ENTITLED AN ORDINANCE AMENDING CHAPTER 6 OF
THE CODE OF ORDINANCES TO PROVIDE
REGULATIONS FOR THE TESTING AND
CERTIFICATION OF VARIOUS CLASSES OF
ELECTRICIANS; AUTHORIZING THE CITY MANAGER
TO APPROVE AND ACCEPT ON BEHALF OF THE CITY
THE SOUTHEAST TEXAS REGIONAL ELECTRICAL
CERTIFICATION BOARD AGREEMENT AND BYLAWS;
PROVIDING FOR SEVERABILITY;PROVIDING REPEAL
AND PROVIDING A PENALTY.
BE ORDAINED BY THE CITY OF BEAUMONT:
Section 1.
That Chapter 6, Sections 6-51 as to the definition of"limited electrician", be and the
same is hereby amended to read as follows:
6-51 be and the same is hereby amended to remove the definition of "limited electrician"
(sign)" and add the definition for "master sign electrician" to read as follows:
Master sign electrician: any person who is engaged in the business of manufacturing
and/or installing electric signs. Sign contractors who employ registered electricians
may run circuits to the sign if the sign requires two circuits or less. If three or more
circuits are required for the sign these circuits must be installed by a master
electrician.
Section 2.
That Chapter 6, Sections 6-81 through 6-84 inclusive be hereby amended to read as
follows:
Section 6-81
There shall be six(6) classes of electrical registration which shall be known as follows:
1. Master Electrician
2. Limited Master Electrician
3. Master Sign Electrician

4. Maintenance Electrician
5. Journeyman Electrician
6. Sign Erector
Section 6-82
a. All applicants for examination for masters, journeyman, maintenance and
master sign electrician shall be referred to the Southeast Texas Regional
Electrical Certification Board.
b. All applicants for the limited master electrician certificate must meet one of
the following criteria:
(1) Four (4) years experience in electrical work at a journeyman's level;
(2) Possession of a degree in electrical engineering and two (2) years'
experience in electrical work at a journeyman's level;
(3) Possession of a degree in electrical engineering and registration as an
electrical engineer in the State of Texas.
All applicants for the limited masters certificate shall submit to the Electrical Board
of Review a resume describing their history of electrical work and listing references
who may be contacted for verification. If the applicant meets one of the specific
criteria established above, and has obtained a score of seventy (70) percent or better
on the Southern Building Code Congress International "Master Electrician" test such
person shall be eligible for a Limited Master Electrician license subject to compliance
with the required registration and bonding provisions of this ordinance.
C. The following fees and bonds shall be applicable in this code:

Section 6-83
All master electricians and limited electricians certified under this code shall be
required to furnish and to keep in force each year during the life of their certificate
of registration, a surety bond to the city in the sum of one thousand dollars
($1,000.00). The bond shall be conditioned that the holder thereof will indemnify and
hold the city harmless against all cost, expenses, damages, and injuries sustained by
the city by reason of the carelessness or neglect of such person in operating under
this code. All such bonds shall be approved by the city attorney as to form and shall
be filed with the building official.
Section 6-84
Upon presentation to the chief electrical inspector of a "certificate of competency"
from the Southeast Texas Regional Electrical Certification Board, and after applicant
has paid to the city the fees prescribed in this code, and furnished bond if required
herein, the chief electrical inspector shall issue to such applicant the appropriate
license on a form prescribed by such board, and such applicant shall be considered
registered within the meaning of this code.
Section 2.
That the City Manager be and he is hereby authorized to execute the "Southeast
Texas Regional Electrical Certification Board Agreement and Bylaws" substantially in the
form attached as Exhibit "A".
Section 3.
That if any section, subsection, sentence, clause or phrase of this ordinance, or the
application of same to a particular set of persons or circumstances, should for any reason
be held to be invalid, such invalidity shall not affect the remaining portions of this ordinance,
and to such end the various portions and provisions of this ordinance are declared to be
severable.
Section 4.
All ordinances or parts of ordinances in conflict herewith are repealed to the extent
of the conflict only.
Section 5.
That any person who violates any provision of this ordinance shall, upon conviction,
be punished as provided in Section 1-8 of the Code of Ordinances of the City of Beaumont,
Texas.
