WHEREAS, the United States Coast Guard is considering consolidating
its 49 licensing offices nationwide into 15 regional offices in a program
aimed at cost effectiveness and continuity of licensing procedures, acid
WHEREAS, this action would result in the elimination of the Port Arthur
licensing office and the transfer of its functions to a regional office in
Houston, and
WHEREAS, the licensing program administered by the Coast Guard is an
essential service to the Merchant Marine and to related agricultural, manufacturing,
and petrochemical industries centered in this area which are vital to the U. S.
economy and the national defense, and
WHEREAS, the proposed elimination of the Port Arthur area office has raised
serious questions concerning the possible effects on shipping and industry from
the standpoint of accessibility and increased operating costs.
NOW, THEREFORE, BE IT RESOLVED that we, the City Council of the City of
Beaumont, do hereby go on record as endorsing and supporting the efforts of various
groups and agencies to retain the Port Arthur area office until a study has been
made to determine what the effects will be. ' We concur in the objectives of cost
efficiency and continuity of licensing procedures and approbate the effort of the
Coast Guard to achieve these ends. However, we believe that in this case any antici-
pated savings from the consolidation may be outweighed by the burden of the in-
creased costs imposed on shipping, industry and the public generally.
