HomeMy WebLinkAboutRES 97-295 RESOLUTION NO. c BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the City Manager be and he is hereby authorized to execute an amendment to the Engineering Services Contract for the City of Beaumont, ICR Compliance with Black & Veatch . The contract is substantially in the form attached hereto as Exhibit "A" . PASSED BY THE CITY COUNCIL of the City of Beaumont this the, day of 1W_ 1997. C I Q VV - Mayor - AMENDMENT TO ENGINEERING SERVICES CONTRACT CITY OF BEAUMONT ICR COMPLIANCE Amend the Engineering Services Contract for the City of Beaumont, ICR Compliance which was originally executed on November 21, 1996 as follows: 1. Add the following to Attachment A, Scope of Services "PHASE 8 - RAPID BENCH-SCALE MEMBRANE TESTING (RBSMT) Task 1 - Develop Protocol Black & Veatch LLP (B & V)will work with the City of Beaumont to evaluate available data and determine the best protocol for the Rapid Bench-Scale Membrane Testing (RBSMT); including determining the sample collection point, sampling schedule, Simulated Distribution Study (SDS), storage conditions, and selecting the two membrane types and pretreatment processes based on membrane manufacturers' data and the water quality parameters. This task will include a workshop meeting in Beaumont with City staff. Task 2 - Coordinate with EPA Based on the protocol developed in Phase 1, B & V will complete and submit the forms required before testing begins, including the Study Concept Form and the Study Plan. B & V will coordinate with the EPA to secure approval of the Concept and Plan. B & V will also review EPA reporting forms completed by the analytical laboratory to ensure the ICR requirements are met. Task 3 - Acquire Membrane Materials B & V will acquire the selected membrane and spacer materials after EPA has approved the Study Plan. Task 4 - Progress Meetings B & V will meet in Beaumont with the City staff before the first sampling event, at the approximate midpoint of the project, and at project completion to coordinate logistics and present results. Task 5 - Verify RBSMT Protocol The actual operation of the RBSMT will be performed by a certified analytical laboratory. B & V will verify that the test methods meet EPA's guidelines. This task will include a B & V membrane specialist working with laboratory staff at their site during a trial run of the RBSMT equipment. October 7, 1997 AMEND-1 EXHIBIT "A" Task 6 - RBSMT Testing and Analysis The ICR requires that the treatment study be conducted in four consecutive quarters for one year. The following procedures will be completed for each quarterly study: Subtask 1 - Sample Collection • Two 55-gallon containers will be shipped to the City of Beaumont for water sample collection. • City of Beaumont staff will collect water samples in the two 55-gallon containers at a point determined by the City and Black & Veatch. • Black & Veatch will coordinate sample collection with refrigerated shipment of the two 55-gallon containers to the laboratory to ensure sample integrity during transport. Subtask 2 - Treatment Study • Upon arrival at the laboratory, the sample will be analyzed for TOC and any other parameters necessary to assess sample representativeness. • All samples will be stored at 4°C. • Laboratory will conduct two rapid bench-scale membrane tests (one test with each of the two membranes) based on the ICR Manual for Bench- and Pilot- Scale Treatment Studies. Each RBSMT may run up to 10 days depending on the water quality, membrane, and design. Subtask 2 - Final Report A final report will be submitted to the City of Beaumont summarizing the results of all studies performed. Subtask 3 - EPA Data Collection Software Report The report will fulfill the specific EPA reporting requirements." 2. In Attachment B, Compensation, add $120,000 to the original sum of $151,170 for a total lump sum of $271,170. October 7, 1997 AMEND-4 IN WITNESS WHEREOF, the City of Beaumont has lawfully caused these presents to be executed by the hand of the City Manager of said City, and the corporate seal of said City to be hereunto affixed and this instrument to be attested by the City Clerk, and the said Engineer, acting through an officer duly authorized, does now sign, execute and deliver this document.
