ENTITLED AN ORDINANCE CANVASSING THE RETURNS
OF THE REGULAR CITY ELECTION WHICH WAS HELD
ON THE 3RD DAY OF APRIL, 1982, TO DETERMINE
WHO SHALL BE MAYOR, COUNCILMEN FOR WARDS I,
II, III, AND IV; ORDERING A RUN-OFF ELECTION
FOR WARD III; PROVIDING FOR SEVERABILITY AND
PROVIDING FOR REPEAL.
WHEREAS, the City Council of the City of Beaumont, in
session duly called the regular city election to be held on the
3rd day of April, 1982, and the election returns of the votes cast
in said election were canvassed for the following officials :
For the officer for the office of Mayor;
For the officer for the office of Councilman
for the 1st Ward;
For the officer for the office of Councilman
for the 2nd Ward;
For the officer for the office of Councilman
for the 3rd Ward;
For the officer for, the office of Councilman
for the 4th Ward;
WHEREAS., after duly canvassing said returns, the City
Council found that the votes cast at said election for the several
candidates for said offices were as follows :

NOW, THEREFORE, BE IT ORDAINED BY THE
CITY OF BEAUMONT:
Section 1.
That the results of said regular City election be, and the same
are hereby, declared to have been as herein set out, and the
following named persons were elected to the following offices :
For Mayor: Bill Neild
For Councilman for the 1st Ward: Bill Cox
For Councilman for the 2nd Ward: Evelyn Lord
For Councilman for the 4th Ward: Wayne Turner
The City Council of the City of Beaumont further finds
that notice of said election was duly and properly given as
required by law and provided in the ordinance calling for said
election, and that said election was duly and regularly held and
returns thereof were duly and regularly made by the proper
officials of said election and in all things according to law.
Section 2.
That in accordance with the provisions of the City
Charter of the City of Beaumont and the laws of the State of Texas
relating thereto, there shall be held in the City of Beaumont on
the 17th day of April, 1982, a run-off election, with candidates
Tom J. Ivey and Joseph D. Deshotel, for the purpose of electing an
officer for the office of Councilman for the 3rd Ward.
Section 3.
That legally qualified voters residing within the
corporate limits within the City of Beaumont shall be entitled to
a vote at said election.
Section 4.
That said election shall be held in the City of Beaumont
at the following places and the following named persons appointed
presiding judges and alternates for their respective voting boxes,
with the authority to select and appoint their own clerks,
to-wit:

The presiding judge for each election precinct shall
appoint two clerks and as many additional clerks as he deems
necessary for the proper conduct of the election, provided that
not more than a total of five clerks shall be appointed for any
precinct, who shall be selected from different political parties
when practicable.
Section 5.
That said election shall be held under, and the
qualifications of those voting thereat shall be controlled by , the
provisions of the State laws governing elections.
Section 6.
The form of ballot which shall be used in said run-off
election shall be substantially as follows :

Section 7.
In accordance with the provisions of the laws of the
State of Texas, Tom Jones is hereby appointed Presiding Judge
of the Central Counting Station, Tom Lawrence is hereby appointed
Manager of said Central Counting Station, and Raymond McInnis is
hereby appointed Tabulation Supervisor.
Section 8.
In accordance with the provisions of the laws of the
State of Texas, an electronic voting system shall be used for
voting on the day of election and also for the casting of absentee
votes by personal appearance at the City Clerk' s office. In
accordance with the provisions of the laws of the State of Texas,
absentee votes by mail shall be counted by a special canvassing
board, which shall be composed of E. A. Adams.

Section 9.
That if any section, subsection, sentence, clause or
phrase of this ordinance or the application of same to a
particular person, or to a particul set of circumstances, should
for any reason be held invalid, such invalidity shall in no way
affect the remaining portions of this ordinance and to such end
the various portions and provisions of this ordinance are declared
to be severable.
Section 10.
That all ordinances and parts of ordinances in conflict
herewith are hereby repealed.
