R E S O L U T I O N

WHEREAS, on February 26 , 1980, the City Council of the
City of Beaumont authorized Bernard Johnson, Inc. to conduct a
study addressing rail and highway problems in Beaumont; and,
WHEREAS, the study was funded by the State Department of
Highways and Public Transportation; and,
WHEREAS, from 1971 through 1978, the City of Beaumont
experienced substantially more railroad crossing accidents than
any other city in Texas in the 100,000 to 250,000 population
range; and,
WHEREAS, Bernard Johnson, Inc. ' s study determined that a
railroad bypass running north of Beaumont is feasible on a
cost-benefit basis and will result in reduced road user costs and
reduced railroad operating costs; and,
WHEREAS, the City Council believes that implementation
of the proposed railroad bypass will be in the best interest of
the City of Beaumont;
NOW , THEREFORE, BE IT RESOLVED BY THE
CITY COUNCIL OF THE CITY OF BEAUMONT:
THAT the railroad feasibility study prepared by Bernard Johnson,
Inc. is hereby accepted and approved; and,
BE IT FURTHER RESOLVED that the City Manager be, and he
is hereby , authorized to request the Railroad Commission of Texas ,
the State Department of Highways and Public Transportation, and
all other necessary State and Federal agencies to sponsor the
proposed railroad bypass project and to pursue its implementation.
