CONSENT AGENDA ' Approval of minutes Confirmation of committee appointments A) Authorize the acceptance of an easement for an existing sanitary sewer lift station and force main now serving the Collier Park Retirement Community B) Approve a contract to design software for the Police Department's Electronic Offense Reporting System C) Approve a six-month contract for the purchase of asphaltic concrete for use by the Streets and Drainage Division D) Approve a six-month contract for the purchase of sodium hydroxide for use by the Water Utilities Division CONSENT AGENDA APRIL 9, 2002 * Committee Appointments Evelyn Fontenot would be appointed to the Convention and Tourism Advisory Committee. The term will commence April 9, 2002 and expire April 8, 2004. (Councilmember Audwin Samuel) A) Authorize the acceptance of an easement for an existing sanitary sewer lift station and force main now serving the Collier Park Retirement Community A.R.V. Assisted Living, Inc. (Texas HCP Holding, L. P.) has conveyed a permanent easement containing 0.020 acre of land, for an existing sanitary sewer lift station and force main, to the City of Beaumont on property described as being out of the F. Bigner Survey, Abstract 1, Jefferson County, Texas. The Administration recommends acceptance of the easement. The easement is to be used for the existing sanitary sewer lift station and force main now serving the Collier Park Retirement Community, and would be specifically to accommodate the construction, alteration, operation and maintenance of the said sanitary sewer line and appurtenances, including access. A copy of the staff memorandum is attached for your review. B) Approve a contract to design software for the Police Department's Electronic Offense Reporting System The Administration recommends a contract with American Consulting of Lenoir City, Tennessee to design software for the Police Department's Electronic Offense Reporting System in the amount of $25,840. The Electronic Offense Reporting System will replace the Police Department's current Field Laptop Reporting System software which has been in operation since 1996. The support for the current system's software is not available because the company that created it is no longer in business. The new system will offer more entry fields for information input and will be more efficient and easier to use than the current system. Funds are available in the Confiscated Goods Fund. A copy of the staff memorandum is attached for your review. C) Approve a six-month contract for the purchase of asphaltic concrete for use by the Streets and Drainage Division The Administration recommends approval of a six-month contract with APAC-Texas, Inc. of Beaumont for purchasing asphaltic concrete with an estimated total contract expenditure of $92,000. Cold laid asphaltic concrete is used for repairing potholes and small sections of street, while hot laid asphaltic concrete is used for repairs to larger street sections. Funds are available for this expenditure in the Public Works Department's operating budget. A copy of the staff memorandum is attached for your review. D) Approve a six-month contract for the purchase of sodium hydroxide for use by the Water Utilities Division The Administration recommends approval of a six-month contract with DX Distributors, Inc. of Houston for purchasing sodium hydroxide with an estimated total contract expenditure of$38,100. Sodium hydroxide is a by-product of the production of chlorine, with market prices dictated by chlorine manufacturers based on the prevailing cost of production. Funds are available for this expenditure in the Water Utilities Division's operating budget. A copy of the staff memorandum is attached for your review. RECOMMENDATION A.R.V. Assisted Living, Inc. (Texas HCP Holding, L. RECOMMENDATION Administration recommends a contract with American Consulting of Lenoir City, Tennessee to design software for the Police Department's Electronic Offense Reporting System in the amount of $25,840. BACKGROUND The Electronic Offense Reporting System will replace the Police Department's current Field Laptop Reporting System software which has been in operation since 1996. The replacement of the current system is necessary for three reasons. First, support for the current system's software is not available because the company that created the software, A.L. Roark & Associates, Inc., is no longer in business. Second, the current system software is only compatible with Office Vision which is being phased out and replaced by Lotus Notes throughout all City Departments. Finally, the new upgradeable system offers more entry fields for information input and will be more efficient and easier to use than the current system. This purchase is exempt from competitive bidding since it is available from only one (1) source specializing in designing software that is compatible with both the Police Department's PC software and the City's I-Series (AS400) system coding and software. BUDGETARY IMPACT Funds are available in the Confiscated Goods Fund. RECOMMENDATION Administration recommends award of a six (6) month contract to APAC-Texas, Inc. for purchasing asphaltic concrete at the unit costs stated below with an estimated total contract expenditure of$92,000. BACKGROUND Bids were requested for an annual contract for asphaltic concrete for use by the Public Works Department, Streets and Drainage Division. Cold laid asphaltic concrete is used for repairing potholes and small sections of street, while hot laid asphaltic concrete is used for repairs to larger street sections. It is estimated that approximately 3,000 tons of asphaltic concrete will be used during the term of the contract. Six (6) vendors were notified with one (1) responding with a bid as reflected below. Specifications requested pricing for both plant pickup by City personnel and jobsite delivery by the vendor. The bidder met all product requirements specified. BUDGETARY IMPACT The contract provides for the vendor to furnish asphaltic concrete at the following fixed unit prices: $30 per ton for hot laid concrete - plant pickup, $33.30 per ton for jobsite delivery; and $32 per ton for cold laid concrete - plant pickup, $35 per ton for jobsite delivery. The total estimated expenditure is $92,000 for the six (6) month period. Funds are available for this expenditure in the Public Works Department's operating budget. RECOMMENDATION Administration recommends award of a six (6) month contract to DX Distributors, Inc. of Houston, Texas, for purchasing sodium hydroxide at the unit cost of$127 per dry ton with an estimated total contract expenditure of$38,100. BACKGROUND Bids were requested for a six (6) month contract for sodium hydroxide for use by the Public Works Department, Water Utilities Division in the water production process. Six (6) months is the longest period for which vendors will provide firm pricing due to the historical price volatility of sodium hydroxide. Sodium hydroxide is a by-product of the production of chlorine, with market prices dictated by chlorine manufacturers based on the prevailing cost of production. Bid notices were provided to 37 vendors with seven (7) responding with bids as reflected below. All bidders met required product certifications.
