BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF BEAUMONT:
THAT the City Manager be, and he is hereby, authorized to award a contract to
Allco, LTD, of Beaumont, Texas for the 23rd Street Emergency Cavity Repair Project in
an amount not to exceed $145,000.00. The agreement is substantially in the form
attached hereto as Exhibit 'A" and made a part hereof for all purposes.
The meeting at which this resolution was approved was in all things conducted in
strict compliance with the Texas Open Meetings Act, Texas Government Code, Chapter
551.

Emergency Repair
This letter is to inform you that the City of Beaumont was notified about a cavity behind the back of curb
at 1570 N 23rd Street. Upon visiting the site, we observed a cavity approximately 25 feet long that drops
about 7 feet deep. This cavity extends several feet under the roadway, undermining the concrete
pavement. It appears that a 42-inch pipe maintained by the City has failed where It ties in to the 7'x10'
box culverts maintained by Drainage District 6.
The immediate concern is stabilizing the cavity before it expands in size and undermines the roadway
further. Additional exploratory excavation is needed to determine if there is a failure that cannot be
seen from the surface on the 7'x10' box culvert before repair to the 42" storm sewer line. Once the
extent of the damage is determined, then repairs can begin.
We have secured a contractor to address this issue, ALLCO, who can begin the exploratory excavation
tomorrow, which is the earliest they can mobilize the necessary equipment. They were selected based
on their prior experience in storm sewer repair and construction.
Due to the potential threat of this cavity expending in size and causing a major failure in the roadway, as
well as the potential to impede drainage for this area, Public Works/Engineering has determined that
the repair of this cavity, and storm sewer line, must be performed on an emergency basis.

Re: Storm Sewer Repair — 1570 North 23`d Street
Dear Mr. Tingle:
Please find attached, our equipment and labor rates to perform the emergency repair at 1570 North
23`d Street. These rates will be marked up 15%, as will all material and other expenses needed to
perform this repair. Completed Daily Field Work Orders will be submitted, along with any
invoices, when we bill the city upon completion.
We have estimated a Not To exceed Cost of One Hundred Forty -Five Thousand Dollars and No
Cents ($145,000.00). This pricing is based on the scope of work, discussed during our site visit of
May 10, 2023.
