ENTITLED AN ORDINANCE GRANTING A SPECIFIC USE
PERMIT TO ALLOW A FINANCIAL SERVICES COMPANY
ON PROPERTY ZONED RM-H (RESIDENTIAL MULTIPLE
FAMILY DWELLING-HIGHEST DENSITY) AND NC
(NEIGHBORHOOD COMMERCIAL) DISTRICTS, IN THE CITY
OF BEAUMONT, JEFFERSON COUNTY, TEXAS.
WHEREAS, the City Council for the City of Beaumont desires to issue a specific use
permit to Dowlen Development Company to allow a financial services company on property
zoned RM-H (Residential Multiple Family Dwelling-Highest Density) and NC
(Neighborhood Commercial) Districts as described on Exhibit "A" and shown on Exhibit "B"
attached hereto, in Beaumont, Jefferson County, Texas; and,
WHEREAS, the City Council is of the opinion that the issuance of such specific use
permit is in the best interest of the City of Beaumont and its citizens, subject to the
hereinafter described conditions;
NOW, THEREFORE, BE IT ORDAINED BY THE
CITY OF BEAUMONT:
Section 1.
That all conditions necessary for issuance of a specific use permit have been met
and a specific use permit to allow a financial services company on property zoned RM-H
(Residential Multiple Family Dwelling-Highest Density) and NC (Neighborhood
Commercial) Districts as described on Exhibit "A" and shown on Exhibit "B" attached
hereto, in Beaumont, Jefferson County, Texas is hereby granted to Dowlen Development
Company, their legal representatives, successors and assigns for that certain tract
described on Exhibit"A" attached hereto and made a part hereof for all purposes, subject
to the above conditions.
Section 2.
That the specific use permit herein granted is expressly issued for and in
accordance with each particular and detail of the site plan attached hereto as Exhibit "C"
and made a part hereof for all purposes.
Section 3.
Notwithstanding the site plan attached hereto, the use of the property hereinabove
described shall be in all other respects subject to all of the applicable regulations
contained in Chapter 30 of the Code of Ordinances of Beaumont, Texas, as amended.

LEGAL DESCRIPTION FOR ORDIN ANCE PURPOSES
BEING a 0.699 acre tract of land out of the H. Williams League, Abstract 56, Jefferson
County, Texas, said tract also being out of that certain tract of land described in the deed
wherein John L.Keith conveyed a 1/2 interest to P. A. Dowlen recorded in Volume 92, Page
271 of the Deed Records of Jefferson County, Texas,
said 0.699 acre tract also being out of that certain 7.523 acre tract described as Tract 2 and
conveyed to Dowlen Development Company and recorded in Film File 10501-011147 of the
Real Property Records of Jefferson County, Texas, said 0.699 acre tract being more .
particularly described by metes and bounds as follows:
BEGINNING at the Northwest corner of tract herein described being in the easterly right-of-
way line of Dowlen Road, a 100 feet wide right-of-way and the southwest corner Dowlen
Commercial Plaza as recorded in Volume 15, Page 129 of the Map Records of Jefferson
County, Texas;
THENCE SOUTH 56o 28' 57" EAST, a distance of 320.20 feet along the north line of the
tract herein described and the south line of Dowlen Commercial Plaza to an iron rod for the
northeast corner of the tract herein described and the southeast corner of Dowlen
Commercial Plaza in the westerly right-of-way line of Wellington Place;
THENCE SOUTH 10 07' 35" EAST, a distance of 44.97 feet along the east line of the tract
herein described and along the west right-of-way line of Wellington Place to a point for the
most easterly south corner of the tract herein described;
THENCE NORTH 56o 28'57 WEST, 37 feet from and parallel to the north line of the tract
herein described, a distance of 150.77.feet to a point for interior corner of the tract herein
described;
THENCE SOUTH 33o 31' 03" WEST, a distance of 93.00 feet to a point for comer being
the most southerly southeast corner of the tract herein described;
THENCE NORTH 56o 28' 57" WEST 130 feet from and parallel to the north line of the
tract herein described, a distance of 195.0 feet to a point for the southwest corner of the tract
herein described and being in the easterly Dowlen Road 100 feet wide right-of-way;
THENCE NORTH 33o 31' 03" WEST, a distance of 130.00 feet along the west line of the
tract herein described and the easterly right-of-way line of Dowlen Road to the PLACE OF
BEGINNING and containing in area 0.699 acres of land, more or less.
