ENTITLED AN ORDINANCE AMENDING ARTICLE
IV OF CHAPTER 6 OF THE CODE OF
ORDINANCES OF THE CITY OF BEAUMONT TO
REMOVE REFERENCES TO LIMITED ELECTRICIAN
( ELEVATOR) AND OUTSIDE ELECTRICIAN;
PROVIDE REGULATIONS SO THAT TESTING FOR
ELECTRICIAN' S LICENSES MAY BE DONE BY
THE SOUTH EAST TEXAS REGIONAL ELECTRICAL
EXAMINATION BOARD; INCREASING PERMIT
FEES; ALLOWING THE USE OF ARMOR CABLE;
PROVIDING FOR SEVERABILITY ; PROVIDING
FOR REPEAL AND PROVIDING A PENALTY.
BE IT ORDAINED BY THE CITY OF BEAUMONT:
Section 1 .
Section 6-51 of Chapter 6 of the Code of Ordinances of the
City of Beaumont is hereby amended to remove and repeal the
definition for "limited electrician ( elevator) " and "outside
electrician" , amend the definition of Journeyman Electrician and add
a definition for Sign-Erector to read as follows:
Journeyman Electrician - Any person who is
employed by a person (who is by training ,
experience, and education competent to lay out,
design and install a system of wiring for light,
heat or power to conform to the National
Electrical Code) to do electrical work for wages
and who does not furnish any materials or
supplies in the performance of his work .
Sign Erector - Any person who is employed by a
limited electrician ( sign) to install signs for
wages and who does not furnish any materials and
supplies in the performance of his work .
Section 2 .
Section 6-72( e) of Chapter 6 of the Code of Ordinances of
the City of Beaumont is hereby amended to read as follows:
Section 6-72( e)
It shall be the duty of such board to recommend
to the mayor and city manager two persons to serve
on the South East Texas Regional Electrical
Examination Board. These persons shall participate
in such board according to the agreement and bylaws
of the South East Texas Regional Electrical
Examination Board.
Section 3 .
Section 6-81 of Chapter 6 of the Code of Ordinances of the
City of Beaumont is hereby amended to read as follows:
Section 6-81
There shall be five (5 ) classes of electrical
registration which shall be known as follows:
1 . Master Electrician;
2 . Limited Electrician ( Sign) ;
3 . Maintenance Electrician;
4 . Journeyman Electrician;
5 . Sign Erector.
Section 4 .
Section 6-82 of Chapter 6 of the Code of Ordinances of the
City of Beaumont is hereby amended to read as follows:
Section 6-82
( a) All applicants for examination for masters,
journeymen, maintenance and limited electrician
( sign) shall be referred to the South East
Texas Regional Electrical Examination Board.
(b) The following fees and bonds shall be
applicable in this Code:
Annual Surety
Classification Registration Renewal Bond
( 1 ) Master Electrician $ 50.00 $ 25. 00 $ 1 ,000. 00
( 2 ) Ltd . Electrician ( Sign) 25. 00 25. 00 1 ,000. 00
( 3 ) Journeyman Electrician 5.00 5. 00 None
( 4 ) Maintenance Electrician 5 . 00 5. 00 None
( 5 ) Sign Erector 5. 00 5.00 None
Section 5 .
Section 6-84 of Chapter 6 of the Code of Ordinances of the
City of Beaumont is hereby amended to read as follows:

Section 6-84
Upon presentation to the chief electrical
inspector of a "certificate of competency" from the
South East Texas Regional Electrical Examining
Board, and after applicant has paid to the City the
fees prescribed in this code, and furnish bond if
required herein, the chief electrical inspector
shall issue to such applicant the appropriate
license on a form prescribed by such board, and
such applicant shall be considered registered
within the meaning of this code.
Section 6 .
Section 6-85 of Chapter 6 of the Code of Ordinances of the
City of Beaumont is hereby amended to read as follows:
Section 6-85
( a) Annual renewal of the license shall be
accomplished by issuance of a receipt signed by the
chief electrical inspector issued upon payment each
year extending the validity of the corresponding
numbered license for that year only .
(b) The annual renewal fee shall be $25. 00 for
master electricians and limited electrician ( sign)
and $ 5. 00 for journeymen, maintenance, and sign
erectors.
( c) Annual renewal fees for master and limited
electrician ( sign) are due January 1 and payable on
or before January 31 of each year. Licenses will
be declared invalid unless the annual renewal fee
is paid on or before June 30 of each year. License
holders who have not paid their annual renewal fee
will not be permitted to perform work or be issued

permits after January 31 of each year. A
reinstatement fee of $10.00 will be assessed to
those failing to renew by January 31 of each year.
The annual renewal fees for journeyman,
maintenance, and sign erectors and shall be paid
on or before December 31. Licenses may not be
renewed so long as annual fees remain unpaid.
Section 7 .
Section 6-92 of Chapter 6 of the Code of Ordinances of the
City of Beaumont is hereby amended to read as follows:
Section 6-92
In the actual work of installing , maintaining ,
altering or repairing of any electrical conductors
or equipment for which a permit is required by this
code, there shall be present and in direct
supervision a qualified electrician of the proper
classification. It shall be required that a master
or sign electrician, as the case may be, be liable
and responsible for the layout and technical
supervision of any work which has required the
securing of permits and a journeyman electrician
shall not supervise at the job site more than three
( 3 ) unclassified workers. Should it come to the
notice of the chief electrical inspector or his
assistants that such supervision and control are
not being maintained, the inspector may order the
work to be discontinued and the person to whom the
permit has been issued shall discontinue further
work until proper supervision has been employed or
supplied.
Section 8 .
Section 6-115( 1 ) of Chapter 6 of the Code of Ordinances of
the City of Beaumont is hereby repealed.

Section 9 .
That if any section, subsection, sentence, clause or
phrase of this ordinance, or the application of same to a particular
set of persons or circumstances, should for any reason be held to be
invalid, such invalidity shall not affect the remaining portions of
this ordinance, and to such end the various portions and provisions
of this ordinance are declared to be severable.
Section 10.
All ordinances or parts of ordinances in conflict herewith
are repealed to the extent of the conflict only.
Section 11 .
Any person who violates any provision of this ordinance
shall, upon conviction, be punished as provided in Section 1-8 of
the Code of Ordinances of Beaumont, Texas.
