The City Council of the City of Beaumont, Texas, met in a regular session on August 28, 2001,
at the City Hall Council Chambers, 801 Main Street, Beaumont, Texas, at 1:30 p.m. to consider
the following:

Consent Agenda
Mayor Moore called the meeting to order at 1:37 p.m. Mr. Clarence Provost from the Pleasant
Green Baptist Church gave the invocation. Mayor Moore led the pledge of allegiance.
Present at the meeting were: Mayor Moore, Mayor Pro Tern Goodson, Councilmembers Smith,
Cokinos, Samuel, and Patterson. Councilmember Ames was absent. Also present were
Stephen J. Bonczek, City Manager; Lane Nichols, City Attorney; and Barbara Liming, City Clerk.
Presentations and Recognitions - No proclamations were issued.
1) Mayor Moore introduced Mr. Jim Rich the new president for the Chamber of
Commerce. Mr. Rich said he looks forward to continuing to build the relationship between
the Chamber and the City of Beaumont and anticipates good progress.
2) Ms. Jane Bordelon introduced Executive Director of Communities in Schools, Mr.
Vernon Diamond. Mr. Diamond presented Mayor Moore an award signifying him as a CIS
Life Partner for his help and direction in getting the foundation off to a good start. Ms.
Bordelon distributed copies of a publication highlights of CIS for 2000 and 2001.
Mayor Moore expressed appreciation for the award, stated that CIS is a tremendous
support to public schools, encouraged citizens to become active with the group, and said
it provides an excellent opportunity to form a relationship with children. He shared an
experience of the group's interaction with a young person not wanting to go to school.
After investigation, they discovered he needed school shoes, and they could not be
purchased at a department store because he wore a size 18. After hearing the story, the
Houston Rockets provided the young man with shoes, and he returned to school. Mayor
Moore commented that this is one example of the kind of connection CIS makes with
young people.
Public Comment: Persons may speak on the Consent Agenda and Regular Agenda Item
No. 8.
Ms. Marianne Mechura, principal at Saint Anthony Catholic School addressed Council in
supportof Agenda Item No.8 authorizing abandonment of Archie Street between Forsythe
and Fannin Streets. She addressed a need for safe passage from the new gymnasium
to the school campus for the students that would be provided by closure of the street and
introduced three students: Ms. Cobb, Ms. Hubbell, and Ms. Stuberfield who added their
request for passage of Item No. 8.

Confirmation of committee appointments - Appoint Leroy Lewis to the Senior Citizen
Advisory Board and Contessa Dickson to the Community Development Advisory
Committee for terms expiring August 27, 2003 - Resolution No. 01-199
A) Adopt a resolution expressing support for the reconstruction of State Highway 87 along
a coastal alignment (between Sabine Pass and High Highland)- Resolution No. 01-200
Councilmember Cokinos moved to approve the Consent Agenda. Councilmember
Patterson seconded the motion. MOTION PASSED.

Mayor Moore requested that Item No. 8 be moved to the top of the agenda for consideration.
8. Consider a request to abandon Archie Street between Forsythe and Fannin Streets
Councilmember Samuel moved to approve Ordinance No. 01-061 ENTITLED AN
ORDINANCE ABANDONING ARCHIE STREET BETWEEN FORSYTHE AND FANNIN STREET,
BEAUMONT, JEFFERSON COUNTY, TEXAS. Councilmember Smith seconded the motion.
MOTION PASSED.

Councilmember Smith moved to approve Ordinance No.01-062 ENTITLED AN ORDINANCE
AMENDING CHAPTER 30 OF THE CODE OF ORDINANCES OF BEAUMONT, TEXAS, AND IN
PARTICULAR THE BOUNDARIES OF THE ZONING DISTRICTS, AS INDICATED UPON THE ZONING
MAP OF BEAUMONT,TEXAS, BY CHANGING THE ZONING OF PROPERTY PRESENTLY ZONED GC-
MD (GENERAL COMMERCIAL-MULTIPLE FAMILY DWELLING) DISTRICT AND RM-H (RESIDENTIAL

Councilmember Samuel moved to approve Ordinance No. 01-064 ENTITLED AN
ORDINANCE GRANTING A SPECIFIC USE PERMIT TO ALLOW A CHILD CARE FACILITY IN A
RESIDENCE LOCATED AT 4210 CLEVELAND IN THE CITY OF BEAUMONT, JEFFERSON COUNTY,
TEXAS. Councilmember Patterson seconded the motion. MOTION PASSED.

5. Consider a request for a specific use permit to allow a drapery design/interior design and

Councilmember Cokinos moved to approve Ordinance No. 01-065 ENTITLED AN
ORDINANCE GRANTING A SPECIFIC USE PERMIT TO ALLOW A DRAPERY DESIGN/INTERIOR
DESIGN AND ACCESSORY SHOP IN AN RCR(RESIDENTIAL CONSERVATION AND REVITALIZATION)
DISTRICT LOCATED AT 2495 BROADWAY AND 9T" STREET IN THE CITY OF BEAUMONT,
JEFFERSON COUNTY, TEXAS. Councilmember Smith seconded the motion. MOTION

Councilmember Smith moved to approve Ordinance No. 01-066 ENTITLED AN ORDINANCE
GRANTING A SPECIFIC USE PERMIT TO ALLOW A CHARTER SCHOOL(K-12)IN A GC-MD(GENERAL
COMMERCIAL-MULTIPLE FAMILY DWELLING) DISTRICT IN EXISTING BUILDINGS AT 3380 FANNIN

Councilmember Samuel moved to approve Ordinance No. 01-067 ENTITLED AN
ORDINANCE GRANTING A SPECIFIC USE PERMIT TO ALLOW A WATER CUTTING SERVICE
(ABRASIVE WATERJET CUTTING FABRICATION JOB-SHOP) IN A C-M (COMMERCIAL-
MANUFACTURING)DISTRICT FOR PROPERTY AT 2995 S. FOURTH STREET AT ROCKWELL IN THE
CITY OF BEAUMONT, JEFFERSON COUNTY, TEXAS. Councilmember Smith seconded the
motion. MOTION PASSED.

9. Consider a resolution amending Resolution 01-091 to clarify that as to the property
described in that resolution the city needs to acquire both a 20' permanent easement and
a 30' temporary construction easement and not fee title
Mayor Pro Tern Goodson moved to approve Resolution No. 01-201. Councilmember
Cokinos seconded the motion. MOTION PASSED.

COMMENTS
Councilmembers comment on various matters
Mayor Pro Tern Goodson announced that because of the holiday the budget meeting at
the Amelia Neighborhood Association for Ward 11 has been moved to Tuesday,September
4, at 7:00 p.m. at the Forest Park Methodist Church.
Councilmember Samuel announced that the first budget meeting will be held in Ward III
Thursday at the M. L. King Middle School at 6:30 p.m. and encouraged residents to
attend. He commended the Junior League for the opening of the Family Resource Center
this past weekend and commented about a very good turnout. Councilmember Samuel
said the service will continue to benefit the neighborhood and thanked Mayor Moore and
Councilmember Cokinos for their attendance.
Councilmember Patterson announced that the South Park Neighborhood Association
monthly meeting will be held Thursday at 6:30 p.m. at the South Park Baptist Church.
Mayor Moore reported that the Junior League contributed $200,000 and Entergy
contributed $100,000 towards the relocation of Family Resource Center and expressed
appreciation to the Junior League and staff, Mr. Joe Domino, and Mr.William Lee fortheir
support. He expounded further on the temporary and permanent location of the Family
Resource Center, stated the contributions speak well of the commitments made to the
community, and the development of a unique partnership with Lamar University,
Beaumont Independent School District and the City of Beaumont. Mayor Moore added

reports of Kid Fest held this past weekend, quality enrichment programs for the youth of
our community, and a recent article rating Beaumont's programs for children.
City Manager Report - Tyrrell Park Stable Renovations, Julie Rogers Theatre
Landscaping, Proposed Hotel Occupancy Tax Collection Change, Municipal Court
Collections and the Raymon Award
City Manager Bonczek addressed the Family Resource Center, coordination of activities
for the Charlton-Pollard Neighborhood Association, the Charlton-Pollard Community
Housing Development Organization, the Weed and Seed Program, and opportunities for
new programs and services. He reported the Tyrrell Park Horse Stable project is
underway and that Mr. Hughes hopes to be in the caretakers house by October and
complete renovations by the end of November. He acknowledged the contribution to fund
landscaping and maintenance and the commitment of Ms. Regina Rogers to the Julie
Rogers Performing Arts Center. He reported on a new collection system for Municipal
Court, changes in the law allowing collection firms to add a fee, finalizing procedural
issues, and implementation by September. Mr. Bonczek congratulated Lt. David Travis
for receiving the Raymon Award as Peace Officer of the Year for outstanding work with
the Alumni Association and the Citizen's Police Academy.
Councilmember Smith added a reminder of Ward budget meeting changes and
announced the budget meeting in Ward I has been rescheduled to Thursday, September
6, at 7:00 p.m. at the McFaddin Ward Visitors Center.
Mayor Pro Tern Goodson again announced that the Ward I I budget meeting is scheduled
for Tuesday, September 4, at 7:00 p.m. at the Forest Park Methodist Church.
