Patterson September 10, 2002 Audwin Samuel Lane Nichols, City Attorney Kyle Hayes, City Manager Susan Henderson, City Clerk The City Council of the City of Beaumont, Texas, met in a regular session on September 10, 2002, at the City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to consider the following: OPENING Invocation Pledge of Allegiance Roll Call Presentations and Recognition Public Comment: Persons may speak on scheduled agenda items Consent Agenda Mayor Evelyn Lord called the meeting to order at 1:30 p.m. Captain Ford of the Salvation Army, gave the invocation. Councilmember Goodson led the pledge of allegiance. Present at the meeting were: Mayor Lord, Mayor Pro Tern Smith, Councilmembers Goodson, Cokinos, Ames, Samuel, and Patterson. Also, present were Kyle Hayes, City Manager; Lane Nichols, City Attorney; Susan Henderson, City Clerk; and Tina Broussard, Admin. Assistant City Clerk's Office. Proclamations and Presentations - (September 11, 2001) Chief Tom Scoffield, (standing in his place) Tommy May, Robert Falls and Catherine Fisher - Beaumont Public EMS, Richard Garcia, Director of Volunteer Services, Mary Garcia, American Red Cross, Chief Tom Scoffield, (Standing in his place) Officer James Martin, Captain Dan Ford, Salvation Army. Public Comment: Persons may speak on scheduled agenda items 2 or 3 - None Consent Agenda Approval of Minutes - Minutes of August 27, 2002 Approve the authorization of the Mayor to approve installation of a marker by the DAR in the Temple of the Brave indicating that the Temple is a DAR project- Resolution No. 02- 209 [�-CA"Epj Councilmember Cokinos moved to approve the Consent Agenda. Councilmember Goodson seconded the motion. MOTION PASSED. Ayes: Mayor Lord, Mayor Pro Tern Smith, Councilmembers Goodson, Cokinos, Ames, Samuel, and Patterson Nays: None GENERAL BUSINESS 1. Consider approving a request for a specific use permit to allow a halfway house for adult federal offenders in a GC-MD (General Commercial -Multiple Family Dwelling) District at 3282 College Street. Councilmember Cokinos moved to approve Ordinance No. 02-067 a specific use permit to allow a halfway house for adult federal offenders in a General Commercial-Multiple Family Dwelling District. Councilmember Goodson seconded the motion. MOTION PASSED. Ayes: Mayor Lord, Mayor Pro Tern Smith, Councilmembers Goodson, Cokinos, Ames, and Samuel Nays: Councilmember Patterson 2. Consider approving a renewal of an office space lease agreement for the Southeast Texas Auto Theft Task Force. Councilmember Cokinos moved to approve Resolution No. 02-210 authorizing an office space lease agreement for the Southeast Texas Auto Theft Task Force at a monthly rental fee of$1,670.00. Councilmember Goodson seconded the motion. MOTION PASSED. Ayes: Mayor Lord, Pro Tern Smith, Councilmembers Goodson, Cokinos, Ames, Samuel and Patterson Nays: Nays 3. Consider approving the "Interagency Cooperative Working Agreement" relating to the development of the South East Texas Regional Mitigation Plan. Councilmember Cokinos moved to approve Resolution No. 02-211. Councilmember Goodson seconded the motion. MOTION PASSED. Minutes -September 3,2002 Page 2 COMMENTS Councilmembers comment on various matters Councilmember Goodson, stated he attend the Edison Plaza Museum opening, located in the sub-station behind the museum, he also wanted to thank the Acorn Neighborhood Association for sponsoring the last City Budget hearing.Thanked the Lamar Institute and former Chief Shelton and the committee that worked on the event to salute the American heros. Councilmember Cokinos - Wanted to congratulate St. Jude Catholic Church for the wonderful service for the fallen police officer Conrad Gernale. Councilmember Ames - Heart felt condolences to the Gernale family and to the Beaumont Police Department. Councilmember Patterson - Condolences and Prayers to the family of Officer Gernale and also to the Beaumont Police Department. Councilmember Samuels-Thanked all of the officers with Beaumont Police Department. Jefferson County Sheriffs Department, and all of the State and the Country for the service that they provide. Condolences to the Gernale family and to work toward making a proper memorial for Dr. Martin Luther King. Councilmember Smith - Wanted to let the Beaumont Police Department know how grateful we are to them for being there when they are needed, and the significance of family violence and spouse abuse, which is a large problem in this country. Heartfelt condolences to the Gernale family. Mayor Lord -Condolences to the Gernale family, we have not only lost one of our officers we have lost one of our family members. We also thank the families of these officers, firemen and EMS that are at home waiting for that love one to return safely.
