The City Council of the City of Beaumont, Texas, met in a special session on May 8, 1999, in
Council Chambers, 801 Main Street, Beaumont, Texas, at 8:00 a.m. to consider the following:
OPENING
* Roll Call
Mayor Moore called the meeting to order at 8:00 a.m. Present at meeting were Mayor Moore,
Mayor Pro Tern Patterson, Councilmembers Smith, Goodson, Cokinos, Ames, and Davis.
The meeting was recessed at 8:03 a.m. to the third floor conference room for executive session.
EXECUTIVE SESSION
* Section 551.074 of the Government Code to deliberate the appointment of a public
officer, specifically the City Manager.
The meeting reconvened at 11:07 a.m. in City Council Chambers.
GENERAL BUSINESS
1. Consider appointment of a City Manager
Councilmember Smith moved to appoint Stephen J. Bonczek as City Manager for the City
of Beaumont at a base salary of $120,000 with an additional $7,500 contributed to the
International City Management Association Retirement Corporation. Councilmember
Cokinos seconded the motion. MOTION PASSED.
Ayes: Mayor Moore, Mayor Pro Tern Patterson, Councilmembers Smith, Goodson,
Cokinos, Ames, and Davis
Noes: None
Mr. Bonczek thanked Council for the honor and privilege to be appointed city manager of
Beaumont and said he looks forward to working with Council on some very important issues.
COMMENTS
* Councilmembers comment on various matters
Councilmember Goodson said all candidates had great skills and were a wonderful group
of diversity. He stated that he is very pleased with the strong management style of Mr.
Bonczek and commented about Mr. Bonczek's interest in ethics and public management.
Councilmember Cokinos echoed Councilmember Goodson's comments, complimented Mr.
Bonczek's style and congratulated him.
Councilmember Smith told Mr. Bonczek she is delighted with his appointment and
complimented Mr. Wasson of the Oldani Group for doing a fine job with candidate selection.
She stated that all the candidates were great, reviewed the screening process that began
in December, 1998, and said the process has been slow, but thorough, and she is delighted
with the results.
Councilmember Ames extended greetings to Mr. Bonczek as the new city manager and
commented about future work to be accomplished.
Mayor Pro Tern Patterson welcomed Mr. Bonczek as the successful candidate, thanked Mr.
Wasson for bringing a good list of candidates to Council, and told Mr. Bonczek she was
looking forward to working with him and extended an invitation for him to attend
neighborhood association meetings.
There being no further business, the meeting adjourned at 11:15 a.m. to allow opportunity for Mr.
Bonczek to meet with members of the media.
