HomeMy WebLinkAboutRES 24-014RESOLUTION NO. 24-014 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the City Manager be and he is Hereby authorized to award a contract to Brystar Contracting, Inc., of Beaumont, Texas, for the West Lucas Drive and Gladys Avenue Emergency Storm Sewer Point Repair and Cavity Repair Project in an amount not to exceed $538,770,00, The meeting at which this resolution was approved was in all things conducted in strict compliance with the Texas Open Meetings Act, Texas Government Code, Chapter 551. PASSED BY THE CITY COUNCIL of the City of Beaunignt this the 9th day of January, 2024. r TEXAS December 12, 2023 City of Beaumont Purchasing Department 801 Main Street, Suite 320 Beaumont, Texas 77701 Re: West Lucas and Gladys Storm Sewer point Repair and Cavity Repair Emergency Work This letter Is to inform you that the City of Beaumont Engineering Department was notified by the Streets and Drainage department about two cavities at the Intersection of West Lucas Drive and Gladys Avenue on May 9, 2023. These cavities were secured at the time by the Street and Drainage department by placing steel plates In the roadway, Investigation and inspection of this line led to the discovery that the storm sewer trunkline on Lucas, an aluminized steel Type 2 arch pipe, 103"x71" In size, had several failed areas within the intersection that caused cavities on the surface. This storm sewer was installed during the 1995 West Lucas Drive Widening Project, The line begins south of Laurel at the tie-in to the DD6 ditch and runs north to Folsom. The steel plates securing the cavities allowed time for the Engineering Department to reach out to Vortex Companies for further assistance, Vortex was able to successfully televise the limits of the storm sewer line, from south of Laurel to Folsom, while also performing Ground Penetrating Radar (GPR) survey of the line to determine if other cavities have started to form between the pipe and the concrete pavement. This survey and inspection is being finalized and a cost estimate for the needed repairs Is being put together by Vortex Companies. However, on December 5, 2023, the Engineering Department was notified by the Streets and Drainage department that the steel plates previously placed at the intersection of Lucas and Gladys have started to settle and required a larger plate to be placed to secure the roadway. Due to the heavy traffic at this intersection and the preliminary findings of the survey and inspection showing defects with the storm line, Public Works/Engineering has determined that the repair of these cavities and repair of the storm sewer line, must be performed on an emergency basis. Not To Exceed Budget $538,770.00 Clarifications Brystar Contracting will remove and replace 24 LF of the existing arch pipe with 9X5 RCB and tie into the existing system with concrete collars poured in place and reconnect existing 36" and 48" storm sewer Iines. This budget includes the cost to install traffic control to the provided TCP, This project will likely require movement or removal of the traffic signal wiring and conduit, this proposal does not include disconnecting, removal, or replacement oi'wiring. To perform work on this project we will have to remove sections of the existing 6", 8" and 12" water lines. This budget includes the materials needed temporarily cap and replace known existing lines. Brystar Contracting will require assistance from the City of Beaumont. Includes: CSS backfill, and 8" concrete road repair with G" limestone flex base sub grade. Brystar Contracting will shut down work and be closed from close of business on 12/22/2023 to 1 /2/2024. We estimate 35 working days to complete this work based on a 5/10 schedule.
