BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF BEAUMONT:
THAT the City Manager be, and he is hereby, authorized to execute a contract with
Statewide Consolidated Community Development Corporation (SCCDC)for site acquisition
and development of eighteen properties. The contract is substantially in the form attached
hereto as Exhibit "A."
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to convey
to the Statewide Consolidated Community Development Corporation (SCCDC) for
purposes of new multifamily or single family dwelling unit construction, totaling eighteen
(18) new units to be constructed with funding from the Texas Department of Housing and
Community Affairs, the lots presently owned by the City of Beaumont, as indicated in
Exhibits "B" through "H" attached hereto.

CONTRACT

COUNTY OF JEFFERSON §
WHEREAS, the City of Beaumont has received a CDBG grant from the United States
Department of Housing and Urban Development (B-98-MC-48-0003);
WHEREAS, pursuant to the authority of Resolution Number 98- passed by the
Beaumont City Council on December 15, 1998, Statewide Consolidated Community Development
Corporation (SCCDC), an authorized Community Housing Development Organization (CHDO) will
enter into a contract with the City for CDBG funds totaling $30,000 for site acquisition and related
costs and site clearance for eight (8) of the properties which are to be conveyed by the City of
Beaumont to SCCDC in targeted neighborhoods, for purposes of constructing eighteen (18) new infill
dwelling units. The balance of properties must be acquired by Statewide to satisfy the requirement
of site control for the application which Statewide is submitting on December 18, 1998 to TDHCA
to obtain approximately $800,000 in interim construction and permanent financing at 2% to 3%
interest to construct the eighteen (18) scattered site units. An additional three double lots for
duplexes and one large lot to accommodate the fourplex (and on-site parking) are required;
WHEREAS, the CDBG allocation of$30,000 will be used for the development of up to
eighteen (18) new dwelling units in the City of Beaumont's low income neighborhoods. New
construction of approximately six(6) single family units, four duplexes and one fourplex will provide
decent, safe and sanitary housing for low and moderate income families, including persons/families
having special needs. Approximately 30% of the units will be targeted to the special needs population
which will help to satisfy the City of Beaumont's objective to provide safe, decent and affordable
