BACKGROUND J. D. Kemp,the owner of Bell Fence and Manufacturing Company, wishes to relocate his business from its current location at the corner of 4th Street and Crockett to the former McCoy's Lumber Yard at 2725 S. 1 lth Street. The business includes the following activities: — distribute fence material, wholesale and retail — fabricate chain link gates (weld) — fabricate vinyl fence(computerized router) — fabricate ornamental iron fence and powder coat — saw some wood products. All fabrication offences will be conducted within the two enclosed buildings. A portion of the former retail building will be remodeled to include offices for the business. Hours of operation will be from 7:30 a.m. to 5 p.m. BUDGETARY IMPACT None. PREVIOUS ACTION At a joint Public Hearing with City Council to be held December 16,2002,the Planning Commission will consider this specific use permit to allow a wholesale/retail/fabrication fence company in a GC- MD (General Commercial-Multiple Family Dwelling) District at 2725 S. 11' Street, subject to the disabled parking meeting City requirements. The lowest bid that met our bid specifications was submitted by North River Insurance Company and has a Best Rating of A-. All specification requirements were met. The results of the bid tabulations are attached for review. Staff is recommending that the policy for excess workers'compensation insurance be awarded to North River Insurance Company. This policy will become effective January 1, 2003 for one year with an option to renew two (2)additional years at the same guaranteed rate. Based on the 2003 projected payroll of$47,062,900,the annual premium for the first year is$75,000. The estimated annual premium for the following two years will be based on a rate of.159 per$100 of payroll. North River Insurance Company will provide a preferable level of coverage with statutory limits. BACKGROUND The City is self-insured for its workers'compensation program. The excess insurance coverage limits the City's liability for claims from any one job related injury or accident. The City's liability is called Self-Insured Retention(SIR). In other words,the insurance carrier will cover all costs incurred on any individual claim more than$500,000 up to any amount authorized by statute. Staffrecommends that the City increase our current level of coverage from a$10,000,000 limit to a statutory limit. Our current Policy is with Gulf Insurance Company and has been for three (3) years. The annual premium for the calender year of 2002 was $24,195. As a result of the terrorists attacks of September 11, 2001, the best overall bid proposal received by the City of Beaumont for an annual premium is$75,000. The City is now being considered at a higher risk for the possibility of a terrorist attack. Approximately 1,330 full-time employees and 300 part-time, temporary and/or casual employees are covered by workers' compensation. BUDGETARY IMPACT Appropriation of Funds for this expenditure are available in the Employee Benefits Fund. PREVIOUS ACTION None. SUBSEQUENT ACTION None. RECOMMENDATION Administration recommends the purchase ofninety-five(95)mobile radios,thirty-eight(3 8)portable radios and six(6)controllers from Motorola through the Houston-Galveston Area Council(H-GAC) in the amount of$218,974.40. This price includes a H-GAC administrative fee of$3,508.79. BACKGROUND In 2000, the City purchased an 800 MHz Radio Communication Trunking System from Motorola. Included in the initial purchase was infrastructure to support the majority ofthe City's communication users and 300 mobile and portable radios for the Police Department. As funding becomes available,the system will be expanded to other departments to replace equipment purchased during the past sixty(60)years. The Water Utilities Department has requested that the system be expanded to their department to replace their older antiquated low band radio system. To convert to the 800 MHz system, Water Utilities has requested mobile radios, portable radios and control stations. The 800 MHz trunked radio system provides users with radio communication between departments or within their own departmental "talk groups." While each department shares a common communications system infrastructure, each department is able to communicate independently and privately. If necessary, such as during emergencies requiring multi-department response, users can be organized into talk groups. The present low band transmitter,purchased in 1987 for the Water Utilities Department,has limited range due to the system's low wattage output. Telephone circuit lines currently used to transmit signals to communication towers will be terminated thus reducing the cost for leased circuit lines. In addition,the need for cell phones by field users will be reduced. The mobile radios will be installed in Water Utility vehicles,the portable radios will be issued to supervisory and field personnel in Water Administration, Water Distribution, Sewer Maintenance, Water Reclamation and Water Production. Three (3) controllers will be installed at the Water Utilities Administration Facility, two (2) controllers at the Water Production Plant and one (1) controller at the Water Reclamation Plant. RECOMMENDATION Administration recommends payment of an invoice to Motorola in the amount of$34,544.35 for software support for a period of one (1) year. BACKGROUND The software maintenance agreement provides for twenty-four (24) hour support and updates to the vendor's software during the contract period. Currently, there are 118 MDC's installed in the City's Police, Fire, and Emergency Medical Service vehicles. The invoice includes maintenance for two (2) MDC's utilized by the Jefferson County Sheriff's Department and one (1) by the Texas Department of Public Safety. The City will be reimbursed $253.50 from the Jefferson County Sheriff's Department and$126.75 from the Texas Department of Public Safety. In 1999, the City purchased the mobile data communication system for the Police Department. An MDC is a wireless data communications system providing officers with direct access to the host Computer Aided Dispatch (CAD) system. The system provides officers with the ability to access information from the National Crime Information Center,Texas Crime Information Center and from the City's AS400 mainframe computer. Complete case files from the AS400 database can be accessed providing field officers with detailed graphical images including fingerprints, photographs, maps and diagrams. RECOMMENDATION Administration recommends award of a six(6) month contract for purchasing lubricants to Fuller Oil Co., Inc. at the unit costs reflected in the attached bid tabulation, with an estimated total expenditure for the contract period of$36,372.45 BACKGROUND The contract specifies that the successful bidder shall provide approximately 11,050 gallons of various lubricants at fixed unit costs for use by various City departments in maintaining equipment. The awarded vendor shall also provide three (3) bulk tanks of at least 300 gallon capacity each at the fleet maintenance facility for City use during the contract period. The ability to receive and store bulk delivery of lubricants will allow the City to realize cost savings. Twenty (20) vendors were notified with five (5) submitting bids. The specifications for products bid by Fuller Oil Co., Inc. have been reviewed by Fleet Management Division personnel and meet requirements set forth in the bid. The attached bid tabulation also reflects the unit cost per lubricant for the previous contract period. The local sales tax impact analysis formula was applied to the local vendor's bids, but did not alter the bid standings. RECOMMENDATION Administration recommends award of a bid for the purchase of two (2) portable centrifugal trash pumps in the amount of$57,945 to Saladin Pump and Equipment of Beaumont, Texas. BACKGROUND One (1) pump specified in the bid is for use in the Water Reclamation Plant, and the other will be used by the Water Distribution Division. The pump will be used in the Reclamation Plant to bypass the water clarifier units during routine maintenance while the clarifiers are taken out of service, and for various de-watering applications as necessary throughout the plant. The unit for Water Distribution will be used to bypass damaged sections of water and sewer pipe while under repair, or to de-water the access to the pipe. The unit will frequently be used in residential areas, and at times will be in service throughout the night. A sound-attenuated model was specified for this application in order to minimize the audible disturbance to affected neighborhoods. Bid notices were provided to 13 vendors, with four (4) responding with bids as reflected in the attached tabulation. The bid submitted by Service Pump and Compressor was the apparent low bid at$55,458, but was determined by Water Utilities personnel as not meeting certain minimum performance specifications, primarily with regard to the impeller, mechanical seal, vibration controls, trailer and sound enclosure. The exceptions are as follow: • The impeller specified is a two-vane, spiral type which provides higher efficiency and allows for higher suction lifts with lower horsepower requirements than the enclosed two- port design submitted by Service Pump and Compressor. Purchase of Two (2) Centrifugal Trash Pumps December 10, 2002 Page 2 • The pump is required by specification to have replaceable front and rear wear plates and an alloy steel shaft, with a double mechanical seal with silicon carbide faces for durability. The unit submitted by Service Pump does not possess the wear plates and the seal faces are tungsten, a material lacking the strength of the silicon carbide. The unit proposed by Thompson Pump shares this exception to specifications. • The pump specified is a rotary vane vacuum pump which provides a higher air flow at greater vacuum levels,resulting in quicker priming cycles than the diaphragm type vacuum pump submitted by Service Pump and Compressor. The Thompson pump is also a diaphragm type pump. • Specifications require that the pump and engine shall mount on the chassis via anti- vibration mountings to reduce noise and component fatigue due to vibration. The unit quoted by Service Pump and Compressor does not utilize anti-vibration mountings. • The specified trailer is to be hot dipped galvanized to eliminate corrosion due to the harsh environment in which the pumps will be used. The trailer submitted by Service Pump and Compressor is blasted,primed and painted only. The Thompson trailer also is primed and painted only, not galvanized. • The enclosure on the sound-attenuated model is specified to be of polyurethane construction to eliminate corrosion and increase durability. The enclosure submitted by Service Pump and Compressor is 12-gauge sheet metal with powder coat finish. The Thompson enclosure is aluminum. Water Utilities has determined that the units submitted by Saladin Pump and Equipment meets the performance specifications contained in the bid. The pumps carry a two (2) year parts and labor warranty. BUDGETARY IMPACT Funds are available for this expenditure in the Water Utilities Fund. PREVIOUS ACTION None. SUBSEQUENT ACTION None. RECOMMENDATION The Administration recommends a tax exemption at 100% for the additional assessed value for a period of ten(10)years. BACKGROUND Mr. David Bienvenu, the property owner is renovating the "Ogden House" at 1608 Orange. Renovations to the three buildings include repairs to both the interior and exterior of the carriage house, servants quarters and the main house. Total costs are estimated at $155,000. The dollar amount of the improvements to the buildings exceeds the current value of the entire property. These three buildings are major contributing structures in the neighborhood and their renovation will play a significant role in the revitalization of the Heart of the City neighborhood. BUDGETARY IMPACT For a period of ten(10)years the taxes on the property at 1608 Orange will be frozen at 100%of the pre-renovation value. The current appraised value is $125,090. PREVIOUS ACTION At a Public Hearing of the Historic Landmark Commission on December 9, 2002, the Commission voted 7:0 to approve a tax exemption that would freeze taxes for ten(10)years at the pre-renovation value. Contracted book vendors are Blackwell's Book Services, Baker and Taylor, Perma Bound, and Major Scientific Books. BACKGROUND The Cooperative Purchasing Program is coordinated by the Texas General Services Commission in accordance with state bidding statutes. The program allows cities to participate in purchasing goods and services at contracted prices offered to the State. By participating with the State, cities can reduce the number of bids processed as well as take advantage of volume discounts.
