BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF BEAUMONT:
THAT the City Attorney be, and he is hereby, authorized to file a
suit against Malcolm Baldrige, Secretary of the United States
Department of Commerce and Vincent Barabba, Director of the
Census, contesting the validity of the 1980 official preliminary
census count reported for the City of Beaumont.
BE IT FURTHER RESOLVED that the City Attorney be, and he
is hereby authorized to employ special counsel and expert
witnesses for this purpose.
BE IT FURTHER RESOLVED that the City Attorney is hereby
authorized to request other counsel to act for and in behalf for
the City of Beaumont in the prosecution of this suit.

2 . The objective to facilitate entrance of vessels in one
port and clearance in another without duplication of
paperwork is desirable. However, this objective may be
accomplished by a simple amendment to the customs law
which does not require a change in the field organization
of the customs services and resulting loss of services
to the ports and commercial interests of this area.
3 . The City of Beaumont opposes the proposed change in field
organization of the customs service on the basis that a
consolidation of the customs districts would impair services
to area businesses and the general public, and a consolidation
would have a significant adverse effect on the economy of
this area.
