WHEREAS, the City Council of the City of Beaumont, Texas
(the "City") , desires to promote the development or redevelopment
of a certain contiguous geographic area within its extra-
territorial jurisdiction by the creation of a reinvestment zone;
and,
WHEREAS the Act further requires that prior to the
adoption of the ordinance providing for establishment of a
reinvestment zone to promote development or redevelopment within
such zone through the use of tax abatement, the City must hold a
public hearing on the adoption of the proposed reinvestment zone
and find that the improvements sought are feasible and practical
and would be of benefit to the land to be included in the zone and
to the municipality, providing interested persons the opportunity
to speak and present evidence for or against the designation; and,
WHEREAS, the City desires, by the calling and holding of
such public hearing, to provide a reasonable opportunity for any
owner of property located within the proposed zone and all other
taxing entities and other interested persons to protest the
creation of the proposed reinvestment zone or the inclusion of any
property therein;
NOW, THEREFORE, BE IT RESOLVED BY THE
CITY COUNCIL OF THE CITY OF BEAUMONT:
THAT a public hearing shall be held at 1: 15 p.m. , December 9, 1986,
in the City Council Chambers, City Hall, Beaumont, Jefferson
County, Texas, at which time any interested person may appear and
speak for or against the benefits to the City, its residents and
property owners in the proposed reinvestment zone, whether all or
part of the territory described in the description attached hereto
as Exhibit "A" and depicted on the plat attached as Exhibit "B"
should be included in such proposed reinvestment zone, and the
concept of tax abatement.
BE IT FURTHER RESOLVED that notice of such public hearing
shall be published in the official newspaper of the City of
Beaumont not later than seven (7) days prior to the date of such
public hearing, and that written notice of such hearing, along with
a copy of this resolution, shall be sent, by mail, to all taxing
units overlapping the territory inside the proposed reinvestment
zone.

TRACT NO. I
BEGINNING on the left ascending bank of the water's edge of the Neches River
at a point which is one of the city limit corners of The City of Beaumont,
Jefferson County, Texas, also being a northwest corner of the Mobil Oil Corp-
oration' s property and a northeast corner of the Port of Beaumont property.
Said corner being in the D. Brown League - Abstract 5, Jefferson County, Texas.
THENCE South with the city limit line of Beaumont along a west line of the
Mobil Oil property, the east line of the Fort of Beaumont property and the east
side of the Texarkana and Forth Smith Railroad Company right of way to a point
of curve, continuing southward to and across the Texarkana and Forth Smith
Railway Company spur track to the Beaumont Sawmill Company to a point in its
southerly boundary line.
THE'';CE in a westerly direction along the city limit line and a north line of
Mobil Oil property with the southern boundary line of said Texarkana and Fort
Smith Railway Company track to the eastern right of way line of the Texarkana
and Forth Smith Railway Company right of way known as the Kansas City Southern
Railway Company right of way from Beaumont to Fort Arthur.
THENCE in a southeasterly direction along the city limit line and a west line
of the Mobil Oil property along the east right of way line of the Texarkana
and Fort Smith Railway Company to the north line of the Olin Mathieson Chemical
Corporation property and a south line of the Mobil Oil property.
THENCE Easterly along a south line of Mobil Oil property and the north line
of the Mathieson Chemical Corporation to the east right of way line of the
Southern Pacific Company (T.. & N.O. R.R.).
THENCE in a southerly direction with the east line of the T. & N.O. R.R. right
of way to a point where the east line of the T. & N.O. R.R. right of way inter-
sects the easterly right of way line of the K.C.S. R.R. right of way.
THENCE Southeasterly with the east right of way line of the K.C.S. R.R. to a
south line of Mobil Oil property.
THENCE Northeasterly with the south line of Mobil Oil property a distance of
367.6 feet to the east line of Mobil Oil property.
THENCE Northwesterly along a east line of Mobil Oil property and a west line
of L.O. Frith (J. S. Hollifield, Trustee) property to a point on the east
line of the Jeff and James Chaison - Abstract 435.
THENCE Northwesterly with the east line of the J. W. Bullock - Abstract 7, and
the west line of the Jef and James Chaison - Abstract 435, and the west line
of the Beaty Seale and Forwood - Abstract 392, to the south line of the D.
Brown - Abstract 5.
THENCE East with the south line of the D. Brown - Abstract 5, and the north
line of Gulf States Utilities Company's 150 foot power line right of way to
the west line of the Gulf States Utilties Company's power line right of way.

HENCE with the north bank of the south leg of "Old River" and the south boundary
of the S.L. Smith Survey - Abstract 575, Easterly and Northerly crossing the
"cut off stir channel ," and continuing along the north hank of the south leg
of "Old River" and the south and east boundary of the S. L. Smith - Abstract -
575, Northerly and Easterly to its intersection with the left ascending bank of
the Neches River (Snaggy Bend).
THENCE Northerly and Westerly along the meanders of the lift ascending bank of
the Neches River (Snaggy Bend) and the east and north boundary of the S.L.
Smith Survey - Abstract 575, crossing the north end of the "cut off ship chan-
nel" and continuing westerly with the left ascending bank of the Neches River

wide strip of Kansas City Southern Industries, Inc. , property, said corner being
Beaty Seale and Eorwood Survey - Abstract 392.
THENCE Meander south along the Neches River's west bank to a point 3747.15'
south and perpendicular to the north line of this tract, and on the Neches
River bank.
THENCE West with the south line of Mobil Oil property and the north line of
Hollyfield, Trustee Tract, a distance of 8319.23, to the southwest corner
