BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF BEAUMONT:
THAT the City Manager be, and he is hereby, authorized to submit a CLG grant request to the
Texas Historical Commission for 1992. The grant request attached hereto as Exhibit "A" is
hereby approved.

DETAILED DISCUSSION
OF PROJECT PROPOSAL
The Historical Landmark Commission has four objectives that this
grant is intended to address and aid the City of Beaumont in it's efforts to
preserve Beaumont's physical past and cultural heritage. Approval of this
grant would continued the development of Beaumont's Historic Preservation
Plan, written in 1985-86.
FIRST OBJECTIVE
The first objective is to continue the education of our commissioners
and staff. To accomplish this goal the commission is requesting grant support
in sending two commissioners and one staff member to the annual state CLG
conference in 1992. The goal set last year was to set the stage to encourage
the commissioners to attend an educational conference on a reoccurring
annual basis. This year the local budget included funds targeted towards
funding 75% of the cost for three persons (one minority commissioner) to
attend the annual CLG conference. This goal was met and continuation
would be enhanced by approval of this objective.
SECOND OBJECTIVE
As Phase IV of a multiple year project, the Landmark Commission
proposes to continue updating the existing SPARE Beaumont survey and
inventory that was completed in 1978.The SPARE Beaumont is used as a tool
by the citizens of Beaumont, the Historical Landmark Commission, the
Beaumont Heritage Society, Beaumont Public Library, Tyrrell Historical
Library, Jefferson County Historical Commission, and numerous persons and
firms from outside the city; hence, the existing survey has proven to be an
excellent resource over the last decade. As is true in all communities, the
stock of historic resources is dynamic and the survey needs to be complete and
current and not allowed to become a source of misinformation.
Phases I, II and III of the SPARE Beaumont Update Survey was
conducted during the summers of 1989, 90, and 91 as one of the objectives of
the 1989, 90 and 91 CLG grants for the City of Beaumont. However, the
Update resulted in only a portion of the area covered by the 1978 SPARE
Beaumont being surveyed. The 1978 survey produced about 300 historic
structures, whereas, Phase I of the Update has added about 500 additional
properties, Phase II about 800 and Phase III about 700 properties.
As with phases I, II, and III of the survey update, phase IV will be a
survey and inventory of historic resources based on revised historic contexts.

The intensive survey will include archival research, field work and state
recording procedures. The survey will continue to resurvey the existing
SPARE Beaumont listed properties and will continue to include additional
eligible structures. The next sections of the city for survey are the old areas
comprised entirely of minority, old and low to moderate income persons.
These areas are key to the development of the city,being areas related to the
development of the oil industry in Beaumont.
The surveyor will be a qualified professional complying with the states
standards. The surveyor will have a summer intern (May 92 - Aug. 92) from
a graduate program specializing in historic preservation to conduct the
research and field work. The surveyor will gather and record data on Texas
Historic Sites Inventory Forms between May and August of 1992. The forms
will be published in-house along with a guide for users to explain historic
preservation and the use of historical context. The surveyor will prepare the
guide, assemble and package the survey for distribution to local, state, and
national arenas. Citizens and interested public private organizations will
continue to use the updated publication to plan for historic preservation.
The anticipated products of the this objective will be a type written
Texas Historic Sites Inventory form or its approved equivalent, 35 mm
negatives accompanied by contact sheets and a complete photo index of all
the surveyed sites with proper identification of each view. The final product
will include a detailed map for each site, an outline of the surveys purpose
and methods, and make recommendations for local, state, and federal
historical designations. This final report will be in conformance with the
Federal Register, vol. 48, no. 190.
OBJECTIVE THREE
The City of Beaumont through its Historical Landmark Commission
and its Texas State Fire Museum would like to prepare a multiple national
register nominations for our several of fire stations. These fire stations were
identified through the Spare Beaumont Survey work as being eligible for the
national register. The intended objective is to include the four stations
identified within the Spare Beaumont Survey, but a fifth station is believed to
be eligible that will be added if it qualifies.
The City of Beaumont will hire a summer intern (May 92 - Aug. 92)
with a background in historic preservation, such as a graduate student in
historic preservation. This intern will be responsible for working with the
Director of the Fire Museum in doing the research, writing, and field work
necessary to prepare and submit the nomination application. The intern will
work for and be supervised by the Planning Director of the City of Beaumont,
who is the Secretary to the Beaumont Historical Landmark Commission. The
Secretary will oversee the project for the Landmark Commission. The intern

will also work with the Catalog Committee of the Landmark Commission for
additional technical support and for reporting to the full Landmark
Commission.
It has been a major objective of the Landmark Commission to become
active in the nomination and designation of historic sites. This nomination
objective will not only continue this process, but will present an opportunity
to directly tie an active museum with the active land uses and the physical
buildings that contain the land uses the museum represents, in this case fire
fighting.
OBJECTIVE FOUR
The Landmark Commission has set as a fourth goal for 1992 the
development of an educational program for the areas students. Working with
the Beaumont Independent School District, BISD, the Landmark
Commissioners will develop a 45 minute presentation to be given to the
students one class at a time for the seventh grade.
The program is intended to use the video and slide program developed
several years ago with a CLG grant, a educational learning brochure, to be
developed and a prepackaged lecture to allow any commissioner or docent to
present the program to a class, including the classes teacher.
The video and slide program will need to be edited and brought up to
date. It currently is 12 minutes long. The brochure is intended to be about 18
x 24 and folded. The brochure would contain about 12 to 15 pen and ink
drawings showing local historic properties with details highlighting the key
features as a learning guide. The brochure would also contain a simple
written message explaining the history of our area and the historical
significance of the various structures in the drawings.
The lecture will be carefully prepackaged in a series to address the
seventh grade, but outlined to the level of information that any commissioner,
docent or teacher could present the lecture and program. The BISD currently
has 1613 students in the seventh grade. The plan is to present this series
during the fall and spring semesters of each school year, as an on going
program with additional brochures being printed in later years as needed.
The Planning Staff and Landmark Commission will do the work of
developing the brochure, the written history on the brochure, the classroom
lecture, the editing the video and packaging the entire program. Local
architects and artist will be asked to donate the individual graphics to be used
in the brochure.
