RESOLUTION
WHEREAS, a petition was received by the City of Beaumont requesting that
the City of Beaumont give written consent for the formation of the "Jefferson County
Emergency Services District No. 1" in accordance with the requirements of Section 775.014
of the Health and Safety Code of the State of Texas; and
WHEREAS, the City desires to provide written consent for the formation of
such district; and
WHEREAS, the date of this resolution is less than sixty (60) days after the date
on which the City of Beaumont received the request;
NOW, THEREFORE, BE IT RESOLVED BY THE
CITY COUNCIL OF THE CITY OF BEAUMONT:
THAT it hereby consents to the formation of Jefferson County Emergency Services District
No. 1 as described in Exhibit "A" attached hereto and made a part hereof for all purposes
and BE IT FURTHER RESOLVED that this resolution shall serve as the written consent
of the City of Beaumont to the formation of such Jefferson County Emergency Services
District No. 1.

PETITION CALLING FOR CREATION
OF
JEFFERSON COUNTY EMERGENCY SERVICES DISTRICT #1
We, the undersigned, pursuant to Section 48-e of Article III
of the State Constitution and Chapter 775 of the Health and
Safety Code of the State of Texas hereby present to the County
Judge of Jefferson County, 'Texas, this petition, and through the
County Judge to the Commissioners' Court of said county,
proposing that an election be called of qualified voters within
the boundaries hereinafter described for the purpose of creating
an emergency services district in Jefferson County, Texas. Each
petitioner who has signed this petition has been asked to read,
or have read to such petitioner, the entirety of this petition.
Each of us, the petitioners, affirm the following:
1. Each petitioner verifies that he or she is a qualified
voter of Jefferson County, Texas, and that he or she owns taxable
real property within the boundaries of the proposed district and,
therefore, within the boundaries of Jefferson County, Texas; and,
2. That each petitioner desires to have created an Emergency
Services district for the area within said boundaries; and,
3. That the district, the boundaries of which are designated
by metes and bounds herein, is to be created and is to operate
under Article III, Section 48-e, of the Texas Constitution, as
proposed by S.J.R. No. 27, Acts of the 70th Legislature, Regular
Session, 1987, and adopted by the voters at an election held
November 3, 1987.
4. That the name of the proposed district shall be Jefferson
County Emergency Services District #1; and,
5. That none of the land encompassed within the boundaries
of the proposed district is now included within any other
emergency services district; and,
6. That the mailing address of each petitioner reflects that
each petitioner resides within Jefferson County, Texas.
In addition to the statements affirmed by each petitioner
hereinabove, the following two petitioners, whose names are also
listed herein, agree and obligate themselves to pay the cost
incident to the formation of the proposed district a sum of money
not to exceed $150.00, which shall include among other necessary
and incidental expenses, the cost of publication of notices and
election costs.

Being an Emergency Services District Limit Line located and
situated in the Mrs. P. J. Chiles Survey, A-550, N.F. Chambers
Survey, A-744, Thos. D. Yocum, A-60, David Choate, A-11, Amory
Raines Survey, A-44, James Gerish, Sr. Survey, A-24, Ashael
Savery Survey, A-46, Almonzer Huston Survey, A-123, Shadrich
Morris Survey, A-42, Josiah Dyches Survey, A-111, all in the
Northwest portion of Jefferson County, Texas, and said Emergency
Services Limit Line, being more particularly described as
follows, to-wit:
BEGINNING at the intersection point of the center of Pine
Island Bayou with the North line of the Missouri-Pacific Railroad
right of way, in said Chiles Survey;

THENCE Southeasterly along the North line of said
Missouri-Pacific Railroad right of way to a point directly South
of that certain B.H. Love tract of land that is situated on the
North side of Old Beaumont Sour Lake Road, said point being 2640
feet t West of the west right-of-way of Keith Road, point for
corner;
THENCE north to the centerline of the Old Beaumont Sour Lake
Road (Calder Avenue Extension) ;
THENCE east along the centerline of the Old Beaumont Sour
Lake Road to a point of intersection with the west line of
Buckner Baptist Benevolence 86.958 acre tract;
THENCE north along the west line of the Buckner Baptist
Benevolence tract two thousand eight hundred eighty seven and
forty-five hundredths (2,887.45' ) feet to the northwest corner of
same;
THENCE continuing north along the same line to the
intersection with the south line of Dishman Road;
THENCE east with the south line of Dishman Road to a point in
the centerline of Major -Drive;
THENCE north with the centerline of Major Drive to the
northeast corner of the A. Houston League and the northwest
corner of-the Hezekiah Williams League, said point also being the
southeast corner of the Daniel Easley League;
THENCE west along the dividing line between the A. Houston
League and the Daniel Easley League to the southwest corner of
the Daniel Easley League;
THENCE north with the west line of the. Daniel Easley League
to its intersection with the centerline of Pine Island Bayou;
THENCE Westerly and South with the meandering of the
centerline of Pine Island Bayou to its intersection with the
North right of way line of said Missouri-Pacific Railroad and the
PLACE OF BEGINNING.
