WHEREAS, the Texas Department of Corrections is
entertaining site proposals for the construction of correctional
facilities, including 2,250 bed maximum security prisons and 1 ,000
bed medium/minimum security facilities; and,
WHEREAS, the City Council is cooperating with Jefferson
County Commissioner' s Court and other area governmental agencies
and leaders in efforts to promote selection of a site in Jefferson
County; and,
WHEREAS, the location of such a facility in Jefferson
County would greatly benefit the area' s economy by the creation of
construction jobs for projects totaling $22 Million to $64 Million
and permanent payrolls of 260 to 800 personnel; and,
WHEREAS, the Department of Corrections is seeking sites
in areas which will enhance the overall mission of the TDC and the
individual facilities and has set forth its requirements in a
request for proposals; and,
WHEREAS, the City is seeking ways to make a site in
Jefferson County as attractive as possible to the TDC; and,
WHEREAS, one of the requirements for a site is water and
sanitary sewer service adequate to meet the needs of the facility,
and the site under consideration in Jefferson County does not have
such service but can be served economically by a plan developed by
the City' s professional staff involving increasing the capacity of
extensions proposed for a recently annexed area;
NOW, THEREFORE, BE IT RESOLVED BY THE
CITY COUNCIL OF THE CITY OF BEAUMONT:
THAT the City be, and it is hereby, committed to provide water and
sanitary sewer service to the proposed site for a State
Correctional Facility south of the city limits according to plans
developed by the Water Utilities Department at no cost to the Texas
Department of Corrections.
