REQUESTED ACTION: Council approval of a resolution authorizing the City Manager to execute a
contract for Sanitary Sewer System Improvements East Lucas Interceptor
Rehabilitation.
RECOMMENDATION
Administration recommends approval of a contract with Allco, Inc., Beaumont, Texas, in the amount of
$1,929,668.65 to rehabilitate 2,839 linear feet of 30-inch sanitary sewer lines,7,949 linear feet of 27-inch sanitary
sewer lines, 1,833 linear feet of 24-inch sanitary sewer lines, 2,957 linear feet of 18-inch sanitary sewer lines,
3,987 linear feet of 15-inch sanitary sewer lines, replace 75 manholes,replace 72 service connections,replace
1,470 linear feet of 4-, 6-, 8-, 10-, 12-, and 15-inch laterals, install 923 linear feet of new 8-inch gravity sewer
lines,install 216 linear feet of new 24-inch gravity sewer lines,install 185 linear feet of 8-inch force main, and
construct a new lift station on Astor Street. The project will start on Concord Road at Treadway Roadand will
move east covering sections of Pine Burr, East Lucas Drive, Windsor Drive, Trinidad Street,Astor Street, and
Primer Street.
The MBE goal will be met through subcontracts with the certified MBE firm of Texas Mechanical for$424,573.
This amount represents 22 percent of the total bid.
BACKGROUND
The existing sewer lines built in the 1950's have deteriorated and require major rehabilitation. The primary goals
of the project are to restore the integrity of the sanitary sewer lines, restore the carrying capacity, and provide
customers with uninterrupted and adequate service.
BUDGETARY IMPACT
Funds for the project are available in Water Utilities Division Capital Improvements.

RECOMMENDATION
The Administration recommends that City Council conduct a public hearing/workshop to review
and receive comments from citizens, neighborhood associations and non-profit agencies on the
2003 Action Plan of the Consolidated Block Grant Program, and that City Council adopt the
preliminary budget, schedule and application deadline for the 2003 Action Plan.
BACKGROUND
As mandated by the U. S. Department of Housing and Urban Development, City Council has
conducted such public hearings/workshops in previous years prior to adopting the City's Annual
Action Plan. In addition, the Community Development Advisory Committee (CDAC) has held
two (2) meetings to discuss the 2003 Action Plan in preparing to make its recommendations to
City Council.
BUDGETARY IMPACT
The projected 2003 federal allocation of$3,069,000 is comprised of$2,126,000 in Community
Development Block Grant funds, $860,000 in HOME funds and$83,000 in Emergency Shelter Grant
funds. The proposed budget includes $150,000 for projected program income.

RECOMMENDATION
Administration recommends authorization of an expenditure to Frazer, Inc. for repairs to an
ambulance module and installing the module on a new chassis.
BACKGROUND
Unit 7128, a 1997 Ford Chassis equipped with a Frazer ambulance body, was damaged during a
criminal assault by another vehicle. Both the body and chassis suffered extensive damage. This
unit's chassis was scheduled for replacement in FY2003. The new 2002 Ford chassis was ordered
in October and was recently delivered to Frazer in Houston for remounting the ambulance module.
The cost for repairs to the module as a result of the accident is $14,370 and the cost for installing
it to a new chassis is $14,000 for a total of$28,370.
This expenditure is exempt from competitive bidding since the module is available only through
Frazer, Inc.
BUDGETARY IMPACT
Funds for the remounting of the ambulance module are available in the Capital Reserve Fund. Funds
for the cost of repairs to the module are available in the Fleet Fund.
PREVIOUS ACTION
Resolution No. 02-253 was authorized by Council for the purchase of a 2002 Ford chassis on
October 29, 2002.

The property described above currently has two (2) weed liens totaling $1,188.55 which
represents $541.06 in principal and$647.49 in interest and fees. Beaumont Habitat for Humanity
has requested that all charges be waived and that the liens which are dated 1982 and 1988 be
released to provide an unencumbered title to the property. Beaumont Habitat for Humanity
currently owns the property however the liens were placed on the property when it was owned
by Dr. David Allen who is deceased.

RECOMMENDATION
Administration recommends award of a six(6) month contract for the purchase of liquid chlorine
to Altivia Corporation of Houston, Texas at the unit cost of$305.80 per ton.
BACKGROUND
Bids were requested for a six (6) month contract to purchase liquid chlorine for use by the Public
Works Department, Water Utilities Division. Chlorine is used to disinfect and purify the water
supply. Unusually volatile pricing for chlorine in the past year has resulted in the shorter duration
of this contract than for other water treatment chemicals. Vendors are currently unable to hold
pricing firm for longer than six (6) months.
Bid notices were provided to three(3) vendors with two (2) responding with bids. The product
of the recommended vendor has been used previously and meets bid specifications.
