The City Council of the City of Beaumont, Texas, met in a regular session on November 20,
2001, at the City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to
consider the following:

Consent Agenda
Mayor Pro Tem Goodson called the meeting to order at 1:34 p.m. and announced Mayor Moore
would be late. The Reverend H. Clay Williams, Vision Alive Christian Ministries Outreach
Church, gave the invocation. City Manager Bonczek, led the pledge of allegiance.
Present at the meeting were: Mayor Moore (arrived after Public Comment at 1:56 p.m.), Mayor
Pro Tem Goodson, Councilmembers Smith, Cokinos, Ames, Samuel, and Patterson (arrived at
1:37 p.m.). Also present were Stephen J. Bonczek, City Manager; Lane Nichols, City Attorney;
and Barbara Liming, City Clerk.

Public Comment: Persons may speak on scheduled agenda items - No one wished to
address agenda items 2 - 5.
Consent Agenda
Approval of minutes - November 13, 2001
Confirmation of committee appointments - No appointments made.
A) Adopt a resolution casting the City of Beaumont's votes (403) to C.L. Sherman for the
Jefferson County Appraisal District Board of Directors - Resolution No. 01-275
B) Authorize the settlement of a lawsuit (Gladys City Company in the amount of$116,250)-
Resolution No. 01-276
Councilmember Ames moved to approve the Consent Agenda. Councilmember Samuel
seconded the motion. MOTION PASSED.
Ayes: Mayor Pro Tem Goodson, Councilmembers Smith, Cokinos, Ames,
and Samuel
Noes: None
GENERAL BUSINESS
1. Consider a request for the annexation of one area east of the City of Beaumont totaling
760.71 acres, more or less. PULLED
2. Consider a resolution authorizing the City Manager to execute an Inter-Local Agreement
with Jefferson County for rehabilitation and widening of Brooks Road from Fannett Road
to IH-10.
(Councilmember Patterson arrived at 1:37 p.m.)
Councilmember Smith moved to approve Resolution No. 01-277 authorizing an Inter-
Local Agreement with Jefferson County for the rehabilitation of Brooks Road from Santa
Fe Railroad tracks to IH-10 for an estimated cost of $212,000. Councilmember Ames
seconded the motion. MOTION PASSED.

Samuel, and Patterson

3. Consider authorizing the City Manager to execute an Industrial District Contract with PD
Glycol.
Councilmember Cokinos moved to approve Resolution No. 01-278 authorizing an
Industrial District Contract with PD Glycol. Councilmember Ames seconded the motion.
MOTION PASSED.
Ayes: Mayor Pro Tern Goodson, Councilmembers Smith, Cokinos, Ames,
Samuel, and Patterson

4. Consider authorizing the City Manager to execute Industrial District Contracts with Martin
Gas Sales and Neches Industrial Park.
Councilmember Cokinos moved to approve Resolution No.01-279 authorizing Industrial
District Contracts with Martin Gas Sales and Neches Industrial Park. Councilmember
Ames seconded the motion. MOTION PASSED.

Samuel, and Patterson
Noes: None
5. Consider a request to amend the 1999 Consolidated Grant Program to reprogram funds
for the Downtown Beautification Program.

Councilmember Samuel moved to approve Resolution No. 01-280 to amend the 1999
Consolidated Grant Program by reprogramming the Salvation Army Family Shelter
($50,000) and a portion of the Partnership Community Mental Health line items ($2,000)
for a total of $52,000, to the Downtown Beautification Program. Councilmember Smith
seconded the motion. MOTION PASSED.

COMMENTS
Councilmembers comment on various matters
Councilmember Samuel requested reassessment of Civic Center uses in view of activities
that may be held at the Entertainment Complex upon its completion and the age of the
Civic Center, remaining competitive, and its' role in overall downtown development. He
spoke of not being restrictive, possible alternatives to having public/private partnerships
in a full spectrum of true downtown development, and a vision of how the components will
work together.
The City Manager Bonczek stated that in addition to assessing use of the Civic Center,
future usage of Fair Park will be addressed,and a report of options,alternatives,direction,
and strategies for both facilities will be submitted to Council.
Councilmember Cokinos commended the performance given by the Beaumont Interfaith
Choral Society last Sunday at First United Methodist Church, and said they have
performed for 29 consecutive years.
Mayor Pro Tern Goodson added to Councilmember Samuel's comments that Council
looks forward to downtown development, and said changes in the rail track will certainly
afford opportunities to make use of the Civic Center, even with an additional facility being
built. He expressed appreciation to Civic Center staff for promotional efforts that provide
significant City and sales tax revenues. Mayor Pro Tern Goodson wished everyone a safe
and happy Thanksgiving.
City Manager Bonczek reported accomplishments of Fiscal Year 2001 Goals and
Objectives will be presented to Council very soon, and a Partnership and Governance
report is pending with a tentative meeting date set for January 8, 2002.
Public Comment (Persons are limited to three (3) minutes).
Mr. Leroy Lewis III, 1201 Euclid, addressed Council to thank citizens for attending the
Fourth Annual Southeast Texas Senior Celebration, spoke in support of giving pay raises
to City employees, thanked citizens for supporting Crime Stoppers and local police in
reporting crimes, and reported that construction of the new library at Fannett and Sarah
is progressing well. Mr. Lewis spoke of a shooting at Club Signature, voiced support of

banning night clubs in neighborhoods, commented that people in high places are
misleading citizens, addressed churches helping the less fortunate members of their
congregations, citizens working together, and young people killing each other while not
having a sense of direction and without realizing that knowledge is power. He expressed
concerns of loud music in his neighborhood, trains detaining traffic, requested increased
police patrols, commented about receiving citizen complaints regarding loud music,trash,
light outages, and drug transactions at Chaison Park, and wished everyone a safe and
happy Thanksgiving.

Mayor Moore expressed appreciation to Mayor Pro Tem Goodson for conducting the
meeting, explained that a company commitment caused his late arrival, and extended
Thanksgiving greetings to everyone.
