ENTITLED AN ORDINANCE REPEALING CHAPTER 6, SECTION 6-171 OF THE CODE OF ORDINANCES OF THE CITY OF BEAUMONT AND ENACTING A NEW SECTION 6- 171 CONCERNING AMENDMENTS TO THE 1988 EDITION OF THE STANDARD MECHANICAL CODE. BE IT ORDAINED BY THE CITY OF BEAUMONT: Section 1. That Chapter 6, Section 171 of the Code of Ordinances of the City of Beaumont be, and it is hereby, repealed. Section 2 . That Chapter 6, Section 171 of the Code of Ordinances of the City of Beaumont be amended by enacting a new section, Section 171 to read as follows: Section 6-171 - Amendments to the Standard Mechanical Code. Such code is amended by amending Section 101.5. 1 to read as follows: Section 101.5. 1 - GENERAL. Alterations, repairs or replacement work may be made to any existing mechanical systems without requiring the system to comply with all the requirements of this Code provided that the alteration, repair or replacement work conforms to the requirements of this Code as determined by the Mechanical Official. Such code is amended by amending Section 103 to read as follows: Section 103 - PERMITS. A person, firm or corporation shall not install, enlarge, alter, move, improve, remove, convert or replace any mechanical system, or cause the same to be done, without first obtaining a mechanical permit for such building or mechanical system from the Mechanical Official. 3-13- �16 Section 303 . 3 - ATTIC INSTALLATION. Such code is hereby amended by amending Section 303 . 3 .1 and 303 . 3 .2 and adding Section 303 . 3 . 3 to read as follows: 303 . 3 . 1 - Every attic or furred space in which mechanical equipment is installed shall be readily accessible by an opening and passageway as large as the largest piece of the equipment and in no case less than 22 x 36 inches continuous from the opening to the equipment and its controls. The opening to the passageway shall be located not more than 20 ft. from the equipment measured along the center line of such passageway. Every passageway shall be unobstructed and shall have solid continuous flooring not less than 24 inches wide from the entrance opening to the equipment. On the control side and other sides where access is necessary for servicing the equipment a level working platform extending a minimum of 30 inches from the edge of the equipment with a 36- inch clear working space shall be provided. Top or bottom service equipment shall have a full clearance above or below the unit for component removal. 303 . 3 .2 - For a new construction, a permanent light outlet and lighting fixture, controlled by a switch located at the required passageway opening, shall be provided at, or near, the furnace. 303 . 3 . 3 - For existing construction, a permanent electric light outlet and lighting fixture, controlled by a switch, shall be provided at or near the furnace. 503 .4 - FLEXIBLE DUCT INSTALLATIONS Such code is hereby amended by adding Sections 503 .4 . 1 through 503 . 4.5 to read as follows: 503 .4 . 1 - Air flow from fan section to outlet terminal not pass through more than 14 feet of flexible duct length. 503 . 4.2 - Flexible duct lengths for return air sections shall not total more than 14 feet. 503 .4. 3 - Manufactured mechanical connectors shall be used at each end of flexible duct installation. Connectors shall be installed in conformance with manufacturer's guidelines. Securing flex duct to connectors with tape only is not acceptable. conveniently make the required entries thereon. This permit card shall be maintained in such position by the permit holder until the Certificate of Approval is issued by the Mechanical Official. Exception: For existing construction permit posting is not required. Section 3 . That if any section, subsection, sentence, clause or phrase of this ordinance, or the application of same to a particular set of persons or circumstances, should for any reason be held to be invalid, such invalidity shall not affect the remaining portions of this ordinance, and to such end the various portions and provisions of this ordinance are declared to be severable. Section 4. All ordinances or parts of ordinances in conflict herewith are repealed to the extent of the conflict only. Section 5. Any person who violates any provision of this ordinance shall, upon conviction, be punished as provided in Section 1-8 of the Code of Ordinances of Beaumont, Texas. PASSED BY THE CITY COUNCIL of the City of Beaumont this the .-Fej day of ���� , 1990. - Mayor - 503 .4.4 - The cross sectional area of flexible duct shall not be reduced by improper installation of elbows or by compression from structural limitations. 503 . 4.5 - The flex duct material shall be supported by hangers no less than 1" in width, no more than 10 feet apart, permitting no more than 1/2" sag per foot between hangers. . 801 ELECTRICAL CONNECTIONS Such code is amended by amending section 801.2 and adding 801. 3 to read as follows: 801.2 - For new construction, a disconnecting means and 115 volt outlet shall be installed within sight and easy reach in the ungrounded leads of each power circuit to electrically operated components. The disconnecting means shall in no case be installed farther than 6 ft from the service side of the equipment. 801. 3 - For existing construction, disconnecting means within sight, not more than 50 feet distant from the equipment, and within easy reach in the ungrounded leads of each power circuit to electrically operated components. APPENDIX A Such code is amended by amending Sections A103 . 1. 1, A103 .7.2 and A103 .8.4 of Appendix A to read as follows: A103 . 1. 1 - When Required. Any owner, authorized agent, or contractor who desires to install, enlarge, alter, move, or replace a mechanical system, the installation of which is regulated by this Code, or to cause any such work to be done, shall first make application to the Mechanical Official and obtain the required permit for the work. A-103 . 7.2 - Work Commencing Before Permit Issuance. If any person commences any work on a mechanical system before obtaining the necessary permit, he shall be subject to a penalty of double the permit fees. Exception: For existing construction, permit must be obtained within 24 hours of commencing work. A103 .8.4 - Posting of Permit. Work requiring a mechanical permit shall not commence until the permit holder or his agent posts the mechanical permit card in a conspicuous place on the front of the premises.
