ENTITLED AN ORDINANCE ESTABLISHING THE
PROCEDURES CONCERNING BOARDS AND
COMMISSIONS, THEIR APPOINTMENT, TERM,
ATTENDANCE, QUALIFICATIONS AND DUTIES;
PROVIDING FOR SEVERABILITY; AND PROVIDING
FOR REPEAL.
BE IT ORDAINED BY THE CITY OF BEAUMONT:
Section 1.
That Chapter 2, Section 2-53 of the Code of Ordinances of the City of Beaumont, is
hereby amended to read as follows:
Sec. 2-53(a).
City boards and commissions and their duties and responsibilities shall be established by
ordinance. The size of the membership of the board shall be determined by the City Council
and, to the extent not conflicting with existing ordinances, members of boards and commissions
shall be appointed for two year overlapping terms. Boards and commissions shall contain an
odd number of members with each Council member having an equal number of nominations to
the committee except that the Mayor may nominate one additional member to those boards and
commissions in which an additional member is required. Appointment shall be by the City
Council.
Sec. 2-53(b).
Persons appointed to boards and commissions may serve for a maximum of six years.
After the completion of six years, members of a board or commission may serve until the end
of their regularly scheduled term, if any, at which time they must leave the board or
commission for a minimum of one year before they are eligible for reappointment to that same
board or commission.

Sec. 2-53(c).
The Mayor shall appoint the chair and vice-chair of all boards and commissions when
the ordinance establishing the board or commission does not provide otherwise. The
appointment of chair and vice-chair shall be for one year terms with a maximum of two years
of total service as chair and two years service as vice-chair of the committee. Any appointed
member of any board or commission is eligible to serve in either or both positions during their
term of service on the board or commission.
Sec. 2-53(d).
The Mayor shall appoint one or more council members to serve ex officio or liaison
to each board and commission. Liaison may not vote unless the ordinance creating the board
or commission provides for such vote. Any appointed member of any board or commission
who fails to attend three regular meetings in succession without notifying the chairman in
advance or who does not attend at least sixty percent (60%) of the regularly scheduled board
meetings within a twelve month period will be considered to have automatically resigned from
the board or commission. The City Manager or his designee shall monitor attendance and
maintain attendance records for boards and commissions and notify the City Council of
resignations under this section.
Sec. 2-53(e).
Persons appointed to advisory committees and commissions must be residents of the
City. Persons may serve on no more than two advisory boards and commissions of the City
at the same time.
Section 2.
That if any section, subsection, sentence, clause or phrase of this ordinance, or the
application of same to a particular set of persons or circumstances, should for any reason be
held to be invalid, such invalidity shall not affect the remaining portions of this ordinance, and
to such end the various portions and provisions of this ordinance are declared to be severable.
Section 3.
All ordinances or parts of ordinances in conflict herewith are repealed to the extent of
the conflict only.
