ENTITLED AN ORDINANCE ISSUING A SPECIFIC USE
PERMIT TO ALLOW CONSTRUCTION OF A TWO-STORY
56,400 SQUARE FOOT WAREHOUSE AT THE REAR OF
3795 WASHINGTON BOULEVARD, BEAUMONT, JEFFERSON
COUNTY, TEXAS.
WHEREAS, the Planning and Zoning Commission of the City of
Beaumont considered the issuance of a specific use permit to allow
construction of a two-story 56,400 square foot warehouse at the
rear of 3795 Washington Boulevard, Beaumont, Jefferson County,
Texas, to Helena Laboratories Corp. , Tipton Golias, President,
tenants, his legal representatives, successors, and assigns for
that certain property; and,
WHEREAS, the City Council is of the opinion that the issuance
of such specific use permit is in the best interest of the City of
Beaumont and its citizens, subject to the hereinafter described
conditions;
NOW, THEREFORE, BE IT ORDAINED BY THE
CITY OF BEAUMONT:
Section 1.
That all conditions necessary for issuance of a specific use
permit have been met and a specific use permit to allow
construction of a 56,400 foot warehouse at the rear of 3795
Washington Boulevard on land zoned GC-MD (General Commercial
Multiple-Family Dwelling) , Beaumont, Jefferson County, Texas, to
Helena Laboratories, Tipton Golias, President, tenants, his legal
representatives, successors and assigns for that certain tract
described on Exhibit "A" attached hereto and made a part hereof for
all purposes, subject to the above conditions.
Section 2 .
That the specific use permit herein granted is expressly
issued for in accordance with each particular and detail of the
site plan attached hereto as Exhibit "B" and made a part hereof for
all purposes.
Section 3 .
Notwithstanding the site plan attached hereto, the use of the
property hereinabove described shall be in all other respects
subject to all of the applicable regulations contained in Chapter
30 of the Code of Ordinances of Beaumont, Texas, as amended.

SUBJECT: Administrative amendment to Specific Use Permit, dated July 24,
1990, 3795 Washington Blvd. (Planning Division File 1132-P).
COMMENT
Attached is a copy of a signed memo and a revised site plan showing
approval by the Planning Director, Kirt Anderson, of an amended
specific use permit originally granted to Helena Laboratories on July
24, 1990. This administrative approval of an amended site plan is
dated November 27, 1991, and is authorized under Section 30-26 I.
of the Zoning Ordinance, City Codes.
Please attach this to the original ordinance.

SUBJECT: Administrator amendment to the approved specific use permit (warehouse),
Ordinance No. 90-38, dated 7-24-90, authorized by Section 30-26I., City Code.
COMMENT
Helena Laboratories has submitted a site plan and a construction plan for a 25 foot
by 40 foot by 12 foot high pre-engineered, metal storage building to be erected on
an existing concrete foundation. This submission came with a request for a minor
amendment to the previously approved specific use permit granted in 1990.
The proposed metal building will be located along the east side of the property atop
an existing concrete loading dock. The site is currently being used for the storage
of 55 gallon drums containing chemicals. New government fire code regulations
require that such storage be contained within approved enclosures. The metal
building will create an increase in building area over the 5.572 acre company site of
less than 1 per cent.
The Director of Planning may approve minor variations from the original permit
which do not increase density, change traffic pattern or result in any increase in the
external impact on adjacent property or neighborhoods. This tract fronts on
Washington Blvd., a major arterial street. There is commercial zoning and
commercial and industrial development adjacent to and surrounding this.site. The
building as proposed will cause no adverse effect to neighboring properties nor any
increase in the external impact on adjacent land.
