BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF BEAUMONT:
THAT the City Manager be, and he is hereby, authorized to execute
an agreement with the Governor' s Office, Criminal Justice Division,
a copy of which is attached hereto as Exhibit "A" , for a grant that
would provide for the addition of personnel in the Police
Department.

Child Abuse/Sexual Assault Officer
Personnel (continued)
Salary, retirement, and insurance costs were determined by using the current City
of Beaumont personnel schedule for a Grade I patrolman. Other costs are as
follows:
1. Overtime — it is anticipated that this individual will average approximately
three hours of overtime per week since he will be subject to call out after
hours. The rate for a Grade I patrolman is $17.73 per hour.
2. Longevity — $4 per month for each year of continuous service with the city.
Seven years was used as a mean of longivity of Department personnel ($28 each
month) .
3. Incentive Pay — Average of $150 per month used.
4. Clothing Maintenance — $240 a year for each sworn officer.
5. A clothing allowance of $450 a year is' provided to plainclothes investigators.
Duties and Responsibilities
1. Investigate reported cases of child abuse
2. Investigate reported cases of sexual abuse of a child.
. 3. Conduct the initial investigation of some sexual assault cases.
4, Conduct the follow—up investigation of some sexual assault cases.

5. Act as liason with local prosecutors and social agencies to insure cooperation' '

Job Description
This position will be filled by: a sworn peace officer with at least three years
contiuous service with the Beaumont Police Department; who -possesses good
communication skills; has the ability to deal tactfully and effectively with other
agencies; good working knowledge of Penal and Family Codes.

Rape is classified as one of the most serious UCR Index Crimes reported
because of the elements of personal confrontation and potential harm to
the victim. Beaumont has one of the highest incidents of rape in Texas,
yet less than half of the cases reported last year were cleared. For the
five year period prior to 1984 (the last year that state wide statistics
were available) , Beaumont had the dubious distinction of being ranked
either second or third in the reporting rate of rapes. Conservative
estimates are that only one in.`ten rapes are actually reported to police.
In 1985, 130 rapes were reported to the police department, a five percent
increase over 1984 and eighteen percent increase over 1983.
Reporting of child abuse and sexual abuse of a child"has grown as public
awareness and concern has increased. Our •area has one of the highest
rates of reported child abuse in the state. Successful prosecution of
child abuse/sexual abuse cases requires a team effort with police working '
closely with local prosecutors and child welfare workers. A highly
trained investigator is critical in obtaining the information necessary
to prove the elements of the offense for prosecution while trying to
minimize the traumatic effect on the victim. Physical abuse cases are up
forty-two percent over previous years, and sexual abuse has been rising
steadily since 1982, up eighty-eight percent.

One by-product of child abuse is the problem of children who run away
from home. A large percentage of runaways is a result of abusive
conditions in the home. Last year 468 children were reported missing to
the police department.
2. IT-SULTS OR I3ENEPITS EXPECTED
The program will provide an investigator specialy trained in handling
crimes where a child is the victim of the offense. This officer should
be able to work closely with social agencies and prosecutors so as to
minimize the traumatic effect on the child, yet successfully prosecute
offenders. This individual, with his specialized training in abuse and
neglect, will also assist with the juvenile runaway cases.
It will also give the department an additional officer trained in
investigating sex offenses who can assist with some of these cases in an.
effort to impact the low clearance rate of rapes. If only one in ten
rapes is reported to police, then it is imperative that a sex offender be
identified and removed from the community as quickly• as,,possible.
