RESOLUTION
WHEREAS, the City Council recognizes the impact the industrial environment has
had on the neighborhood and residents of the Neches Park Home Complex; and
WHEREAS, the Beaumont Housing Authority has proposed a plan for the
replacement of the 150 units of the complex together with the relocation of their residents;
and
WHEREAS, the City Council is interested in the continued accessibility of the
replaced residents of the Neches Park Complex to various essential services such as public
transportation, educational and religious facilities, health services and shopping centers in order
to preserve their quality of life;
NOW, THEREFORE, BE IT RESOLVED
BY THE CITY COUNCIL OF THE CITY OF BEAUMONT:
THAT the City of Beaumont endorses and approves the Beaumont Housing Authority's
application for disposition of the Neches Park Homes.
BE IT FURTHER RESOLVED THAT the City of Beaumont pledges that it will
provide all necessary support to assist the Beaumont Housing Authority in its effort to replace
the 150 units to a desirable environment conditioned upon meeting the needs of the relocated
residents by making readily available to them accessibility to but not limited by the following:
Transportation: Sites must be convenient to public transportation,
vehicular traffic and to places of employment which provide a range
of jobs for low-income workers;
Education: Sites must be accessible to public schools;

Religion: Sites must be accessible to churches of various
denominations;
Health: Sites must be accessible to medical and health facilities that
are adequate to serve the intended occupants of the project;
Shopping: Sites must be accessible to local commercial/retail facilities;
Utilities: Sites must be accessible to public utilities, such as water and
sewer, electric, natural gas, and trash collection;
Relocation: If acceptable to the Court and to the Department of
Housing and Urban Development, the City of Beaumont would prefer
to locate a minimum of fifty (50) replacement units in an
environmentally acceptable area of Census Tract 17, where Neches
Park Homes is currently located; and
Other: Sites must be accessible to social and recreational facilities that
are adequate to serve the intended occupants of the project.
