ORDINANCE NO.
ENTITLED AN ORDINANCE ANNEXING THE HEREINAFTER
DESCRIBED TERRITORY TO THE CITY OF BEAUMONT,
JEFFERSON COUNTY, TEXAS, AND EXTENDING THE
BOUNDARY LIMITS OF SAID CITY SO AS TO INCLUDE
THE SAID HEREINAFTER DESCRIBED PROPERTY WITHIN
THE CITY LIMITS, AND GRANTING THE SAID
TERRITORY AND TO ALL FUTURE INHABITANTS OF
SAID PROPERTY ALL OF THE RIGHTS AND
PRIVILEGES OF OTHER CITIZENS AND BINDING
SAID FUTURE INHABITANTS BY ALL OF THE ACTS
AND ORDINANCES OF SAID CITY.
WHEREAS, two (2 ) public hearings were held concerning the
proposed annexation of the territory described in Exhibit "A" hereto.
The first such public hearing being held November 16, 1981 with the
second such public hearing being held on the property described in
Exhibit "A" on November 30, 1981 . At both such hearings, all
interested persons were provided an opportunity to be heard; and,
WHEREAS, such public hearings were held not more than
forty (40) days nor less than twenty (20) days prior to the
institution of annexation proceedings; and,
WHEREAS, notices of such public hearings were published in
the newspaper having general circulation in the City of Beaumont,
Texas not more than twenty (20) nor less than ten (10) days prior to
such hearing; and,
WHEREAS, the territory lies adjacent to and adjoins the
present boundaries of the City of Beaumont, Texas;
NOW, THEREFORE, BE IT ORDAINED BY THE
CITY OF BEAUMONT:
Section 1 .
The land and territory lying adjacent to and adjoining the present
boundaries of the City of Beaumont, Texas and described in Exhibit
"A" attached hereto and made a part hereof for all purposes, is
hereby added and annexed to the City of Beaumont, Texas and said
territory hereinafter described shall hereinafter be included within

the boundary limits of the City of Beaumont, Texas, and the present
boundary limits of such City at the various points contiguous to the
area hereinafter described in Exhibit "A" , are altered and amended so
as to include said area within the corporate limits of the City of
Beaumont, Texas.
Section 2 .
The described territory in the area so annexed shall be a part of the
City of Beaumont, Texas, and the inhabitants thereof, if any, shall
be entitled to all the rights and privileges of all the citizens and
shall be bound by the acts, ordinances, resolutions and regulations
of the City of Beaumont, Texas. The Service Plan for such annexed
area attached hereto as Exhibit "B" is hereby approved.

FIELDNOTE DESCRIPTION of a 49.5440 acre tract of land out of that certain 400
acre tract, more or less, described in deed from Hugh Long and wife, Alice Long
to M. F. Yount dated April 5, 1929 and recorded in Volume 321, Page 460 of the
Deed Records of Jefferson County, Texas, said 49.5440 acre tract or parcel of
land being more fully bounded and described as follows:
BEGINNING at the southwest corner of the herein described tract, said
corner being a 5/8" iron rod which marks the most westerly southwest corner
of said 400 acre tract, and also being the northwest corner of the Buckner
Baptist Benevolences 87 acre tract, recorded in Volume 1960, Page 38 of the
Deed Records of Jefferson County, Texas;
THENCE with the west line of said 400 acre tract and the west line of the
herein described tract, North zero degrees four minutes twelve seconds West
(N 00° 04' 12" W) for a distance of two thousand six hundred ten and
fifty-two hundredths feet (2610.52' ) to a point for corner in the
centerline of a drainage ditch;
THENCE with the centerline of said drainage ditch the following courses:
South 57 Degrees 52 Minutes 49 Seconds East 231.02 feet
South 73 Degrees 22 Minutes 49 Seconds East 134.91 feet
South 28 Degrees 16 Minutes 49 Seconds East 197.44 feet
South 39 Degrees 23 Minutes 07 Seconds East 220.16 feet
South 23 Degrees 48 Minutes 22 Seconds East 189.47 feet

To a point for corner in the westerly city limits line of the City of
Beaumont, said point being the northeast corner of the herein described
tract and the northwest corner of Evangeline Meadow Unit II, plat of which
appears in Volume 14, Page 44 of the Map Records of Jefferson County,
Texas;

THENCE with the westerly city limits line, the west line of Evangeline
Meadow Unit II, and the most easterly line of the herein described tract,
South zero degrees two minutes fifty-eight seconds East (S 00° 02' 58" E)
for a distance of one thousand five hundred fifty and forty-one hundredths
feet (1550.41 ' ) to the southwest corner of Evangeline Meadow Unit II, said
corner being the point of intersection of the north Line of Manion Drive, a
sixty foot (60' ) wide street right-of-way with the west line of Meadowridge
Drive, a fifty foot (50' ) wide street right,of-way, and also being the most
easterly southeast corner of the herein described tract;
THENCE with the north line of Manion Drive, the City of Beaumont's city
limits line, and the most northerly south line of the herein described
tract, South eighty-nine degrees fifty-nine minutes zero seconds West (S
89° 59' 00" W) for a distance of two hundred thirty and ninety-seven
hundredths feet (230.97' ) to an exterior ell corner in the City of Beaumont
city limits line;
THENCE continuing with the City of Beaumont city limits line and the west
right-of-way line ending Manion Drive, South zero degrees one minute zero
seconds East (S 00° 01 ' 00" E) for a distance of sixty and zero hundredths
feet (60.00' ) to an interior ell corner in the City of Beaumont city limits
line, said corner also being in the north line of the Buckner Baptist
Benevolences 87 acre tract and the south line of Manion Drive;+
THENCE with the north line of said Buckner Baptist Benevolences 87 acre
tract, the City of Beaumont city limits line, and the most southerly line
of the herein described tract South eighty-nine degrees fifty-nine minutes
zero seconds West (S 89° 59' 00" W) for a distance of seven hundred
eighty-one and thirteen hundredths feet (781.13' ) to the PLACE OF
BEGINNING;
CONTAINING IN AREA 49.5440 acres of land, more or less.
It Being Intended that said tract or parcel of land be annexed by the City
of Beaumont.

Subject: Proposed service plan for annexation request which Date: November 16, 1981
includes 49. 5 acres at the western terminating point
of Manion Drive COMMENT:
The area in consideration for annexation will be provided with
the following City services:
• WATER SERVICE: The subject property will be provided with
water service from an existing 12 inch water line in Manion
Drive.
• SANITARY SEWER: The subject property will be provided with
sanitary sewer service from an existing 15 inch line in Manion
Drive.
• STORM DRAINAGE: All developments within the proposed annexa-
tion area will be addressed according to specifications from
the City Engineer's office. Storm runoff from all new develop-
ment will be accepted either into underground storm sewers in
Manion Drive or through an open ditch which is the northern
boundary of the current request.
• FIRE AND POLICE PROTECTION: Fire protection for the subject
area will be provided by Station #9 at 7010 Gladys. Normal
police patrol service will be provided. The area is located
within Service District #6.
• MAINTENANCE OF PUBLICALLY DEDICATED COMMUNITY FACILITIES:
- Dedicated streets: Streets which will be dedicated by way
of subdivision plat will be maintained by the City upon
acceptance by the Director of Public Works as per the normal
procedure.
- Dedicated parks or playgrounds: Any lands intended to be
dedicated for recreational purposes will receive individual
review by the Director of Parks and Recreation as well as
the Planning Department to see that they are consistent
with the City's Comprehensive Park and Open Space Plan prior
to their acceptance.

• STREET LIGHTS: Street lights in new platted subdivisions
within the annexed area are to be provided at the developer's
expense as per the requirements of the current Street Light
Ordinance. The locations are determined by the Traffic
Department in conjunction with Gulf States Utilities.
• SOLID WASTE: Solid waste collection will follow the normal
pattern for residential areas.
