R E S O L U T I O N
BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF BEAUMONT:
THAT the City hereby approves $88, 000 in funding from the Community
Development Block Grant Program (B-85-MC-48-0003) for social
service facility rehabilitation projects to provide for
rehabilitation work as described in the attached Exhibit "A" in the
amounts as follows:
Beaumont Junior Forum $15,000
Jefferson County Council on 17,000
Alcohol and Drug Abuse
(Unity House)
Land Manor, Inc. 11,000
(Franklin House)
Melton Branch-YMCA 17,000
P.O.W.E.R. , Inc. 19,000
Some Other Place 3,000
Stewart' s Halfway House 5,600
BE IT FURTHER RESOLVED that the City hereby approves a
contingency of Four Hundred Dollars ($400) in funding from the said
program.

SYNOPSIS OF PROPOSALS

BEAUMONT JUNIOR FORUM - 345 10th Street
Funds requested: $26,760.00
The purpose is to provide educational and medical information, and
social services to older adults in the Beaumont area. The Beaumont
Junior Forum desires to remodel their kitchen in order to expand their
existing services to their clientele as well as produce operational
revenue through the rental of the facility to interested parties.
Funds are requested for:
Installation of flourescent light fixtures, installation of mop
sink, replacement of existing cabinets, sheetrock existing walls, install
wallpaper on new sheetrock, replace existing floor covering and install
new appliances (i.e. oven, Jenn air cook top, dishwasher, trash
compactor, refrigerator, freezer).
Subcommittee Recommendation: $15,000.00
The subcommittee recommended that all work requested be done except
the installation of the appliances.
FAIRWAY HOUSES, INC. - 1078 McFaddin
Funds requested: $10,048.00
The purpose is to provide basic living skills and job placement, and
to instill confidence in the handicapped residents so they will be able
to live independently in the community.
Funds are requested for:
Fairway Houses, Inc. plans to install blown-in insulation to all
exterior walls and attics of the three buildings.
Subcommittee Recommendation: - 0 -

The' commit, felt that this was not an esse _ial need because the
insulation in the attics and wall presdntly meet the City's Code
requirement.
JEFFERSON COUNTY COUNCIL ON ALCOHOL AND DRUG ABUSE (UNITY HOUSE) -
447 Orleans
Funds requested: $17,040.00
The purpose of JCCADA Unity House is to provide an environment free
from chemicals, staffed with professionals in the field of substance
abuse, which is conducive to recovery and to assist individuals in
re-entering the community as productive citizens.
Funds are requested for:
Removal and replacement of all water and gas piping, replace sewer
lines, repair ceilings, walls and flooring as required to complete
replumbing, relocate gas water heater, install wall mountea drinking
fountain.
Subcommittee Recommendation: $17,000.00
The Subcommittee recommended that all work requested be done.
LAND MANOR, INC. (Franklin House) - 1990 Franklin
Funds requested: $11,022.00
The purposes of the Franklin House is the treatment, rehabilitation,
counseling and job placement of alcoholic, drug dependent, probationed
and paroled individuals.
Funds are requested for:
The rehabilitation of garage into storeroom (i.e. raise concrete
floor, repair slate roof, install hardwood siding in garage interior,
install suspended ceiling, build shelves and paint interior of garage) -
utility room; level and repair floor repair walls and ceiling, install
vinyl floor covering, install hardboard siding and paint exterior and
interior walls.
Subcommittee Recommendation: $11,000.00
The recommendation is that all work requested be done.
MELTON BRANCH Y.M.C.A. - 3455 Sarah

Funds requested: $19,966.00
The YMCA is a world-wide fellowship of persons united by a comnDn
loyalty to the Judeo-Christian ethnic for the purpose of developing moral
personality and building a society dedicated to these principles.
Funds are requested for:
Painting exterior walls and doors of entrance, replace two
plexiglass doors and side panels, install ceramic tile in showers,
install shower doors, install as tro turf, change out exhaust fans,
replace metal roof, repair roof over showers and res troom, replace
gutters and down spouts, install mirrors, clean fascia of gym.
Subcomittee recommendation: $17,000.00
Install shower doors in locker rooms, install ceramic tile floors
and walls in showers, replace ceiling tile in locker rooms, paint gym
wall, replace damaged metal roof over hallway between locker room
building and main building, repair roof leaks in locker rooms, replace
rusted out ceiling grille in locker room.
PEOPLE ORGANIZED WITH ECONOMIC RESOURCES, INC. - 1460 Gladys Street
Funds requested: $19,290.00
The purpose is to provide child day-care services to eligible
individuals.
Funds are requested for:
Level floor, foundation repairs, construction of skirting around
building, repair roof and venting, plumbing repairs, installation of
gutters and down-spouts, installation of solar windows, insulating walls
and attic.
Subcommittee recommendation: $19,000.00
The Subcommittee recommended that all work requested be done.
SOME OTHER PLACE - 590 Center
Funds requested: $3,000.00
The purpose is to provide emergency assistance and other services to
low-income families not provided by other local agencies or
organiza tions.

Funds are reque .;d for:
Installation of gas furnace and c6oling coil and associated duct
work, drain lines and switches.
Subcommittee recommendation: $3,000.00
The Subcommittee recommended that all work requested be done.
STEWART HALFWAY HOUSE - 1395 Avenue D
Funds requested: $5,600.00
The purpose is to provide extended living arrangements for the
mentally retarded and mentally restored.
Funds are requested for:
Installation of ceiling fans, install wall outlets, replace all
exposed wiring, installation of light fixtures in bathrooms, install
lighting at rear stairs, replace and secure conduit where necessary.
Subcommittee recommendation: $5,600.00
The subcommittee recommended that all work requested be done.
