RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF BEAUMONT:
THAT the City Manager be, and he is hereby authorized, to approve a Final 1992 Community
Development Block Grant Statement of Objectives and Projected Use of Funds as shown on
Exhibit "A", attached hereto and made a part hereof for all purposes.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to apply for, accept
and spend 1992 Community Development Block Grant funds as shown on Exhibit "A".

PROPOSED
1992 COMMUNITY DEVELOPMENT BLOCK GRANT
FINAL STATEMENT OF OBJECTIVES
AND
PROJECTED USE OF FUNDS
HOUSING
A. Housing Rehabilitation $113,000
Funds will be used for the rehabilitation
of single family and multi-family
units for low to moderate income,
elderly and handicapped persons. .
Funds will also be used to
provide service delivery cost for
the HOME Program involving three
existing positions.
B. HOPE Program $35,000
Funds will be used to pay service
deliver cost for the operation of
the program.
C. Replacement Housing $0
Funds will be used to construct new
replacement housing for owner occupied
houses that cannot be feasibly
rehabilitated and are a threat
to the safety and welfare
of the occupants. The homes will
be rebuilt either on the same
site or another lot in the same
neighborhood as the original home.
D. Acquisition -for Housing $283,000
Funds will be used to purchase,
rehab and resell abandoned houses
to CDBG eligible homebuyers.This
project will directly reduce the
number of houses appearing on the
Clearance and Demolition list.
Any program income from this program
will be reserved for additional
acquisition projects.
Total Housing $431,000
EXHIBIT "A"
PUBLIC FACILITIES AND IMPROVEMENTS
A. Health Department Building $630,000
Funds will be used to construct
a new 6,800 sq. ft. building
which will house WIC and Child Health
Preventive Services.
B. Northend Recreation Center $150,000
Funds will be used for site
acquisition,design and
development of a recreation
center. Construction of the
facility in the following year
will cost approximately$1.0 million
and may require general fund budget
support for staff and operations.
C. Neighborhood Improvement Projects $60,000
Funds will be used for street,
drainage and park projects in
the CDBG Strategy Area.
D. Schlesinger Geriatric Center $0
Funds will be used to renovate a
portion of the parking lot.
$310,000 is needed to renovate
the whole parking lot.
E. Volunteer Center $100,000
Funds will be used to assist
with the construction of a
4,000 sq. ft. building that will
house the First Steps Lab School.
F. Neches Park Tenant Association $15,000
Funds will be used for landscaping,
installing adequate lighting,
playground equipment,speed traps
and safety and communication devices.
G. Charlton Pollard Day Care Center $50,000
Funds will be used to restructure
the roof of the existing facility,
upgrade playground and other equipment.

H. Beaumont Food Bank $67,000
Funds will be used to restore
the donated Sunbeam Bread building.
I. Northridge Manor/PHA $125,000
Funds will be used to modify, improve
and correct sewer system problems at
Northridge Manor($125,000).
Total Public Facilities and Improvments $1,197,000
PLANNING AND CAPACITY BUILDING
A. Build, Inc. $25,000
Funds will be used to provide
assistance to the Urban Main
Street Program,which is sponsored by
The Texas Historical Commission.
ADMINISTRATION
A. Funds will cover personnel and $335,000
operating expenses for five existing
positions and two new positions. The
two new positions will provide needed
clerical support and a program manager
for the new construction program,the
proposed housing replacement program
and the acquisition and resale program.
