RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF BEAUMONT:
THAT the City Manager be, and he is hereby authorized to make application for and
accept a 1991 Community Development Block Grant from the Federal Housing & Urban
Development Department.

SUMMARY
AUGUST 16, 1991
ACTION REQUESTED: Approval of the 1991 Statement of Objectives and
Projected Use of Funds for the Community
Development Block Grant Program.
DISCUSSION:
Scheduled for Tuesday's meeting is a public hearing on the proposed Community
Development Block Grant budget for the 1991 program year as recommended by the
Community Development Advisory Committee and discussed at Council work sessions
on July 30 and August 13.
The proposed budget includes one change from the original recommendations of the
CDAC. As a result of the work session discussions, $50,000 would be reserved for a
park project to be designated in the future.

Officially known as the Final Statement of Objectives and Projected Use of Funds, the
budget must be submitted to the Department of Housing and Urban Development in
order for the City to receive its $1,784,000 entitlement for the year.
After the hearing, the Council will be asked to approve a resolution authorizing the City
Manager to submit the statement to the HUD Regional office in Fort Worth and accept
the entitlement.
The $2,305,000 budget includes $1,250,000 for housing, $667,000 for neighborhood
improvements, $87,500 for public services and $300,000 for program administration.
Available resources totaling $2,305,000, would include $1,784,000 from the 1991 grant,
$505,000 from program income and $16,000 from a 1990 grant allocation.

At it's August 13th Workshop, the Council reBeived,the 1991 Community Development Block Grant
Program recommendations from the Community Development Advisory Committee and agreed to accept
the CDAC's recommendations for the 1991 program with one modification. Council reserved$50,000 for
a qualified public park project which will be designated at a later date. A copy of the funding
recommendation is attached to this memo.
The CDAC recommended 1991 Program totals to$2,305,000. Allocations to major program areas are as
follows: Housing-$1,250,500;Neighborhood Improvements-$667,000; Public Services-$87,500; and
Program Administration - $300,000.
Revenue sources for the 1991 Program are projected to be $2,305,000; with $1,784,000 from the 1991
Grant Allocation; $505,000 from estimated program income; and an additional 1990 grant allocation of
$16,000.
Council approval of the 1991 Community Development Block Grant Program would authorize funding for
eight positions needed to administer the numerous programs and projects funded in the 19$0 and 1991
CDBG program. A schedule of all Community Development Division positions is presented below.

Chaison Park 100,000
Funds to be used for the following improvements: Landscaping, grading
and covered hard surface for basketball court including two goals. Located
at the intersection of Harriott and Chaison. (CT24)
Jacobs Park 50,000
Funds to be used to build a Covered hard surface area for a basketball
court including two goals. Located on Jacobs Street. (CT17)
Qualified Public Park Project 50,000
Funds will be used for the development of a recreational area.
Triangle Aids Network 15,000
Funds will be used for repairs and renovations to a house donated to TAN
located at 3104 Magnolia. The facility will be used for temporary housing
for clients unable to find or pay for a place to live.
L L Melton YMCA 35,000
Funds will be used to repair and resurface the parking lot and to provide for
handicapped accessibility. -
CLEARANCE AND DEMOLITION
Demolition
270,000
Funds to be used for city wide demolition of approximately 200 vacant and
condemned structures.
PUBLIC SERVICES
Some Other Place
Funds will be used to provide medical assistance to low to moderate 5,000
income clients referred by government agencies, local health clinics,
hospitals,physicians, etc. Average request approximately$50.
Programs for Human Services 10,000
Funds will be used to provide a Senior Aids Program which assists persons
55 years of age or older who desire meaningful employment. The program
expects to serve 85 persons by providing useful part time employment as
well as expanding community services.
The Children's Center
20,000
Funds will be used to purchase a new van that will transport approximatly
68 low to moderate income children to and from the daycare center. The
Catholic Charities of the Beaumont Diocese discontinued this service in
February 1991.
San Jacinto Girl Scouts
Funds will be used to purchase Girl Scout uniforms for girls residing in the 2,500
Neches Park Housing Complex.

Funds will be used to provide for the general administration of the CDBG
program.

` REHABILITATION
AUTHORIZATION
Housing Rehabilitation 300,000
Funds will be used to provide deferred loans to low to moderate income
families city—wide. The funds would allow for the code compliance rehab
of 16 single family structures at a maximum cost of $15,000 each and the
emergency repair rehab of 10 homes at a maximum cost of$5,000 each.
Includes administration costs.
Charlton Pollard Housing Rehab 150,000
Funds will be used to provide for the rehabilitation of approximately 10
homes in this neighborhood. This pilot program would allow the
homeowner to solicit three bids from licensed/bonded contractors and
subsequently select the contractor. The homeowner would also oversee
the performance of the contractor reducing the City's role to a minimum.
Acquisition—for Housing 70,000
Funds will be used to purchase repossessed federal agency properties
from the Resolution Trust Corporation, the Veterans Administration and the
Federal Housing Administration. The property will then be sold to low to
moderate imcome persons with the understanding that financing will be
secured for the properties rehabilitation similar to the current Urban
Homsteading Program.
SPECIAL ACTIVITIES BY SUBRECIPIENTS
The following projects will be carried out by subrecipients, more specifically
private, non—propfit corporations whose purpose is to provide these
specific services.
New Housing Construction 400,500
Funds will be used by the to construct 10 — 15 new homes in the CDBG
strategy area to be sold to low to moderate income homebuyers. The
construction cost per home would be approximately$37,000.
Innovative Housing Project 300,000
Funds will be used by the Innovative Housing Development Corporation to
assist low to moderate .income families with the purchase of existing
structures. The program;provides first time homebuyers with downpayment
and closing costs.
Habitat for Humanities
Funds will be used by Habitat for Humanities to assist three first time 30,000
homebuyers with mortgage principal buydown and closing costs.
PUBLIC FACILITIES AND IMPROVEMENTS
Halbouty Park
Planned park improvements on a 6 1/4 acre tract located near Concord and 32,000
Gardner Streets. (CT2)
Pine Street Park
Funds to be used to purchase new equipment for a play area for small 50,000
children to replace unsafe and outdated equipment currently located in the
park. (CT8)
Haynes Park
Funds to be used for improvements to the picnic area, playground 50,000
equipment, softball diamond and basketball goal. The park is located at the
northend corner of Helbig Road. (CT1.03)
Central Park
Funds to be used for improvements to the following: Jogging and exercise 65,000
path,concrete flooring,covered picnic area, lighting and drinking fountains.
The park is located at the corner of Fourth and Fannin Streets. (CT14)
