ENTITLED AN ORDINANCE ESTABLISHING A SISTER
CITY COMMISSION; PROVIDING FOR ITS
ADMINISTRATION; PROVIDING ITS DUTIES AND
RESPONSIBILITIES; PROVIDING FOR SEVERABILITY
AND PROVIDING FOR REPEAL.
WHEREAS, the City of Beaumont has established a
successful sister cities program with the City of Beppu, Japan;
and,
WHEREAS, the City desires to formalize the sister city
relationship through the establishment of a Sister City
Commission to act in an advisory capacity to the City Council of
the City of Beaumont;
NOW, THEREFORE, BE IT ORDAINED BY THE
CITY OF BEAUMONT:
Section 1 .
THAT the Code of Ordinances of the City of Beaumont be, and the
same is hereby, amended by adding a new section 2-51 to read as
follows:
Section 2-51 : Sister City Commission
There is hereby created a Sister City Commission
composed of twenty-one (21 ) members who are resident
citizens and voters of the City. The members of the
Sister City Commission shall be appointed by the City
Council. Of the initial twenty-one (21 ) members, ten
( 10 ) shall be appointed for a term of one ( 1 ) year and
eleven (11 ) shall be appointed for a term of two (2 )
years, thereafter, the term of office of each
commissioner shall be for two (2 ) years or until a
successor is appointed. Appointment shall be as
follows: Three (3 ) members shall be appointed by the
Mayor and three (3 ) by each Council Member. The
Commission shall elect from its membership officers and
committee chairs as necessary. The Mayor shall serve
as an honorary non-voting member of the Commission.

The Commission' s duties, among others, shall be to plan
and implement the structure of a local Sister Cities
Program, and advise City Council concerning such
structure and program and promulgate guidelines and
suggestions for improvement of the Sister Cities
Program. The Commission shall act as liaison with
Sister City International.
Section 2 .
That if any section, subsection, sentence, clause or
phrase of this ordinance, or the application of same to a
particular set of persons or circumstances, should for any reason
be held to be invalid, such invalidity shall not affect the
remaining portions of this ordinance, and to such end the various
portions and provisions of this ordinance are declared to be
severable.
Section 3.
All ordinances or parts of ordinances in conflict
herewith are repealed to the extent of the conflict only.

the day of 1987.
