WHEREAS, the 69th Legislature of the State of Texas has
passed a comprehensive plan relating to the conservation,
development, protection and enhancement of surface water,
underground water, bays and estuaries; and,
WHEREAS, this legislation also provides various financing
mechanisms for water development and conservation: $980 million in
bonds for water development and flood control; $200 million in
bonds to provide agricultural water conservation related loans;
and a $250 million insurance guarantee program for municipal water
bonds; and,
WHEREAS, the 69th Legislature has passed a resolution
proposing a Constitutional Amendment to implement this State Water
Plan to be voted on by the voters of Texas in November, 1985; and,
WHEREAS, Texas faces multi-dimensional water-related
problems which extend to every part of the State, including
shortages of supply, severe flooding and inadequate sewage
treatment facilities; and,
WHEREAS, the water resource problems of the State and its
urban areas will accelerate in the future, as a result of rapid
population and economic growth; and,
WHEREAS, Texas' current water resource problems will
increase to crisis proportions in the near future unless
corrective actions can be timely initiated;
NOW, THEREFORE, BE IT RESOLVED BY THE
CITY COUNCIL OF THE CITY OF BEAUMONT:

THAT it supports the proposed State Constitutional Amendments to
finance implementation of the State Water Plan and urges the
citizens of the City of Beaumont to likewise support and vote for
these Constitutional Amendments.
