ENTITLED AN ORDINANCE ISSUING A SPECIFIC USE
PERMIT TO ALLOW THE OPERATION OF A WOMEN'S AND
CHILDREN SHELTER, LOCATED AT 2125 VICTORIA
STREET, BEAUMONT, JEFFERSON COUNTY, TEXAS.
WHEREAS, the Planning and Zoning Commission of the City
of Beaumont considered the issuance of a specific use permit to
allow the operation of a 12-bed emergency shelter for battered
women located at 2125 Victoria Street, Beaumont, Jefferson County,
Texas, prospective buyers, its legal representatives, successors,
and assigns for that certain property hereinafter described; and,
WHEREAS, the City Council is of the opinion that the
issuance of such specific use permit is in the best interest of
the City of Beaumont and its citizens, subject to the hereinafter
described conditions;
NOW, THEREFORE, BE IT ORDAINED BY THE
CITY OF BEAUMONT:
Section 1 .
That all conditions necessary for issuance of a specific
use permit have been met and a specific use permit to allow the
operation of a 12-bed emergency shelter for battered women at 2125
Victoria Street, Beaumont, Jefferson County, Texas, is hereby
granted to Women' s and Children' s Shelter of Southeast Texas,
prospective buyers, its legal representatives, successors and
assigns for that certain tract described on Exhibit "A" attached
hereto and made a part hereof for all purposes.

Section 2.
That the specific use permit herein granted is expressly
issued for and in accordance with each particular and detail of the
site plan attached hereto as Exhibit "B" and made a part hereof for
all purposes.
Section 3.
Notwithstanding the site plan attached hereto, the use
of the property hereinabove described shall be in all other
respects subject to all of the applicable regulations contained in
Chapter 30 of the Code of Ordinances of Beaumont, Texas, as
amended.

SUBJECT: Planning Division File#1124-P-Request from the Family Services
Association to allow a minor variation from the specific use permit
granted by Ordinance No. 90-9, dated February 27, 1990.
COMMENT
The ordinance granted a specific use permit for a women and children's shelter
at 2125 Victoria. This is an emergency shelter for battered women and their
children (SIC Code 8322).
Janet N. Walker, Executive Director, has requested permission to replace the 550
sq. ft. garage apartment that was located in the rear of 2125 Victoria with an 832
sq. ft. 1-story accessory structure that will be used for children's activities. This
is an increase of 282 sq. feet. The old garage apartment was situated on the
property line and has been demolished.
The children's building will have dimensions of 26' x 32' and will have an open,
unenclosed porch added which will have a dimension of 4' x 8'. The structure
will have a residential design and a false garage door so that the building will not
look out of place in this residential area. This structure will be set off from the
rear and south property lines by a minimum of five (5) feet.
The Director of Planning may approve minor variations from the original permit
which do not increase density, change traffic patterns, or result in any increase
in external impact on adjacent properties or neighborhoods. The lot next door to
this proposed structure is another women's shelter owned by the applicant. The
structure will have a residential appearance. The children are the offspring of the
female clients. Density of land use is not being increased nor is there an increase
in the external impact to adjacent properties. Mrs. Walker's request shows only
a minor variation from the original permit.
Please attach this memorandum to Ordinance No. 90-9, dated February 27, 1990,
in your ordinance files.
