WHEREAS, the City Council recognizes its responsibility
for establishing a Land Use Plan; and,
WHEREAS, in order to insure objectivity, consistency,
and equality in meeting the land use requirements of the
community, it is necessary to document and justify such policy in
accordance with predetermined and agreed upon goals and
objectives; and,
WHEREAS, the City Council intends to coordinate the
development of land uses with other physical development within
the City in order to avoid duplication and maximize the effective
use of public and private facilities and services; and,
WHEREAS, the City Council has reviewed the Land Use Plan
as an element of the Comprehensive Plan at a public hearing held
thereon; and,
WHEREAS, the Joint City/Development Committee and the
Planning Commission of the City of Beaumont have studied, debated
and recommended the adoption of such Land Use Plan;
NOW, THEREFORE, BE IT RESOLVED BY THE
CITY COUNCIL OF THE CITY OF BEAUMONT:
THAT the Land Use Plan attached hereto as Exhibit "A" and made a
part hereof for all purposes is adopted as a component of the
Comprehensive Plan of the City of Beaumont; and,
THAT such Land Use Plan shall at all times be kept
current with regard to the needs of the City of Beaumont and
reflective of the official views of the City Council and shall be
reviewed annually by the Joint City/Development Committee and the
Planning Commission; and,
THAT said Land Use Plan shall guide the implementation
of capital improvement programs insofar as said programs affect
the physical development of the city.

REVISIONS TO LAND USE PLAN TEXT
(attachment to Exhibit "A")
1. Insert under General Land Use Policies :
"The timing of public improvements such as thoroughfares,
storm drainage, and utilities should be coordinated with
private sector development. "
2. Insert under General Land Use Policies:
"Incentives and technical assistance should be provided to
encourage developers to retain some trees on development
sites. "
3. Insert under Industrial Land Use Policies:
"New industries which create air pollution should be located
in areas that minimize their impact upon existing and future
residential areas. "
4. Make the following changes under General Land Use Proposals:
a) In paragraph 1, line 12, change "4 District Activity Centers"
to "5 District Activity Centers. "
b) In paragraph 1, line 14, change "16 Neighborhood Growth
Units" to "12 Neighborhood Growth Units. "
These two changes are made in accordance with changes to the
Policies and Proposals Diagram.
