ENTITLED AN ORDINANCE ESTABLISHING A CONVENTION
AND TOURISM ADVISORY BOARD; PROVIDING FOR ITS
DUTIES; PROVIDING FOR SEVERABILITY AND PROVIDING
FOR REPEAL.
BE IT ORDAINED BY THE CITY OF BEAUMONT:
Section 1 .
That Chapter 20 of the Code of Ordinances of the City of
Beaumont be, and the same is hereby, amended by adding a new
Section 20-34 to read as follows :
Section 20-34:
(a) There is hereby created a Convention and Tourism
Advisory Board to be composed of fifteen ( 15) members
who are resident citizens and qualified voters of the
city. The members of the Convention and Tourism Advisory
Board shall be appointed by the City Council from
various occupational specialties or agencies as follows:
1 ) Hotel/Motel 9) Chamber of Commerce
2) Hotel/Motel 10) Lamar University
3) Restaurant 11) Port of Beaumont
4) Restaurant 12) Historical
5) Museum-attraction 13) Arts and Entertainment
6) Travel 14) General
7) Advertising 15) General
8) Media
Of the initial fifteen (15) members appointed, eight (8 )
shall be appointed for a term of three ( 3 ) years and
seven (7 ) shall be appointed for a term of two (2 ) years;
thereafter, the term of office of each member of the
Convention and Tourism Advisory Board shall be for three
(3 ) years or until a successor is appointed. A Council
member to be appointed by the Mayor and the Director of
Convention Facilities shall serve as ex-officio members
of the board in an advisory capacity. Vacancies shall be
filled by the City Council for the unexpired term.
Members of the Convention and Tourism Advisory Board
shall serve without compensation. All members of the
Convention and Tourism Advisory Board shall be subject to
removal at the will and pleasure of the Council .

(b) The duties of the Convention and Tourism Advisory
Board shall be advisory in nature to the City Council and
the City Manager. It shall participate with the Director
of the Department of Convention Facilities, or his or her
designee in developing convention and tourism goals and
objectives, in devising marketing strategies for
accomplishment of those goals and objectives, and in
monitoring the results of implementation of those
strategies. It shall participate in the preparation and
formulation of the annual budget for convention and
tourism activities. It shall report on a quarterly basis
to the City Council . The board shall select its own
chairman and other such officers as are deemed
appropriate. By-laws shall be adopted by the board
within ninety (90) days of its creation.
Section 2 .
That if any section, subsection, sentence, clause or
phrase of this ordinance, or the application of same to a
particular set of persons or circumstances, should for any reason
be held to be invalid, such invalidity shall not affect the
remaining portions of this ordinance, and to such end the various
portions and provisions of this ordinance are declared to be
severable.
Section 3 .
That all ordinances or parts of ordinances in conflict
herewith are repealed to the extent of the conflict only .
