul Jean and Mr. and Mrs.

Raymond Chaisson, who celebrated their 50th wedding anniversaries.
Also, he commented about being part of an Eagle Scout ceremony for
Chad Brannon Srader whose home improvement project for a lady on
Amarillo Street compared with the City's rehab program.
Public Comment (Persons are limited to 3 minutes)
No public comments were forthcoming.
There being no further business, the meeting adjourned at 2:04 p.m.
