HomeMy WebLinkAboutRES 23-242RESOLUTION NO. 23-242 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the City Manager be and he is hereby authorized to submit a grant application, and execute a contract with the Federal Transit Administration to receive funds for the Zip. The meeting at which this resolution was approved was in all things conducted in strict compliance with the Texas Open Meetings Act, Texas Government Code, Chapter 551. Mayor Roy West — August 14, 2023 Claudia San Miguel Beaumont Transit Re: Beaumont Transit Facility Roof Replacement Dear Ms. San Miguel, Regarding the proposed replacement of the existing roof system, the current roof system on the Beaumont Transit facility is a built-up tar and gravel roof system. The existing roof system is approximately 28 years old and Is beginning to show signs of cracking and wear. Within the past twelve months, we responded to four reports of roof leaks. In recent months, the reports of roof leaks appear to be more frequent than in past years. The City of Beaumont is in the process of having the roof assessed by a roofing consultant, Since 2005 this roof, along with many roof systems within the City of Beaumont have experienced several hurricanes, tropical storms, hailstorms, and hard freezes. The harsh weather from the storms tends to shorten the life and/or damage the roof systems. Sincerely, ](0,IJ -1� Keith Folsom Facilities Maintenance Director City of Beaumont r August 14, 2023 Claudia San Miguel Beaumont Transit Re: Beaumont Transit Facility Replacement of Two HVAC Systems Dear Ms. San Miguel, Regarding the proposed replacement of two 7.5-ton HVAC systems at the Beaumont Transit Facility, the current HVAC split systems for the Parts Room and Shop Area are 1992 model systems, therefore they are approximately 31 years old, The units are 7.5-tort capacity and are beginning to experience more service calls. The typical life span of a DX split system is 15 -- 20 years if they are well maintained. The existing systems have been maintained well as reflected In the current age of the units. Beaumont Facilities Maintenance Department recommends the two systems be replaced due to the age and the units still utilize R-22 refrigerant which is being phased out and not manufactured anymore. PTN has reviewed the City of Beaumont's project to be submitted for the FY 2023 Emergency Relief Program Notice of Funding Opportunity for the Beaumont Urbanized area and finds that the project is eligible for TDC. If funds are awarded, PTN will take necessary actions to award an amount of up to 168,000 TDC for use as match. PTN has considered the potential of the projects to expand the availability of funding for public transportation projects and finds that the project meets the established goals set forth in Title 43, Texas Administrative Code, §5.102 to support public transit and maximize the use of available federal funds, particularly in situations in which federal funds otherwise would be unused because of the inability to provide the non-federal share.
