HomeMy WebLinkAboutRES 23-231RESOLUTION NO. 23-231 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BEAUMONT: THAT the City Manager be and he is hereby authorized to execute an Interlocal Agreement with Jefferson County Drainage District No. 6 for the proposed 102" Storm Sewer Outfall Line Inspection, Cleaning, and Survey. The meeting at which this resolution was approved was in all things conducted in strict compliance with the Texas Open Meetings Act, Texas Government Code, Chapter 551. EMI mont this the 22nd day of yor Roy West - INTERLOCAL AGREEMENT FOR DITCH 005 INSPECTION Between JEFFERSON COUNTY DRAINAGE DISTRICT NO.6 and THE CITY OF BEAUMONT STATE OF TEXAS § COUNTY OF JEFFERSON § This Agreement is entered into between. the Jefferson County Drainage District No. 6, a special district of the State of Texas (hereinafter called "DISTRICT") and the City of Beaumont, a home rule city of the State of Texas (hereinafter called "CITY") under authority of the Interlocal Cooperation Act, Chapter 791 of the Texas Government Code. WHEREAS, the Poet of Beaumont is currently engineering a Grain Replacement Dock project, and engineers have observed water running to the Neches River from under the DISTRICT'S outfall at Ditch-005. A sewer main television inspection will be performed using both Go Pro Video and Ground Penetrating Radar (GPR) for the purpose of identifying existing anomalies and areas with voids and loose soils which could undermine the newly remediated shoreline at the Neches River. WHEREAS, the DISTRICT and the CITY are working together to survey a section, approximately 3,800 LIi, on the 102" diameter culvert known as Ditch-005 located between Grant Street and the Neches River, as the outfall operates as a critical artery in each of the respective drainage systems. THEREFORE, the DISTRICT and the CITY agree as follows; Page 1 WITNES-SLITH 1. The CITY will obtain a proposal from Vortex Lining Systems through the Houston Galveston Area Council Buyboard to inspect the 102" section of Ditch-005 using a Ground Penetrating Radar (GPR) Survey. 2. The DISTRICT agrees to reimburse the CITY for (50%) of their costs, in an estimated amount not to exceed $20,000, related to the CITY's commitment to execute the inspection. 3. The CITY will provide the DISTRICT with all reports, videos, and Images resulting from the inspection activities. 4. On a monthly basis or greater, at its convenience, the CITY will invoice the DISTRICT for fifty percent (50%) of the costs to date. The invoice must be itemized and will include all back-up documentation that justifies the invoice amount, such as contractor invoices, If a contractor is used, documentation must be provided to the DISTRICT to prove the contractor was hired using a documented procurement practice. All contractors must be checked for disbarment and proof of the verification must be provided. The DISTRICT will then reimburse the CITY for one hundred (50%) of the total costs invoiced up to the estimated not to exceed amount.
