THAT the City Manager be, and he is hereby, authorized to submit
a grant application by the Historical Landmark Commission for a
Certified Local Government Grant for the 1990-1991 year, a copy of
which is attached hereto as Exhibit "A" .

DETAILED DISCUSSION
OF PROJECT PROPOSAL
The City of Beaumont Historical Landmark Commission in it's efforts to preserve
Beaumont's physical past and cultural heritage has applied for a Certified Local
Government (CLG) Grant. The Historical Landmark Commission has four
objectives that this grant is intended to address. Approval of this grant would
continue the development of Beaumont's Historic Preservation Plan. The Plan
written in 1985-86 was prepared for only a short time frame. The Commission
believes it is fundamental to develop a long range comprehensive Historic
Resources Management Plan for the City of Beaumont.
FIRST OBJECTIVE
The first objective is to continue the education of our commissioners and staff.
To accomplish this goal the commission is requesting grant support in sending two
commissioners and one staff member to the annual state CLG conference in 1990.
The goal set last year was to set the stage to encourage the commissioners to attend
an educational conference on a reoccurring annual basis. This year the local
budget includes funds targeted towards funding 50% of the cost for three persons
to attend the annual CLG conference.
SECOND OBJECTIVE
The 1978 SPARE Beaumont Survey produced about 300 historic structures. Phase
I of the SPARE Beaumont Update was conducted during the summer of 1989 as
one of the objectives of the 1989 CLG grant for the City of Beaumont. However,
the Update covered only a portion of the area surveyed in 1978. Phase I of the
Update added about 500 additional properties.
As Phase II of a three year project, the Landmark Commission proposes to
continue updating the existing SPARE Beaumont survey and inventory that was
completed in 1978. The SPARE Beaumont is used as a tool by the citizens of
Beaumont, the Landmark Commission, the Beaumont Heritage Society, and
numerous persons and firms from outside the city; hence, the existing survey has
proven to be an excellent resource over the last decade. As is true in all
communities, the stock of historic resources is dynamic and the survey needs to
be complete and current and not allowed to become a source of misinformation.
As with Phase I of the survey update, Phase II will be a survey and inventory of
historic resources based on revised historic contexts. The intensive survey will
include archival research, field work and state recording procedures. The survey
will continue to resurvey the existing SPARE Beaumont listed properties and will
continue to include additional eligible structures.
The surveyor will be a qualified professional complying with the states standards.
The surveyor will have a summer intern from a graduate program specializing in
historic preservation to aid in the research and field work. The surveyor will

gather and record data on Texas Historic Sites Inventory Forms between May and
August of 1990. The forms will be published in-house, except for- special
graphics, along with a guide for users to explain historic preservation and the use
of historical context. The surveyor will prepare the guide assemble and package
the survey for distribution to local, state, and national arenas. Citizens and
interested public private organizations will continue to use the updated publication
to plan for historic preservation.
The anticipated products of the this objective will be a type written Texas Historic
Sites Inventory form or its approved equivalent, 35mm negatives accompanied by
contact sheets and a complete photo index of all the surveyed sites with proper
identification of each view. The final product will include a detailed map for
each site, an outline of the surveys purpose and methods, and make
recommendations for local, state, and federal historical designations. This final
report will be in conformance with the Federal Register, Vol. 48, No. 190.
OBJECTIVE THREE
The Landmark Commission has established has a third goal to develop a Historic
Resources Management Plan, normally called a Historic Preservation Plan. The
difference being the choice to specifically "manage" the historic resources in our
community and not just note their existence and continued presence. The
philosophy of the Landmark Commission'is not to preserve old buildings per se,
but to oversee for the public's benefit the overall weli being of the communities
historic resources. Therefore, to manage the city's historic resources the
commission believes it is necessary to develop a management plan for our historic
resources. The existing Beaumont Historic Preservation Plan contains three Phases.
All of the outlined Phases have been basically completed. Most important, this
Plan never identified the existing historic resources and how to care for them.
The Historic Resources Management Plan, HRMP, would bring all the various
parts of our local historic programs into focus as an approved element of the city's
Comprehensive Plan. The HRMP would not only be adopted by the Landmark
Commission, but would be adopted by the Planning Commission and the City
Council. The document would, therefore, always be taken into account in the
decision making process as the city develops.
The HRMP would contain all the features of a normal element of the
Comprehensive Plan: issues; principles, concepts and standards; inventory and
analysis; goals and objectives; policies and proposals; and implementation. As an
element of the city's Comprehensive Plan, it would be necessary to have it
reviewed and readopted every two years in order to insure the plan is current
with the city's objectives and responsive to its fundamental purpose.
In order to develop this Landmark Commission objective, it is proposed to hire
a summer intern with a historic and/or planning background to package and draft
the document under the guidance of the physical planning staff of the City of
Beaumont's Planning Division and a subcommittee of the Landmark Commission.
OBJECTIVE FOUR
The Landmark Commission has set as a fourth goal for 1990 the development of
an educational program for the areas students. Working with the Beaumont
Independent School District, BISD, the Landmark Commissioners will develop a
45 minute presentation to be given to the students one class at a time for the
target grades, fifth through ninth.
The program is intended to use the video and slide program developed several
years ago with a CLG grant, a educational learning brochure, to be developed and
a prepackaged lecture to allow any commissioner or docent to present the program
to a class, including the class's teacher.
The video and slide program will need to be edited and brought up to date. It
currently is 12 minutes long. The brochure is intended to be about 18" x 24" and
folded. The brochure would contain about 12 to 15 pen and ink drawings showing
local historic properties with details highlighting the key features as a learning
guide. The brochure would also contain a simple written message explaining the
history of our area and the historical significance of the various structures in the
drawings.
The lecture will be carefully prepackaged in a series to address the various grades,
but outlined to the level of information that any commissioner, docent or teacher
could present the lecture and program. The BISD currently as 7660 student in the
fifth through ninth grade. The plan is to present this series during the fall 1990
and spring 1991 school year.
The Planning staff and Landmark Commission will develop the brochure, edit the
video, package the entire program and present lecture. 'Local architects and artists
will be asked to donate the individual graphics to be used in the brochure.
