BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF BEAUMONT:
THAT the City Manager be, and he is hereby, authorized to approve the applications for Local
Match for Transit funds in the amount of $110,000.00 as endorsed by the Transit Advisory
Committee as shown on Exhibit "A" attached hereto and made a part hereof for all purposes.

NARRATIVE - FACILITIES
RENOVATION
1 . SCOPE OF PROPOSAL :
The City of Beaumont is proposing to renovate a Portion
of the concrete parking lot for the Beaumont Municipal Transit
( BMT ) Maintenance Facility . The original facility was constructed
in 1977 . At that time , only four inches of concrete was poured .
Over the past thirteen years , the four inch thick concrete parking
lot has failed to hold up to the constant use by heavy transit
buses . Numerous cracks and potholes have developed throughout
the surface of the parking lot . Constant effort is required
to patch these holes and cracks with limestone , slag , and other
types of materials used for a temporary fix . Normal annual rainfall ,
which is heavy in the Beaumont geographical area , constantly
washes out the temporary patches and enlarges the existing_ holes
and cracks . In several of the larger potholes , rebar becomes
exposed . Some sections of the parking lot have actually sunk
because the rain , entering under the slab through the potholes ,
has washed out much of the sand base . This causes even more
crackino and erosion due to the instability of portions of the
slab .
In 19B8 , renovation of a portion of the existing parking
lot was performed . The site plan attached as Exhibit A shows
the section of slab which was previously renovated . This project
was accomplished using UMTA Section 9 funds ( BO% ) and local funds
( 20% ) . Lack of available local funding resulted in only a portion
of the parking lot being repaired . Those areas which were renovated
have held up and shown no signs of deterioration .
Operation of the transit system is the only activity
which occurs at the BMT Maintenance Facility . No other programs
or agencies either occupy or share in the costs of operations
of the facility .
2 . ENERGY SAVINGS AND/OR OTHER BENEFITS :
The proposed renovation of the parking lot will not directly
result in a significant amount of fuel savings . A small amount
of fuel would be saved by vehicles used to transport the repair
materials and work crews to the facility when slab repairs are
needed . Obviously maintenance/operation costs will be reduced
by renovating the parking lot now rather than temporarily repairing
it on a continued basis . The longer the parking lot goes without
being renovated , the greater the erosion , cracking , and sinking
problem will become . The cost to renovate the parking lot now
will most certainly be less expensive than it will be at a later
date due to the increased materials and labor cost .

Failure to renovate the damaged slab in the near future could
also have a significant effect on the efficiency c operations
and maintenance of the fleet . The slab could deteriorate to
a point where sections would be unusable for vehicle traffic .
Since BMT ' s entire fleet of vehicles is fueled , washed , and parked
on different areas of the facility ' s parking lot , operational
and maintenance functions could become severely hampered . Vehicles
are serviced in bays inside the maintenance building . In order
to get the vehicles to the service bays , they must be driven
across the parking lot .
The continued washing out of the potholes , exposing rebar ,
creates safety problems . Several incidents have involved damage
to bus tires . A potential safety hazard exists for personnel
working out on the lot who could injure themselves by tripping
or falling .
3 . FEASIBILITY :
The logic behind the need to renovate the parking lot
is that the original four inches of concrete slab poured is not
thick enough to support the day to day use by heavy transit buses .
This is evidenced by the continued sinking , cracking , and erosion
of the current slab . In those areas of the parking lot that
were renovated in 1988 with eight inches of new concrete , none
of the above mentioned problems have occurred . Therefore , the
remaining portions of the original slab need to be renovated
by replacing them with eight inches of new concrete .
4 . PL AN :
Attached as Exhibit A is a site plan of the existing
facility showing previously renovated portions of the parking
lot and those portions which are proposed to be renovated .
5 . OWNERSHIP OF FACILITY/AUTHORITY OF LAND OWNER :
The City of Beaumont owns the facility and the land on
which the facility is constructed . The City of Beaumont will
continue to own the facility and land after the renovation process
is complete . Attached as Exhibit B is a letter signed by the
City Manager of Beaumont authorizing renovation of the current
parking lot .
5 . ALTERNATIVES ANALYSIS :
Alternative One - Construct a new maintenance facility
rather than renovate the current facility .
Alternative Two - Lease a parking lot at a different
location .
Alternative Three - Continue repairing the deteriorating
slab on an "as needed" basis .
Alternative One , constructing a new maintenance facility , makes
no sense financially . The Beaumont Municipal Transit System
operates out of one facility . At this facility are the administrative
offices , operations offices , maintenance offices and shop , including
bays and pit , all housed in a single building complex . The parking
lot is located adjacent to the buildino complex . The building
is not in need of any major repairs and has many years of usage
remaining . To construct a complete new complex including buildino
and parking lot would cost millions of dollars .
Alternative Two , to lease a parking lot in a different location ,
is not operationally feasible . Fuel pumps , service bays , parts
and supplies , bus washer , and other operational and maintenance
support activities are located at the existing facility .
Alternative Three , to continue repairing the existing slab as
needed , is only a temporary solution to the problem . The four
inch thickness of the slab is not thick enough to support continued
use by heavy transit vehicles . Even with spot repairs , the slab
continues to deteriorate . Potholes and cracks are becoming larger .
The sand base continues to further erode causing sinking and
additional cracking .

Administration ( UMTA ) Section 9 funding and the State Department
of Highways and Public Transportation Local Batch For Transit
Providers ( LMT) funding , hereby authorizes the proposed project

Maintenance Facility Parking Lot .
Initiation of the proposed project is contingent upon the approval
of LMT funding to be used as the local share portion ( 20% ) in

The City of Beaumont Engineering Department has estimated the
total cost of this project to be $350 , 000 . The construction
phase is estimated to cost $300 , 000 , with the engineering cost
estimated to be $50 , 000 .

NARRATIVE - FACILITIES
RENOVATION
1 . SCOPE OF PROPOSAL :
The City of Beaumont is proposing to replace the existing
bus washer and water reclaim system . The existing system was constructed
in 1977 and has reached the end of it ' s useful life . The bus washer/
reclaim system is used to wash the Beaumont Municipal Transit ( BMT )
fleet of sixteen transit buses on a daily basis . Replacement is needed
in order to maintain the clean and neat appearance of BMT ' s buses .
Appearance is a major factor in encouraging the public to use the
Transit System . Frequent repairs are necessary to keep the existing
system in operation .
Washing of transit system vehicles is the only activity which occurs
at the BMT bus wash facility . No other programs or agencies either
occupy or share in the costs of operation of the facility .
2 . ENERGY SAVINGS AND/OR OTHER BENEFITS :
Lower operation/maintenance costs will result from replacing
the bus washer/reclaim system . Current technology used in the
manufacture of new bus washer/reclaim systems allows them to be more
energy efficient in regards to the amount of electrical power used
for operations and in the amount of water consumed . Newer systems
are also able to wash all sizes of vehicles to include vans , sedans ,
and service vehicles which now have to be washed by hand . This alone
will save many man hours of labor in the maintenance department . Newer
systems also do a much better job of cleaning vehicles than does the
existing system . A new system would be much more reliable . The existing
system , because of the frequent breakdowns , results in dirty buses
having to be placed into service . Dirty buses discourage ridership .
Although unmeasurable , this appearance factor has an effect on the
public ' s perception of the transit system . Increased ridership means
decreased fuel usage by individually owned automobiles .
3 . FEASIBILITY :
The existing bus wash/reclaim system has been used on a
daily basis for over thirteen years . It has simply reached the end
of it ' s useful life and needs to be replaced. Breakdowns are of such
frequency that they may impair the efficient operation of the bus
maintenance program .
4 . PLAN :
Attached as Exhibit A is a site plan which identifies the
location of the bus wash/reclaim system .
S . OWNERSHIP OF FACILITY/AUTHORITY OF LAND OWNER :
The City of Beaumont owns the facility and the land on
which the facility is constructed . The City of Beaumont will continue
to own the facility and land after the renovation process is complete .
Attached as Exhibit B is a letter signed by the City Manager of Beaumont
authorizing renovation of the existing bus wash/reclaim facility .
6 . ALTERNATIVES ANALYSIS :
Alternative One - Contract out the washing of the buses
to an outside agency .
Alternative Two - Hand wash the buses with internal
maintenance personnel .
Alternative Three - Continue repairing the existing facility
on an "as needed" basis .
Alternative One , contracting out the washing of the buses , is not
feasible for several reasons . The only other known bus washer large
enough to accommodate transit buses in the Beaumont area is located
at a truck stop way out on the outskirts of town . To transport the
buses from the BMT Maintenance Facility to this bus wash , assuming
the owner of the truck stop would even accept the job , would not be
operationally feasible due to the time requirements needed . Economically ,
it would not be feasible because of the increased amount of labor ,
fuel , and other operational costs .
Alternative Two , hand washing the buses with internal maintenance
personnel is also not operationally feasible because of the time required .
Current maintenance staffing levels are not sufficient to accomplish
this task . A significant amount of increased maintenance spending
would be necessary to hire enough additional personnel to wash the
entire fleet by hand on a daily basis within acceptable time limits .
Alternative Three , to continue repairing the existing facility on
an "as needed" basis , is only a temporary solution to the problem .
Basically , the bus wash/reclaim system is worn out , requiring an increasing
amount of repair work . Reliability , from the increasing amount of
down time , is very low. This results in many instances of buses not
being washed before they are put back in service the following day .

1 . TYPE OF FACILITY TO BE RENOVATED :
The bus wash/water reclaim system located at the Beaumont
Municipal Transit ( BMT) Maintenance Facility is proposed to be renovated .
The existing building which now houses the bus wash/reclaim system ,
along with the underground water tanks and associated plumbing will
remain intact . It is proposed that a new bus wash mechanism and associated
above-ground tanks , filtering system , and piping be installed in this
existing structure .
2 . _ COST OF RENOVATION :
The cost of the renovation project is estimated to be around
$200 ,000 . Attached as Exhibit C is an estimated itemized budget .
3 . SURFACE AREA OF EXISTING FACILITY :
The existing bus wash/reclaim system is housed in a building
containing 1800 ( 60 ' by 30 ' ) square feet .
4 . WILL RENOVATION ACTIVITIES INCREASE THE SQUARE FOOTAGE OF THE
EXISTING FACILITY?
No , the proposed plan calls for the installation of a replacement
bus wash/reclaim system in the existing structure .

PUBLIC NEARING DOCUMENTATION
The attached notice will be published in the Beaumont
Enterprise , the local newspaper , on Monday , February 4 ,
1991 . A Publisher ' s Affadavit , certifying publication
of the notice , will be requested and forwarded when
received . Names and comments of any individuals
attending the public hearing on February S , 1991 ,
will be documented and also forwarded after completion
of the hearing .

PUBLIC NOTICE
The City of Beaumont plans to make application to
the State Department of Highways and Public Transportation
for a total of $110 ,000 in funding under the Local
Match for Transit Providers ( LMT) Program . These
funds are to be used for the 20% local share in renovating
the parking lot and bus washer/reclaim system at
the Beaumont Municipal Transit ( BMT) Maintenance
Facility . A public hearing is scheduled for 1 : 30 p .m . ,
Tuesday , February 5 , 1991 , at the weekly meeting
of the Beaumont City Council . The meeting will take
place at the City Council Chambers in the Beaumont
City Hall located at 801 main Street . Anyone wishing
