R E S O L U T I O N S
BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF BEAUMONT:
THAT the City Manager be, and he is hereby, authorized to approve
the budget allocations for the 1988 CDBG Final Statement of
Objectives and Projected Use of Funds.
BE IT FURTHER RESOLVED that the City Manager be, and he
is hereby, authorized to submit the 1988 CDBG Final Statement of
Objectives and Projected Use of Funds in the amount of One Million
Seven Hundred Seventy-Three Thousand Three Hundred Eighty-Six
Dollars and Three Cents ($1 ,773,386.03 ) , a copy of which is
attached hereto as Exhibit "A" .

OBJECTIVES
Overall Objectives:
o Development of viable urban communities by providing
decent housing, a suitable living environment and
expanding economic opportunities, principally for
person of low and moderate income.
Specific Objectives:
o Elimination of slums and blight, and prevention of
blighting influences.
o Elimination of conditions which are detrimental to
health, safety and public welfare.
o Conservation and expansion of Nation's housing stock.
o Expansion and improvement of the quantity and quality
of community services.
o A more rational utilization of land and other natural
resources.
o Reduction of the isolation of income groups within
communities and promotion of an increase of diversity
of neighborhoods.
o Restoration and preservation of properties of special
value of historic, architectural and esthetic
qualities.
o Alleviation of physical and economic distress through
stimulation of private investment.

Grant of $1,478,000 and $125,000 of program
income from 'the 'Housing Rehabilitation Loan
Program, and $170,386.03 of Reprogramable funds
from the previous program years (1985-87).

PROPOSED PROJECTS FOR THE
1988 CDBG STATEMENT OF OBJECTIVES AND
PROJECTED USE OF FUNDS
COUNCIL APPROVED
PROJECTS PROPOSED PROJECTS & DESCRIPTION FUNDING
The following projects are proposed:
g A. Rehabilitation Loans - Funds will
k be used for ongoing residential AWN
a � 4�5 rehabilitation. Funds to provide
for approximately 20 rehab loans
at $21,000 per loan.
Also, $100,000 will be available
in the form of grants to assist
the rehabilitation cases that
exceed the loan limit. Up to
$5, 000 per loan will be granted on
a case-by-case basis by the Loan
Advisory Board.
B. Rehabilitation Administration -
Funds will be used for support
staff of the rehab program for
one year. Administration costs
should not exceed 15% of the
entire rehab budget, including
the Rental Rehabilitation program
and the Historic Preservation
Loan Program.
C. Rehabilitation Loans - Outside C.D.
Strategy Area - In Addition, $150, 000
is for the purpose of making rehab
loans outside of the Community
Development Strategy Area. These
funds will be utilized to provide loans
Of up to $15,000 to assist lower income
persons who own and occupy single-family
homes rehab their structures. These funds
are to be used to correct only code and
incipient violations.
D. Rental Rehabilitation Loan Program -
Approximately $100, 000 in CDBG funds
will be used to provide for at least
10 grants to be used to assist as a
part of each rental rehabilitation
loan. The maximum grant amount will
be $10,000 for each unit rehabilitated.
Rental rehabilitation funds are used
for rehabilitation of single family or
multi-family rental units located
within the Community Development
Strategy Area.
�+ To provide funds for loans as a means
to maintain Beaumont's past and
cultural heritage by rehabilitation
of historic properties. National
Register properties, historic properties
included in Beaumont's Downtown
Commercial Historic District and
Historic Cultural District designation
are eligible properties. Proposals
for projects will be requested by the
City, administered by the Beaumont
Historical Landmark Commission.
Those properties that meet all criteria
will be selected by City Council.
Funds to be used by the Innovative
NJ
Housing Development Corporation (IHDC) ^w
a public non-profit corporation
incorporated in the State of Texas, to
- :. continue the IHDC program. The IHDC
could assist moderate income families
purchase existing homes by providing
grants to be used to buy down the
interest rates, pay for the downpayment
and pay closing cost for qualified
persons. Grants in the amount of $15, 000
per unit will be used to purchase homes
in the Community Development Strategy Area,
and grants up to $9,500 will be used by
qualified persons to purchase homes
outside the Community Development
Strategy Area. The funds should enable
up to 9 families with low to moderate
incomes and opportunity to own their homes.

rehabilitated were selected from a
survey that the Engineering Division
completed.

improvements in the Community
Development Strategy Area at the

Babe Zaharias Park (CT #9)
Funds to be used to add fill dirt
to play fields and install a sidewalk
and pea gravel around the existing
playground equipment. These
improvements will make the park
safer for the children.

for a new service or an quantifiable
increase in the existing service.
The activity would be directed toward
improving Beaumont's public services
concerning employment, crime
prevention, child care, health, drug,
abuse, education, energy conservation,
welfare, and recreational needs.
Funds are to be used by the Community Mill
Development Department for additional

Business/Revolving Loan Fund. This
request is consistent with Citizens
Advisory Committee's Action Strategy
produced during the Economic Summit
process.
Funds are to be used for infra- f

Section 108 Loan Guarantee Authority
to support the economic development
project(s) identified as necessary
and appropriate by City Council.

ilities will be to continue
producing neighborhood
conservation and redevelopment
plans for the Community Development
Strategy Area.

COMMUNITY DEVEL43PMENT BLOCK GRANT
GRANTEE CERTIFICATIONS
In accordance with the Housing and Community Development Act of
1974, as amended, and with 24 CFR 570. 303 of the Community
Development Block Grant regulations, the grantee certifies that:
(a ) It possesses legal authority to make a grant submission and to
execute a community development and housing program;
(b) Its governing body has duly adopted or passed ac an official
act a resolution, motion or similar action authorizing the
person identified ac the official representative of the grantee
to submit the final statement and all understandings and
assurances contained therein, and directing and authorizing the
person identified as the official representative of the grantee
to act in connection with the submission of the final statement
and to provide such additional information as may be required;
(c) Prior to submission of its final statement to HUD, the grantee
has:
1. met the citizen participation requirements of
§570. 301 (a) ( 2) and has provided citizens with:
A. the estimate of the amount of CDBG funds proposed to
be used for activities that will benefit persons of
low and moderate income; and
B. its plan for minimizing displacement of persons as a
result of" activities assisted with CDBG funds and to
assist persons actually displaced as a result of such
activities;
2. prepared its final statement of community development
objectives and projected use of funds in accordance with
§570. 301 (a) (3) and made the final statement available to
the public;
(d ) It is following' a detailed citizen participation plan which:
1. provides for and encourages citizen participation, with
particular emphasis on participation by parsons of low and
moderate income who are residents of slum and blighted
areas and of areas in .which funds are proposed to be used,
and provides for participation of residents in low and
moderate income neighborhoods as defined by the local
j uri sdi ction;

2. provides citizens with reasonable and timely access to
local meetings, information, and records relating to the
grantee' s proposed use of funds, as required by the
regulations of the Secretary, and relating to the actual
use of funds under the Act;
3. provides for technical assistance to groups representative
of persons of low and moderate income that request such
assistance in developing proposals with the level and type,
of assistance to be determined by the grantee;
4. provides for public hearings to obtain citizen views and
to respond to proposals and questions at all stases of the
community development program, including at least the
development of needs, the review of proposed activities,
and review of program performance, which hearings shall be
held after adequate notice, at times and locations
convenient to potential or actual beneficiaries, and with
accomodation for the handicapped;
5. provides for a timely. written answer to written complaints
and grievances, within 15 working days where practicable;
and
6. identifies how the needs of non-English speaking residents
will be met in the case of public hearings where a
significant number of non-English speaking residents can
be reasonably expected to participate;
(e ) The grant will be conducted and administered in compliance
with:
1. Title VI of the Civil Rights Act of 1964 (Public Law 88-
352; 42 U.S.C. §2000d et sea. ); and
2. Title VIII of the Civil Rights Act of 1998 (Public Law 90-
284; 42 U.S.C. §3601 et seq. );
(f ) It will affirmatively further fair housing;
(g) It has developed its final statement of projected use of funds
so as to give maximum feasible priority to activities which
benefit low and moderate income families or aid in the
prevention or elimination of slums or blight; (the final
statement of projected use of funds may also include activities
which the grantee certifies are designed to meet other
community development needs having a particular urgency because
existing conditions pose a serious and immediate threat to the
health or welfare of the community, and other financial

resources are not available) ; except that the aggregate use of
CDBG funds received under section 106 of the Act and, if
applicable, under section 108 of the Act, during
the 1988 program year (s ) (a period specified
by the -grantee consisting of one, two, or three consecutive
years ), shall principally benefit persons of low and moderate
income in a manner that ensures that not less than 60 percent
of such funds are used for activities that benefit such persons
during such period;
(h) It has developed a community development plan, for the period
specified in paragraph (g) above, that identifies community
development and housing needs and specifies both short and
long-term community development objectives that have been
developed in accordance with the primary objective and
requirements of the Act;
(i ) It is following a current rousing assistance plan which has
been approved by HUD;
(j ) It will not attempt to recover any capital costs of public
improvements assisted in whole or in part with funds provided
under section 106 of the Act or with amounts resulting from a
guarantee under section 108 of the Act by assessing any amount
against properties owned and occupied .by persons of low and
moderate income, including any fee charged or assessment made
as a condition of obtaining access to such public improvements,
unless:
1. funds received under section 106 of the Act are used to
pay the proportion of such fee or assessment that relates
to the capital costs of such public improvements that are
financed from revenue sources other than under Title I of
the Act; or
2. for purposes of assessing any amount against properties
owned and occupied by persons of moderate income, the
grantee certifies to the Secretary that it lacks
sufficient funds received under section 106 of the Act to
comply with the requirements of subparagraph (1 ) above;
(k) Its notification, inspection, testing and abatement procedures
concerning lead-based paint will comply with §570. 608; and
(1 ) It will comply with the other provisions of the Act and with
other applicable laws.
