HEREINAFTER DESCRIBED TERRITORY TO THE CITY �--
OF BEAUMONT, JEFFERSON COUNTY, TEXAS, AND C=
EXTENDING THE BOUNDARY LIMITS OF SAID CITY SO
AS TO INCLUDE THE SAID PROPERTY WITHIN THE
CITY LIMITS, AND GRANTING THE SAID TERRITORY C-n
AND TO ALL INHABITANTS THEREOF ALL THE RIGHTS `
AND PRIVILEGES OF OTHER CITIZNES; AND BINDING ....
SAID INHABITANTS BY ALL OF THE ACTS AND
ORDINANCES OF SAID CITY.

WHEREAS, three (3 ) public hearings were held concernir.cl
the proposed annexation of the territory described in Exhibit
attached hereto for all purposes. Said public hearings were hel -I
on September 27, September 28 and October 4, 1988. At the public,,
hearings, all interested persons were provided an opportunity to
be heard; and
WHEREAS, such public hearings were held not more than
forty ( 40 ) days nor less than twenty ( 20 ) days prior to the
institution of annexation proceedings; and
WHEREAS, notices of such public hearings were publishE!:l
in the newspaper having general circulation in the City of
Beaumont, Texas, not more than twenty (20 ) days nor less than tE .rl
( 10 ) days prior to such hearings; and
WHEREAS, the territory lies adjacent to and adjoins the
present boundaries of the City of Beaumont, Texas;
NOW, THEREFORE, BE IT ORDAINED BY THE
CITY OF BEAUMONT
Section 1 .
THAT the land and territory lying adjacent to and adjoining the
present boundaries of the City of Beaumont, Texas, and described.

in Exhibit 11A" at_ _Cheri hereto and made a par iereof for all
purposes, is hereby added and annexed to the City of Beaumont,
Texas; said territory shall hereinafter be included within the
boundary limits of the City of Beaumont, Texas; the present
boundary limits of such City at the various points contiguous to
the area hereinafter described in .Exhibit 1°A" are altered and
amended so as to include said area within the corporate limits of
the City of Beaumont, Texas; such property shall be within Ward 4
for purposes of municipal elections.
Section 2.
The described territory in the area so annexed shall be a part of
the City of Beaumont, Texas, and the inhabitants thereof, if any,
shall be entitled to all the rights and privileges of all the
citizens and shall be bound by the acts, ordinances, resolutions
and regulations of the City of Beaumont, Texas.
Section 3.
The Service Plan for such annexed area, attached hereto as
Exhibit 11B, " is hereby approved.

BEING a 2,678 acre tract of land, more or less, situated in the Pilham
Humphreys Survey, A-32, the John A. Veatch Survey, A-55 and the David
Cunningham Survey, A-15, Jefferson County, Texas, said acre tract being
more particularly described as follows:
BEGINNING at the intersection of the North line of the David Cunningham
Survey, Abstract No. 15 and the West line of the Gulf Refining Co. 308 acre

more or less.
SERVICE FLAN
The following basic scope of services will be provided upon annexation of
the subject property.
WATER SERVICE: The subject property will be provided water service by the
extension of a 12-inch water line down Highway 347 and West Port Arthur
Road from existing lines within the city limits.
SANI'T'ARY SEWER SERVICE: The subject property will be provided sanitary
sewer service from the extension of a 6-inch sewer line down Highway 347
and West Port Arthur Road. Both lines will be force mains with lift
stations feeding into existing lines within the city limits.
Extension of these water and sanitary sewer lines will begin within 30
months after the annexation is cc upleted. The cost will be borne by the
City of Beaumont.
STORM DRAINAGE: All development within the proposed annexation area will
be addressed according to specification from the City Engineers office.
Existing drainage for the proposed annexation area is currently provided by
roadside open ditches with the storm water run-off accepted into the Neches
River Basin.
SOLID IiAS"TE COLLECTION: Solid waste collection will follow the normal
pattern for c=nercial and residential areas.
r7AINTEMANCE OF PUBLICLY DEDICATED COlM= FACILITIES: There are no
publicly dedicated ccnmunity facilities within the area to be annexed. Any

developed or created in the future will be maintained according to the
normal maintenance level provided to all com¢minity facilities within the
city.
DEDICATED STREEI.'S: The streets within the area to be annexed will be
maintained by the City of Beaumont except those streets which are private,
or under state maintenance. Future streets which will be dedicated by way
of subdivision plat will be maintained by the City upon acceptance by the
Director of Public Works and City Council, as per the normal procedure.
DEDICATED PARKS OR PZ.AYGRM4DS: Any lands intended to be dedicated for
recreational purposes will receive individual review by the Parks Director
and Planning Director to see that they are consistent with the City's
Ccuprehensive Park and Open Space Plan prior to their acceptance by City
Council.
STREET LI=: Existing street lights along the portion of the roads to be
maintained by the City, will be maintained by the City. Street lights in
newly platted subdivisions within the area to be annexed will be maintained
by the city upon acceptance by the Public Works Director and City Council
as per normal procedure.
FIRE AND POLICE PROTECTION: Fire protection for the subject property will
come from Station #3 at Kenneth and Brockman. The new water lines will
Provide the necessary water to bring fire service to a level equal with the
rest of the city. Police protection will be provided by patrol units. The
area is in Police patrol sector 30.
